Review Of Alberta's Local Governments: Politics And Democracy By Jack Masson, Louis A. Knafla
Review Of Alberta's Local Governments: Politics And Democracy By Jack Masson, Louis A. Knafla
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
The authors, of the University of Alberta, have presented here a lengthy examination of democracy and political practice in the province's rural and urban communities, essentially from the 1880s to 1994. In addition to the communities themselves, the authors also examine the relations between municipalities and the provincial government, the growth of greater local self-government, representation and accountability, the territorial decentralization of municipal economic activity, and the recent transfer of the costs of local government from the province to municipalities.

Phage Infection, Transfection And Transformation Of Mycobacterium Avium Complex And Mycobacterium Paratuberculosis, Ellen M. Foley-Thomas, Diane L. Whipple, Luiz M. Bermudez, Raul G. Barletta
School of Veterinary and Biomedical Sciences: Faculty Publications
Mycobacterium avium complex strains and Mycobacterium paratuberculosis are closely related intracellular pathogens affecting humans and animals. M. avium complex infections are a leading cause of morbidity and mortality in AIDS patients, and M. paratuberculosis is the agent of Johne's disease in ruminants. Genetic manipulation of these micro-organisms would facilitate the understanding of their pathogenesis, the construction of attenuated vaccine strains and the development of new drugs and treatment methods. This paper describes the replication of mycobacterial shuttle phasmids and plasmids, and the expression of the firefly luciferase reporter gene in M. avium complex and M. paratuberculosis. The mycobacteriophage TM4 …

The following essay discusses the proposed targeting of the University of Nebraska-Lincoln’s Department of Communication Studies for total elimination. The essay describes the department’s demographics, the university’s budget crisis, and the department’s status at its time of peril. The essay reveals how the department learned of the proposal to eliminate it, how the department reacted to the proposed cut, how the administration established an appeals process to the proposed cuts, what explanation and criteria were used to target the department, how the department responded to the Vice Chancellor for Academic Affair’s (VCAA) criteria for targeting the department, how the VCAA …
In-Water Electroshock Techniques To Repel Aquatic Mammals And Birds, A. Lawrence Kolz, Richard E. Johnson
In-Water Electroshock Techniques To Repel Aquatic Mammals And Birds, A. Lawrence Kolz, Richard E. Johnson
National Wildlife Research Center Repellents Conference 1995
Nonlethal electroshocking devices have been developed at the Denver Wildlife Research Center for repelling aquatic mammals and birds from selected areas. These devices are augmented with infrared motion sensors to turn on the apparatus only when warm-blooded animals are present, thereby conserving electrical energy and allowing battery operation. Electronic safety controls are incorporated to prevent animals from being over-exposed or repeatedly exposed to the electrical fields. The technical basis for this equipment is based upon research originally reported in the electrofishing literature. Obviously, any animal immersed in water is highly susceptible to electrical shock, but permanent injury can be avoided …
Review Of Aboriginal Peoples In Urban Centres: Report Of The National Round Table On Aboriginal Urban Issues By Royal Commission On Aboriginal Peoples, Russel Lawrence Barsh
Review Of Aboriginal Peoples In Urban Centres: Report Of The National Round Table On Aboriginal Urban Issues By Royal Commission On Aboriginal Peoples, Russel Lawrence Barsh
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
Months after Canada's most violent modern-day confrontation with Aboriginal peoples, the month-long standoff between Mohawk "Warriors" and Canadian troops at Kahnesatake, Quebec, in August 1990, the Conservative Government of Brian Mulroney announced the appointment of a Royal Commission to make recommendations for the complete overhaul of Aboriginal policy. Five years, hundreds of hearings and academic studies, and $C60 million later, the Royal Commission has yet to make its report. Jean Chretien's Liberal Government has already announced that it has its own program for Aboriginal "self-government," hinting that the long-awaited Royal Commission findings will be dead-on-arrival. The corpse will not be …

