The Federalist Safeguards Of Politics, Anthony Johnstone Apr 2016

The Federalist Safeguards Of Politics, Anthony Johnstone

Faculty Law Review Articles

This Article argues that states do and should play as important a role as the federal government in articulating and implementing the law governing state political processes, or in formal terms, their republican forms of government.20 The argument has four parts. Part I introduces the basic meaning of the guarantee and its amendment. Beyond a consensus that holds our republicanism to require basic political equality, various perfectionist conceptions of a republican form of government diverge, giving way to the essential pluralism of republican governments in a federal system. Part II explains how the Supreme Court, Congress, and the Executive are …

Quantification Of Warming Climate-Induced Changes In Terrestrial Arctic River Ice Thickness And Phenology, Hotaek Park, Yasuhiro Yoshikawa, Kazuhiro Oshima, Youngwook Kim, Thanh Ngo-Duc, John S. Kimball, Daqing Yang

Numerical Terradynamic Simulation Group Publications

A land process model [the coupled hydrological and biogeochemical model (CHANGE)] is used to quantitatively assess changes in the ice phenology, thickness, and volume of terrestrial Arctic rivers from 1979 to 2009. The CHANGE model was coupled with a river routing and discharge model enabling explicit representation of river ice and water temperature dynamics. Model-simulated river ice phenological dates and thickness were generally consistent with in situ river ice data and landscape freeze–thaw (FT) satellite observations. Climate data indicated an increasing trend in winter surface air temperature (SAT) over the pan-Arctic during the study period. Nevertheless, the river ice thickness …

Large-scale climate patterns control variability in the global carbon sink. In Europe, the North-Atlantic Oscillation (NAO) influences vegetation activity, however the East-Atlantic (EA) pattern is known to modulate NAO strength and location. Using observation-driven and modelled data set, we show that multi-annual variability patterns of European Net Biome Productivity (NBP) are linked to anomalies in heat and water transport controlled by the NAO-EA interplay. Enhanced NBP occurs when NAO and EA are both in negative phase, associated with cool summers with wet soils which enhance photosynthesis. During anti-phase periods, NBP is reduced through distinct impacts of climate anomalies in photosynthesis …

Emissions from 15 agricultural fires in the southeastern U.S. were measured from the NASA DC-8 research aircraft during the summer 2013 Studies of Emissions and Atmospheric Composition, Clouds and Climate Coupling by Regional Surveys (SEAC4RS) campaign. This study reports a detailed set of emission factors (EFs) for 25 trace gases and 6 fine particle species. The chemical evolution of the primary emissions in seven plumes was examined in detail for ~1.2 h. A Lagrangian plume cross-section model was used to simulate the evolution of ozone (O3), reactive nitrogen species, and organic aerosol (OA). Observed EFs are generally consistent with previous …

The Studies of Emissions and Atmospheric Composition, Clouds and Climate Coupling by Regional Surveys (SEAC4RS) fieldmission based at Ellington Field, Texas, during August and September 2013 employed the most comprehensive airborne payload to date to investigate atmospheric composition over North America. The NASA ER-2, DC-8, and SPEC Inc. Learjet flew 57 science flights fromthe surface to 20 km. The ER-2 employed seven remote sensing instruments as a satellite surrogate and eight in situ instruments. The DC-8 employed 23 in situ and five remote sensing instruments for radiation, chemistry, and microphysics. The Learjet used 11 instruments to explore cloud microphysics. SEAC4RS …

Ice-nucleating particles (INPs) are required for initial ice crystal formation in clouds at temperatures warmer than about -36°C and thus play a crucial role in cloud and precipitation formation. Biomass burning has been found to be a source of INPs in previous studies and is also a major contributor to atmospheric black carbon (BC) concentrations. This study focuses on isolating the BC contribution to the INP population associated with biomass combustion. Emissions of condensation mode INPs from a number of globally relevant biomass fuels were measured at -30°C and above water saturation as fires progressed from ignition to extinguishment in …

Combining field and laboratory results, we present biomass smoke physical properties. We report sub-0.56 µm diameter (Dp) particle sizing (fast mobility particle sizer, FMPS) plus light absorption and scattering at 870nm (photoacoustic extinctiometer). For Dp<200 >nm, the FMPS characterized sizing within ±20% compared to standards. As compared to the traditional scanning mobility particle sizer, the FMPS responded most accurately to single-mode polydispersions with mean Dp<200 >nm, which characterized the smoke sampled here. Smoke was measured from laboratory fresh emissions (seconds to hours old), the High Park Fire (hours to<1 >day), and from regional biomass burning (several days). During a High …

The Intervening Sequence Of Coxiella Burnetii: Characterization And Evolution, Indu Warrier, Mathias C. Walter, Dimitrios Frangoulidis, Rahul Raghavan, Linda D. Hicks, Michael F. Minnick

Biological Sciences Faculty Publications

The intervening sequence (IVS) of Coxiella burnetii, the agent of Q fever, is a 428-nt selfish genetic element located in helix 45 of the precursor 23S rRNA. The IVS element, in turn, contains an ORF that encodes a hypothetical ribosomal S23 protein (S23p). Although S23p can be synthesized in vitro in the presence of an engineered E. coli promoter and ribosome binding site, results suggest that the protein is not synthesized in vivo. In spite of a high degree of IVS conservation among different strains of C. burnetii, the region immediately upstream of the S23p start codon is prone to …
