The Farm Security and Rural Investment Act of 2002 (the farm bill) has been recognized as potentially providing agricultural producers with enhanced financial support. The bill has titles (sections) that address commodity programs, conservation, trade, nutrition programs, credit, rural development, research, forestry and energy. Some provisions are intended to indirectly affect producer prices and costs of production through trade promotion and research, for example. The commodity and conservation programs promise direct support for agriculture based on planting history and production, as well as payments for following specific production practices expected to conserve resources and protect the environment. We, the U.S. Fish and Wildlife Service, propose designation of critical habitat pursuant to the Endangered Species Act of 1973, as amended, for the Topeka shiner (Notropis topeka). This proposal is made in response to a court settlement in Biodiversity Legal Foundation et al. v. Ralph Morganweck et al. C00–D–1180, committing the Service to submit for publication in the Federal Register a proposal to withdraw the existing ‘‘not prudent’’ critical habitat determination together with a new proposed critical habitat determination for the Topeka shiner by August 13, 2002. This review summarizes a collection of lactic acid bacteria that are now undergoing genomic sequencing and analysis. Summaries are presented on twenty different species, with each overview discussing the organisms fundamental and practical significance, environmental habitat, and its role in fermentation, bioprocessing, or probiotics. For those projects where genome sequence data were available by March 2002, summaries include a listing of key statistics and interesting genomic features. These efforts will revolutionize our molecular view of Gram-positive bacteria, as up to 15 genomes from the low GC content lactic acid bacteria are expected to be available in the public domain by …

We studied the hypersensitivity of clpP and clpB mutants of Escherichia coli to sodium dodecyl sulfate (SDS). Both wild-type E. coli MC4100 and lon mutants grew in the presence of 10% SDS, whereas isogenic clpP and clpB single mutants could not grow above 0.5% SDS and clpA and clpX single mutants could not grow above 5.0% SDS. For wild-type E. coli, cellular ClpP levels as determined by Western immunoblot analysis increased ca. sixfold as the levels of added SDS increased from 0 to 2%. Dietary Overlap Between Wolves And Coyotes In Northwestern Montana, Wendy M. Arjo, Daniel H. Pletscher, Robert R. Ream

We studied effects of recolonizing wolves (Canis lupus) in the North Fork of the Flathead area of northwestern Montana on the diets of coyotes (C. latrans) from 1994 to 1997. Wolf and coyote diets differed in frequency of occurrence of prey species during 3 of the 4 summers and winters (P< 0.001) during the study. Coyote diets contained more murid prey items, and wolf diets contained more deer (Odocoileus virginianus and O. hemionus) in the summer and elk (Cervus elaphus) in the winter. Coyotes and wolves ate prey of different size during both the summer (P < 0.001) and winter (P < 0.001) months in 1994– 1996: wolves took a greater proportion (P < 0.001) of large (>45 kg) prey species and coyotes, small (<2 kg) prey (P < 0.001). We compared beaver (Castor canadensis) foraging patterns on Fremont cottonwood (Populus deltoides subsp. wislizenii ) saplings and the probability of saplings being cut on a 10 km reach of the flow-regulated Green River and a 8.6 km reach of the free-flowing Yampa River in northwestern Colorado. We measured the abundance and density of cottonwood on each reach and followed the fates of individually marked saplings in three patches of cottonwood on the Yampa River and two patches on the Green River. The purpose of this project was to determine if the addition of a laboratory measurement, i.e., measurement of serum cholesterol, would increase the effectiveness of nutrition counseling in young men. Subjects were a random sample of 45 healthy male students from a Midwestern university, between the ages of 20 and 25 who were consuming >30% of kcal from fat. Men were randomly assigned to one of four groups; nutrition counseling and measurement of serum cholesterol (NC + SC), nutrition counseling only (NC), measurement of serum cholesterol only (SC), or control (C). Scientists face many challenges in harnessing web-based resources. Information overload, misinformation, fees, poorly designed navigation, and loss of browsability all hamper the scientist searcher. In addition, many scientists rely on only one or two databases and often miss unique information that is available through other sources. Librarians can team up with scientists to develop strategies to overcome the challenges of web-based information. For example, a librarian can teach effective information seeking techniques, including how to use controlled vocabularies, how to evaluate information on the web, and how to complement web-based resources with print resources. This working paper presents findings from the first annual Nebraska Rural Poll. The study is based on 2,754 responses from households in the 87 nonmetropolitan counties in the state. The objectives of this paper are to provide information on how rural Nebraskans view the following issues and questions:
• Do rural Nebraskans support or oppose the following alternatives to Nebraska's current system of taxation and spending?
- The elimination of property tax as a revenue source.
- The reduction of property taxes (by approximately $400 million annually) by limiting property tax levies for local units of government.

