Juvenile Court Reform: The Juvenile Offender After L.B. 620, Thomas L. Hagel

The Nebraska Legislature recently examined the problem of broad prosecutorial discretion in handling juvenile offenders. The product of this extensive examination is L.B. 620. One of the bill's primary purposes is "to remove children who are within the provisions of this act from the criminal justice system whenever possible. " The bill's effect has been to limit dramatically the county attorney's discretion when choosing the forum in which to prosecute the juvenile offender.

This heritage reflects our founding fathers' fear of the dangers presented by church interference with state affairs and of the inhibiting effect state involvement would have on religious freedom. Societal Complexity And Moral Development: A Kenyan Study., Carolyn P. Edwards

This study examines the moral judgment levels (as measured by Kohlberg’s 6-stage moral judgment interview) for two Kenyan samples. The first sample includes a culturally and racially group of 35 young men and 17 women studying at the University of Nairobi, while the second sample consists of 44 males and 14 females living in seven communities in the Central and Western Provinces of Kenya who were interviewed by a cadre of trained University students on their school vacation. The moral judgment interview included four hypothetical moral dilemmas and a standard set of probing questions. Three of the dilemmas were standard …

"Sensory" Interference In A Word-Color Matching Task, John H. Flowers

Two experiments measured RTs for matching sequentially displayed color names to color patches. Experiment I demonstrated that printing the name in an incongruent color produced longer RTs than when the name was printed in black ink or a congruent colored ink, provided the time interval between the name display and the color patch display was brief (less than 100 msec). This interference was attenuated with longer delays. In Experiment II, a wider range of irrelevant colors was combined with the name display, and RT was found to be correlated with the colorimetric dissimilarity between the name and the irrelevant color. …

Isolation And Identification Of Mycoplasma Agalactiae Subsp. Bovis From Arthritic Cattle In Iowa And Nebraska, O. H. V. Stalheim, S. S. Stone

Two strains of Mycoplasma were isolated from synovial fluids of arthritic feeder cattle and were identified as Mycoplasma agalactiae subsp. bovis by growth inhibition and fluorescent antibody tests. The strains (Iowa 1136 and Nebraska 2) could not be distinguished from known strains (Donetta and California 01) by immunoelectrophoresis or by agar gel precipitation.

Papers in Behavior in Biological Sciences
Each of three hand raised crows received 300 learning set problems in a modified WGTA using three-dimensional stimuli. Consistent within-problem learning was obtained but learning set formation was minimal. An analysis of hypothesis behavior (Levine, 1959) revealed a strong tendency towards position and stimulus preferences. Lemmings of the genus Lemmus Link, 1795, have long attracted interest because of the high numerical densities attained at intervals by their populations. In earlier times, in northern Europe, such events seemed so remarkable as to be explained by some as a consequence of the animals' having fallen from the sky (HaGSTROM 1749). During the last 25 years, lemmings have been the object of intensive ecological investigation in Eurasia and North America, although there has been no consensus concerning their taxonomic relationships. Ten black bears, Ursus americanus Pallas, and three brown bears, U. arctos Linnaeus, were inoculated with rabies virus from naturally infected foxes in Alaska. The bears were more resistant than canine species, requiring at least 1,000 MLD50 of virus for infection. Low titres or negative results were obtained in salivary glands titrated in mice. Clinical course of the disease, post mortem findings, and microscopic lesions are described. Microscopic lesions were more· severe in brown bears, in which the inflammatory response was distinguished by the presence of numerous eosinophils in the perivascular infiltrate and among cells diffusely infiltrating the parenchyma. …

Ground beef contains numerous microorganisms of various types. The commonly recognized bacteria are associated with current problems of spoilage. Irradiation, however, contributes a new factor through selective destruction of the microflora. The residual microorganisms surviving a nonsterilizing dose are predominantly gram-negative coccobacilli. Various classifications have been given, e.g., Moraxella, Acinetobacter, Achromobacter, etc. For a more detailed study of these radiation-resistant bacteria occurring in ground beef, an enrichment procedure was used for isolation. By means of morphological and biochemical tests, most of the isolates were found to be Moraxella, based on current classifications. The range of growth temperatures was …

Usable life of cleaning solutions in a model heat processing unit was studied by evaluation of the nature and quantity of residue remaining on the surface of the equipment after cleaning. Lipoidal residue was recovered from equipment surfaces by ether rinsing. A surface displacement technique was used to quantify the lipoidal material, which was characterized by gas-liquid chromatographic analyses of triglycerides and fatty acid methyl esters. Effects of factors, such as water hardness, rinse water temperature, cleaning solution additives and acid versus alkaline cleaners also were investigated in relation to overall cleaning efficiency. The referendum process has been defined as “the submission of laws . . . to the voting citizens for their ratification or rejection, ” these laws first having been passed upon by the people's representatives. The Nebraska Constitution excludes only one type of statute from submission to the referendum process: “those making appropriations for the expense of the state government or a state institution existing at the time of the passage of such act” (Nebraska Constitution, Article III, section 3). In Gillette Dairy, Inc. v. Nebraska Dairy Products Board the constitutionality of setting minimum prices for dairy products in Nebraska was challenged. The plaintiff, a dairy located in northeastern Nebraska, contended the Dairy Industry Trade Products Act violated the Nebraska Constitution because (1) it deprived the dairy of liberty and property without due process of law; and (2) it was an illegal delegation of legislative powers. The purpose of the act was to prevent unfair trade practices which were believed to be forcing dairies out of business. The children of a culture represent its greatest asset and responsibility. They insure the survival of a culture if its members can accomplish the formidable task of socialization. Americans are acutely aware of this responsibility. This concern is reflected in the tremendous amount of literature about children. For this reason, I used a familiar type of American literature, the comic strip, for an analysis of socialization in the United States. I chose to study "Dennis the Menace" and "Peanuts" because they deal specifically with children from a white, middle class neighborhood.

Historians have concluded that two conceptions of the West were held during the incipient stages of settlement of the plains region of the Western Interior (sensu latu). They have labeled these conceptions the "myth of the desert," supposedly prevalent during the first half of the nineteenth century,l and the "myth of the garden," a notion widely held during the latter decades of that century.
