Nebraska's procedures for the civil commitment of the mentally ill are lacking in protections for the rights of those individuals who become involved in the process and thus are constitutionally suspect. The statutes are loosely drafted and unclear as to procedural steps within the commitment proceedings. It is true that such procedures are subject to unique problems that are not readily adaptable to normal judicial processes. It is submitted, however, that individual liberties need not be subordinate to a workable commitment process. The Compulsory Eugenic Sterilization (CES) of certain classes of individuals within our society has been practiced in the United States since 1907. This practice is based upon a theory of eugenics which assumes that certain types of people are socially more desirable than others and that the improvement of future generations can be accomplished through decreasing the rate of propagation of the inferior individuals and thus increasing the proportion of the desirable types. The purpose of this comment is to present the idea that zoning laws should be construed as safety ordinances and that, as such, violations of them should be admissible as evidence of negligence in civil actions. A brief history of zoning and a discussion of the purposes of zoning presently recognized by the courts are followed by a consideration of recognized safety statutes and the evidentiary significance given them by the courts as related to modern zoning laws.

Recent years have witnessed a mounting crescendo of concern over the administration of our juvenile courts. In general, this concern has manifested itself in two somewhat contrasting attitudes. On the one hand, juvenile court judges are castigated for handing out light "sentences" and kid glove treatment to tough young hoodlums who steal our automobiles, deface our landscape, defile our daughters, and disparage our cherished institutions—all, probably, while hopped up on narcotics or barbiturates. There is a widely approved "doctrine that delegation of legislative or judicial power to administrative agencies must be limited by the imposition of legislatively prescribed standards" in order to be valid under state and national constitutions. What is the practical value of the doctrine of standards? Since it rests not upon specific constitutional texts but upon judicial construction of very broad constitutional provisions, I suppose it may be proper to argue that this interpretation should be reexamined in the light of experience. I suggest that the practical employment of the doctrine of standards embodies a number of useful functions. The …

Semen was evaluated before and after seminal vesiculectomy in seven bulls. Volume, motility, percentage of live cells and primary abnormalities decreased, while cell concentration and secondary morphological abnormalities increased. Five of the bulls were mated with heifers and had acceptable fertility. The vesicular glands influence certain seminal characteristics but are not essential to fertility.

A recent decision by the United States Court of Appeals for the Seventh Circuit1 has caused some discussion by legal writers and undoubtedly some apprehension by the Commissioner of Internal Revenue. The case is Hall v. United States and the problem presented was whether the United States Life Table 385 is the exclusive method of determining the value of a reversionary interest under section 2037 of the Internal Revenue Code. The Seventh Circuit, in allowing the use of evidence to show the decedent's actual life expectancy, found that the words "by usual methods of valuation" in the code made it …

American law, whether in the shape of legislation, court decisions, or administrative action, continues in many instances to accord men and women different treatment solely because of sex. Such differences in treatment have often been challenged in the courts as alleged violations of state or federal constitutional provisions. But, for the most part, these constitutional attacks have met with failure, leading to, among other things, persistent pressure for a federal constitutional amendment that would specifically prohibit legal discrimination based on sex (the so-called "equal rights" amendment). Rated Pleasantness And Association Value Of 101 English Nouns, Albert Silverstein, Richard A. Dienstbier

Department of Psychology: Faculty Publications

Ratings of pleasantness (PL) on a 7-point scale and of association value (a′) on a 5-point scale are reported for 101 two-syllable nouns. The ratings were obtained from two samples of 100 women each and two samples of 100 men each. Sizable differences were obtained between words on both scales. For women and men respectively, PL and a′ were correlated .570 and .585; PL and printed frequency were correlated .233 and .207; frequency and a′ were correlated .533 and .764. Women’s and men’s ratings correlated .973 for PL and .899 for a′.

Urban land uses are rapidly converting open land into intensively used land. Generally, in planning those uses, a comprehensive study has included everything except an evaluation of the land in three dimensions. Geologists are eminently well equipped to supply the missing data, but they must also be aware of the needs of the urban community and the kinds of information needed by planners if they are to write reports usable by planners. The Role Of Adventitious Reinforcement In Operant Discrimination, Alan Kamil, John W. Davenport

Avian Cognition Papers

Rats were trained in 2 SD-SΔ discrimination experiments in which the effects of an SD-postponement contingency during SΔ and temporal regularity of SΔ duration were assessed. Experiment I showed that discrimination is markedly facilitated by the presence of an SD-postponement contingency of either fixed or variable duration. Experiment II showed that variable-duration SΔ periods in a noncontingent schedule can also greatly enhance formation of an operant discrimination. These effects were attributed to differences in the probability of adventitious reinforcement of SΔ behavior by SD events.

Not more than four species of cestodes of the genus Echinococcus Rudolphi, 1801, are recognized as valid. The larval stage of at least three of them is able to develop in man, causing respective types of hydatid disease. Accurate characterization of these cestodes, including both larval and adult stages, is essential for identification, upon which depends development of methods for preventing infection of man and domestic animals. Loitering and disorderly conduct statutes have long been criticized as being catch-alls whereby the sensibilities of certain citizens may be protected from certain activities which they consider offensive. And vagrancy statutes have been attacked for making no activity a crime. However, the roots of these laws run deep and their history may be traced back to feudal times when they were utilized by the lords to "protect" themselves from undesirables. A Consideration Of Infraspecific Categories In The Genus Echinococcus Rudolphi, 1801 (Cestoda: Taeniidae), Robert L. Rausch

Echinococcus granulosus (Batsch, 1786) and E. multilocularis Leuckart, 1863, have been considered polytypic species, nine and three subspecies, respectively, having been recognized mainly on typological grounds. However, limits of taxonomically significant morphological and physiological variation have not been defined, nor do we know the degree to which such variation is influenced by species of host. With the probable exception of E. g. canadensis Cameron, 1960, the recognized subspecies of E. granulosus occur sympatrically with the nominate subspecies, E. g. granulosus, of European origin.