In 1996, the Council for Agricultural Science and Technology (CAST) published a report entitled Integrated Animal Waste Management. One of the recommendations in that report was to “change animal diets to decrease nutrient outputs” (CAST 1996, 1). Since that time, concentration of animal production units has continued, public concern about the environmental effects of animal manure has increased, and the Environmental Protection Agency (EPA) has proposed more restrictive requirements for concentrated animal feeding operations (CAFO regulations).

Low birthweight (LBW), defined as an infant weighing less than 2,500 grams (1), is a major determinant of infant mortality and contributes to infant and childhood morbidity and increased healthcare costs (2-4). LBW occurs due to preterm delivery (length of gestation less than 37 weeks), growth retardation, or both (2). In the United States, higher rates of LBW occur in urban areas with high concentrations of low-income ethnic minorities (5). Results of the 1997 Pediatric Nutrition Surveillance indicate that the rate of LBW in the United States was 13% for African-American infants, and 8% for whites (6). Healthy People 2010 …

The purpose of the proposed action is to designate critical habitat for the northern Great Plains breeding population of piping plovers (Charadrius melodus) by utilizing provisions of the Endangered Species Act of 1973, as amended (Act). The purpose of the Act is to conserve the ecosystems upon which endangered and threatened species depend. Critical habitat designation identifies areas essential to the survival and recovery of the piping plover, and describes physical and biological features within critical habitat that require special management considerations to achieve conservation of the species.

Effects of kernel size on grain sorghum [Sorghum bicolor (L.) Moench] quality were studied in an experiment designed to separate effects of kernel size from seedlot. The study utilized three sieve fractions of varying kernel diameter (>3.35, >2.80 and >2.36 mm) from six seedlots. Chemical composition, physical characteristics, milling characteristics, pasting properties, and cooking qualities were determined for each kernel size fraction. Large kernels lost less relative mass during 1 min of decortication, were higher in protein concentration, and lower in ash. Milling yields were higher from large kernels, and flour from large kernels had higher water absorbance, …

In 2001, the Nebraska Health and Human Services System (HHSS) applied for and received a one-year, transitional Medicaid Infrastructure Grant, provided for by the Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA). In 2002, HHSS applied for and received an additional three years of funding (through 2004). This combined funding allowed Nebraska to support research that examines how the opportunities for people with disabilities to engage in competitive work could be improved.
Personal assistance services (PAS) are a currently underutilized, but in many cases, necessary work support for people with disabilities. With TWWIIA funding, HHSS determined that …

To acquire iron, many plant species reduce soil Fe(III) to Fe(II) by Fe(III)-chelate reductases embedded in the plasma membrane of root epidermal cells. The reduced product is then taken up by Fe(II) transporter proteins. These activities are induced under Fe deficiency. We describe here the FRO1 gene from pea (Pisum sativum), which encodes an Fe(III)-chelate reductase. Consistent with this proposed role, FRO1 shows similarity to other oxidoreductase proteins, and expression of FRO1 in yeast conferred increased Fe(III)-chelate reductase activity. Reproduction In Captive Wild-Caught Coyotes (Canis Latrans), Jeffrey S. Green, Frederick F. Knowlton, William C. Pitt

We assessed reproductive patterns of coyotes (Canis latrans) from a 12-year data set involving 24 pairs of captive animals acquired from Latah County, Idaho. None of the females had placental scars (fetal implantation sites) at 1 year of age, but over 80% had placental scars by 2 years of age. The fraction with placental scars remained at 80–90% through age 9 years and then declined to ,40% by age 12 years. Thioltransferase and derivatives thereof are provided. Methods of treating or preventing cataract formation comprosing administering thioltransferase or a derivative thereof are also provided. Thioltransferase or derivatives thereof are also useful for treating or preventing diseases resulting from or associated with oxidative stress. Human lens thioltransferase and a DNA sequence encoding the same are also provided.
