Since the United States Supreme Court in Brown v. Board of Education of Topeka held segregation in public schools to be a denial of equal protection of the law, the question arises whether the “separate but equal” doctrine should be retained in other areas. Periodically the public reads of the injury of a citizen other than a state employee at the hands of a former mental patient who either escaped because of inadequate guarding or was released from a state or federal institution because of an improper release-diagnosis. The public assumes that the injured party will be reimbursed, but who will bear the burden of reimbursement? This is a brief manual intended primarily to instruct junior engineering personnel working on civil works for the Corps of Engineers in the proper procedures for preparing reports. Some of the contents were papers delivered at a conference on the use of English in Corps of Engineers reports.
The manual is complicated by the Corps of Engineer’s roles as a military organization and as an organization managing civil public works projects and public facilities and by the special problem of having to answer inquiries of members of Congress.

Nine years ago the Nebraska Legislature enacted the Motor Vehicle Safety Responsibility Act in an attempt to solve the pressing social problem presented by uncompensated victims of Nebraska automobile accidents. The Supreme Court of Nebraska in upholding the act stated that its purpose was to protect the motoring public from the operation of motor vehicles by financially irresponsible persons. The act was designed to accomplish this purpose in two ways: (1) by the direct operation of its post-accident requirements and (2) by the indirect psychological effect of inducing owners and operators of motor vehicles to purchase automobile liability insurance to …

One of the most fascinating aspects of any poet is his conception of his art. Many poets have written extensively on the theory of art around which they orient their poetry. Others have clearly revealed their theories by writing criticism of other authors. Emily Dickinson, however, left no critical essays, no elucidation of her artistic principles. For many years the nation's criminologists and penologists have denounced the present system of treatment of criminal offenders as unrealistic and unproductive of desirable results. Dissatisfied with legislative tinkering at the peripheries of the problem, they have called for a sweeping re-examination of the basic procedures which appear untenable in the light of modern psychological knowledge.
In prior times the prime motive of society in its treatment of criminals was retribution; today it is still present, although in much reduced form. Deterrence from criminal acts and isolation of dangerous persons are present goals of criminal justice. Primarily, however, the aim …

A recent amendment to the Nebraska statutes provides that whosoever should debauch the person or deprave the morals of a minor; fondle a child under 16 in a lewd manner; or expose his person to a child under 16 should be guilty of a felony upon the first conviction, and should be liable to fine, or imprisonment, or both. It is further provided that if the person commits a second offense of the same nature, psychiatric examination of the offender before sentencing is required. During the course of a criminal trial in a state court the confession of the defendant was admitted and the jury was instructed to determine its voluntary character. The confession was obtained by a number of officers who questioned the defendant for a total of twelve hours stretched out over a thirty-two hour period, during which period the suspect was permitted to· eat and sleep. The defendant was held incommunicado over sixty-four hours before arraignment. In return for his confession the defendant was able to negotiate with the officers for the release of his father who was arrested at the …

For at least twenty years the thinking of wildlife managers has been directed toward the importance of habitat in producing surplus game populations for hunting. The decline or disappearance of game populations - often over considerable areas - following changes in habitat brought about by agricultural, urban, or industrial developments demonstrates clearly the effects of the elimination of desirable habitat. Suitable habitat is basic to the survival of wildlife. Many field observations and experiences, as well as specific data from research, validate this conclusion. Recently there has been increasing interest in the use of intra-individual test discrepancies as a measure of functioning efficiency. One of the major problems in establishing scatter patterns has been that of finding a suitable internal reference point. The three reference points most commonly employed are the mean or IQ, the vocabulary score, and the altitude or maximum score. Psychologists who believe that the G factor is an ability argue for the use of the IQ as a reference point while those who believe that it is a capacity use altitude as a reference point. In 1951, Army Medical Service (AMS) was the technical service that provided medical supplies, equipment, and services to the army. Like all of the technical services, the AMS was responsible for intelligence in its field of expertise. The chief of the AMS was The Surgeon General, US Army, and his headquarters was the Office of The Surgeon General (OSG) in Washington. The OSG was part of the Headquarters, Department of the Army.

One purpose of the present research project was to contribute further toward an adequate knowledge of the relative merits of urban and rural environments. Although "the family" has been much written about, and studied from many points of view in the past, relatively little attention has been given by investigators to the problem of determining the factors which make for successful family life. The need for information of this sort is obvious, and in recent years a few studies have been made from this point of view. The present study was undertaken for the purpose of gathering further information about "normal" families and some of the home-environmental factors which are thought to contribute to, or hinder, the achievement of successful family life.

This study has been based upon the analysis of the Nebraska Classification Test in English (Form V) administered to 5,183 pupils graduated from 346 Nebraska high schools in 1934. Usable supplementary data have been supplied by 153 of these high schools, but in some portions of the study data for the remaining high schools have been available from other sources. The tests were examined as to content and reliability, and were compared with published tests used for purposes of placement by other collegiate institutions.