Nebraska Quilts, 1870-1989: Perspectives On Traditions And Change, Patricia Cox Crews, Wendelin Rich
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
This study of Nebraska-made quilts spans the years from the 1870s through the 1980s, which extends from the early settlement of the state through the recent farm crisis. The descriptive profile of Nebraska quilts that emerged highlights the many similarities of Nebraska-made quilts to other American quilts of the same periods. Analysis shows that Nebraska quilts reflected the technological, artistic, and social trends of the times and points to changes in popularity of quilt types and pieced and applique patterns over the years. Although distinctive quilt types, styles, and quilting practices were reported in other states, Nebraska quilts are notable …

Grasslands: An Introduction, Kathleen H. Keeler
Grasslands: An Introduction, Kathleen H. Keeler
Great Plains Quarterly (through 2013)
"Grasslands" was the subject of the seventeenth annual symposium of the Center for Great Plains Studies, held at the University of Nebraska-Lincoln, in April 1994. Grasslands are so basic to the Great Plains experience as to be invisible. If you stand here in eastern Nebraska, it is so far in any direction across grasslands to any other landscape (a cornfield is a planted grassland, after all) that the role of grasslands in our lives does not seem worth considering. Local variation is much more visible. You can't see the prairie for the grasses, to adapt the idiom. And yet, grasslands …

In this paper, we discuss gigabit network applications enabled by "Mission to Planet Earth," an international effort to monitor the Earth as a system. We describe the design of a network architecture to support applications developed as part of this program; introduce a new component, public access resource centers (PARC9s); and discuss how PARC's would facilitate access by users outside the traditional research community. We also describe how a particular class of users, agriculture users, might to Planet Earth program and delivered in a value-added form to them by a so-called AgPARC. The suggested architecture requires the deployment of high-bandwidth …
The Similarities Between Mikahil Bulgakov's The Master And Margarita And Salman Rushdie's The Satanic Verses, Radha Balasubramanian
The Similarities Between Mikahil Bulgakov's The Master And Margarita And Salman Rushdie's The Satanic Verses, Radha Balasubramanian
Russian Language and Literature Papers
After more than a year of silence and hiding since the publication of The Satanic Verses, Salman Rushdie spoke out in a 1990 article appearing in Newsweek "The Master and Margarita and its author were persecuted by Soviet totalitarianism. It is extraordinary to find my novel's life echoing that of one of its greatest models." In this surprising claim, Rushdie not only links his novel with Bulgakov's masterpiece, but also joins his fate with that of the Russian author. For Rushdie, there is a clear parallel between Bulgakov's suffering under Stalinism and his own situation vis-a-vis the Muslim world.

Time Dependence Of Multiply Scattered Diffuse Ultrasound In Polycrystalline Media, Joseph A. Turner, Richard L. Weaver
Time Dependence Of Multiply Scattered Diffuse Ultrasound In Polycrystalline Media, Joseph A. Turner, Richard L. Weaver
Department of Engineering Mechanics: Faculty Publications
Time domain results are presented for the multiply scattered longitudinal intensity backscattered from a polycrystalline medium. The results are solutions to the ultrasonic radiative transfer equation (URTE), the derivation of which is based upon radiative transfer theory. Unlike steady-state solutions obtained previously, time domain solutions will more closely correspond to experiments that use tone burst sources. This paper is concerned with the time dependence of the backscattered longitudinal intensity from a polycrystalline medium excited by a normally incident longitudinal wave idealized as an impulsive deposition of energy. It is shown that multiple scattered effects become significant at times on the …

Hyperhomocysteinaemia has been identified as a risk factor for cerebrovascular, peripheral vascular, and coronary heart disease. Elevated levels of plasma homocysteine can result from genetic or nutrient-related disturbances in the trans-sulphuration or re-methylation pathways for homocysteine metabolism. 5,10-Methylenetetrahydrofolate reductase (MTHFR) catalyzes the reduction of 5,10-methylenetetrahydrofolate to 5-methyltetrahydrofolate, the predominant circulatory form of folate and carbon donor for the re-methylation of homocysteine to methionine. Reduced MTHFR activity with a thermolabile enzyme has been reported in patients with coronary and peripheral artery diseases. We have identified a common mutation in MTHFR which alters a highly-conserved amino acid; the substitution occurs at a …

