Since national surveillance for acquired immunodeficiency syndrome (AIDS) began in 1981, the Centers for Disease Control (CDC) has received reports of more than 20,000 cases of AIDS in the United States. As of December 31, 1985, 307 of these cases had been diagnosed in children younger than 13 years of age. The number of cases is increasing rapidly. The number of cases reported in 1985 more than doubled those reported in 1984. The major risk factors in children for acquiring infection with the causative agent, human immunodeficiency virus (HIV), were (1) having a mother known to be infected and/or at …

Potential contaminants and the occurrence of groundwater contamination in Nebraska are discussed. An overview of Nebraska's policy response to groundwater quality reveals that the policy has been fragmentary and generally reactive. Although a comprehensive groundwater quality protection strategy is needed if the groundwater is to be protected from potential point and nonpoint sources of contamination, it must recognize the site-specific nature of most groundwater contamination. The Nebraska Chemigation Act and the Petroleum Products and Hazardous Substances Storage and Handling Act passed in 1986 were the first comprehensive legislation addressing prevention of point source contamination. Research was undertaken during 1987 concerning prison overcrowding and displaced workers; the results are planned for publication in the 1988 edition of Nebraska Policy Choices.
A vital part of the process of producing each volume of Nebraska Policy Choices is the use of external academic and layperson reviewers. This year, 18 reviewers assisted in the process. (A list of reviewers is included at the end of the volume.) As with any review process, the reviewers did not always like what the authors were saying or how they were approaching the topic. In sparsely populated cattle frontier regions of the nineteenth century, only a limited number of social institutions functioned. The ranch, as a central socioeconomic complex, took on added importance. Ranch owners often took upon themselves political and legal powers exercised by civic officials in more settled areas. In the cattle regions of the American West and the pampas of Argentina, taverns were important local institutions. A comparison of social activities in the western saloon and the Argentine pulperi'a-a combination country store and tavern-reveals strong similarities. As frontier institutions, they served analogous multiple functions, and their cowboy and gaucho patrons behaved …

With improving prospects of achieving a greater measure of political autonomy for their governments, native Indian leaders in Canada are beginning to look seriously at reforming internal tribal/band political structures. Their objectives arc to establish band governments that meet the present social and economic needs of Indian peoples as well as reflect traditional political values. A "hand" is a legal entity specified in the Indian Act, a federal statute that has governed Indians in Canada since shortly after Confederation. In most instances the band corresponds to traditional tribal social and political organization, and these concepts are now often used interchangeably. …

With the advent of AIDS (Acquired Immune Deficiency Syndrome) has come an enormous increase in lawsuits concerning discrimination in the areas of employment, housing, health care, insurance, and education. In addition, tort actions have been brought for the wrongful death of AIDS patients and for alleged negligence in exposing others to the disease. Because receiving transfused blood is a recognized cause of AIDS, blood banks, and inevitably blood donors, are sometimes viewed as having proximately caused the AIDS victim's agonizing death. Archaeologists involved in conservation archaeology and/or cultural resource management have frequently been confronted with the dilemma described by Fowler (1982). Cultural resource management projects most generally have to be conducted within a restricted geographical area within a specified period of time. Many archaeologists have chosen to deal with the resource management dilemma in one of three ways. First, there are those that have chosen to view cultural resource management primarily as a professional service. Practitioners of "service" archaeology conduct archaeological surveys and excavations in order to determine the frequency, location, and extent of cultural remains within a specified area. High economic return per dollar invested can result from proper flock health management. Vaccinations are part of health management.
A preventive health program in modern sheep production systems is advisable. High economic return per dollar invested can result from proper flock health management. Health management is much more than a vaccination program. Vaccinations themselves are considered for a variety of reasons. These include disease risk management and strict prevention. Vaccinations may also be indicated in situations where management practices other than vaccine administration do not produce optimum health or economic benefits.

NebGuide discusses management practices that can be used to improve reproduction and productivity of beef herds. The major objective of cow-calf producers should be to wean a calf from each cow every year. The average calf crop weaned in Nebraska is estimated at 80 calves weaned per 100 cows in breeding herds. A realistic goal is 90 to 95 calves weaned per 100 cows.

The purpose of this article is to explore the evolution of the law's treatment of the practice by attorneys of drafting wills for clients in which the attorneys are named as beneficiaries. The article begins with an exploration of the early probate basis for addressing the practice—specifically, a presumption of undue influence which could only be rebutted by clear and convincing evidence. The article proceeds with an overview of the state of the law prior to the adoption of the Model Code. Alcohols have the potential to revolutionize energy fuel supply and use, particularly in transportation. This worldwide potential is based on (a) the variety of widely available raw materials from which alcohols can be made (coal, natural gas, petroleum, and biomass), (b) the improved and demon strated technology for alcohol manufacture and use, and (c) the favorable combustion characteristics of alcohols, namely clean burning with high octane performance.

Chromate adsorption on amorphous iron oxyhydroxide was investigated in dilute iron suspensions as a single solute and in solutions of increasing complexity containing CO2 (g), SO42-(aq), H4Si04(aq), and cations [K+, Mg2+, Ca2+(aq)]. In paired-solute systems (e.g., CrO42- =H2CO3*), anionic cosolutes markedly reduce CrO42- adsorption through a combination of competitive and electrostatic effects, but cations exert no appreciable influence. Additionally, H4Si04 exhibits a strong time-dependent effect: CrO42- adsorption is greatly decreased with increasing H4SiO4 …

This chapter looks at historical and contemporary trends in Nebraska's system of incorporated places. Particular attention is given to changes in the number and proportion of places in different population size categories, the movement of places between different size categories, and what Nebraska's settlement system is likely to look like in the future. A review of past and recent trends, together with forecasts about the future, indicates a likely increase in the number of very small places, major shifts for middle-sized places, and continued growth in the number of places over 5,000 population. Beginning in 1978, we have conducted a longitudinal study of early adolescent development. A major objective of this research has been to examine the influence of pubertal changes on other aspects of development during this period. With regard to pubertal effects we wished to address two major questions. First, what aspects of behavior seem to be affected by pubertal development? (In other words, are pubertal effects pervasive or relatively circumscribed, and if they are circumscribed, which aspects of behavior are involved?)