Perry, Sheila C. Dollard, Suryaram Gummuluru, Steven M. Fine, Deborah New, Leon Epstein, Howard Gendelman, Harris A. Gelbard
Nebraska Center for Virology: Faculty Publications
Tumor necrosis factor alpha (TNF-α) is a candidate human immunodeficiency virus type 1-induced neurotoxin that contributes to the pathogenesis of AIDS dementia complex. We report here on the effects of exogenous TNF-α on SK-N-MC human neuroblastoma cells differentiated to a neuronal phenotype with retinoic acid. TNF-α caused a dose-dependent loss of viability and a corresponding increase in apoptosis in differentiated SK-N-MC cells but not in undifferentiated cultures. Importantly, intracellular signalling via TNF receptors, as measured by activation of the transcription factor NF-kB, was unaltered by retinoic acid treatment. Finally, overexpression of bcl-2 or crmA conferred resistance to apoptosis mediated by …

“I Do” Again: The Relational Dialectics Of Renewing Marriage Vows, Dawn O. Braithwaite, Leslie A. Baxter
“I Do” Again: The Relational Dialectics Of Renewing Marriage Vows, Dawn O. Braithwaite, Leslie A. Baxter
Department of Communication Studies: Faculty Publications
This study provides descriptive insight into the dialectical themes of one public relationship ritual in modern US society, the renewal of marital vows between spouses. Interpretive analyses of in-depth interview data revealed that this ritual allows spouses to manage three underlying dialectical contradictions: private-public, stability-change, and conventionality-uniqueness.
A Comparison Of Attitudes Held By Wildlife Damage Managers And Animal Rights Activists, James B. Armstrong, Melissa E. Hutchins
A Comparison Of Attitudes Held By Wildlife Damage Managers And Animal Rights Activists, James B. Armstrong, Melissa E. Hutchins
Great Plains Wildlife Damage Control Workshop Proceedings
We designed an instrument to measure attitudes about a variety of animal use issues, collect information on animal-related activities, and determine demographic characteristics of the sample. We administered the instrument to 151 Animal Rights Information and Education Service (ARIES) and 150 National Animal Damage Control Association (N ADC A) members. Based on analysis of the data, we concluded that these 2 groups differ greatly on their attitudes about human use of animals. In addition, they differ greatly in background and types of activities in which they participate. Thus, attempts to bring these groups together for discussion must start with the …

Microstructure Of The Cr Underlayer And Its Effect On Sm-Co//Cr Thin Films, Yi Liu, B. W. Robertson, Z.S. Shan, Sy_Hwang Liou, David J. Sellmyer
Sy-Hwang Liou Publications
Sm-Co film is a potential candidate for the future high density recording media of 10 Gb/in2 which requires bit sizes of the order of 300 nm and grain sizes of about 10 nm. This article investigates the microstructure of the Cr underlayer in Sm-Co thin films and its effect on Sm-Co thin films prepared by the dc magnetron sputtering technique. The grain size of the Cr underlayer is found to be about 25 nm. Grains with small angle misorientation usually form local agglomerates. Studies by transmission electron microscopy (TEM) bright field images at different defocus settings and by high …
Curbing The Illegal Use Of Pesticides In Predator Control, Jeff Jacoby, Martin Fletcher, Ted Warfield
Curbing The Illegal Use Of Pesticides In Predator Control, Jeff Jacoby, Martin Fletcher, Ted Warfield
Great Plains Wildlife Damage Control Workshop Proceedings
In June 1993, the Agricultural Products Group of FMC responded to reports of alleged illegal, off-label use of its product Furadan 4F and other pesticide products in baiting and poisoning predators. The target of these reported illegal carcass-baiting incidents were principally coyotes (Canis latrans), which cause significant losses to the sheep industry. The FMC undertook an effort to determine the scope of the problem and how best to address the issue. This included conducting extensive measurable research among sheep ranchers and agrichemical dealers in 4 selected pilot states: Colorado, Montana, South Dakota, and Wyoming. Qualitative interviews were also …
