High-Mountain Hazards In The Indian Himalaya: An Assessment Of The Causes And Effects Of The Chamoli Flood In 2021, Christina Maria Salzmann
University of Montana Conference on Undergraduate Research (UMCUR)
On 7 February 2021, a cascade of events severely impacted the mountainous river valleys in India’s northwestern District of Chamoli. A bedrock failure beneath a hanging glacier on Ronti Peak released an ice rock avalanche, which in turn resulted in a flood. Widespread devastation, complete destruction of two hydropower projects and more than 200 fatalities were the outcome. The purpose of this study was to assess some of the causes and effects of the flood. I used Planet© satellite imagery to assess potential causes and visualize the extent of the disaster. Using two high-resolution Digital Elevation Models (DEMs), I created …

Advancements in online platforms can lead to a more widely informed public, but they also create room for false information. Misinformation about the COVID-19 vaccine has become a public safety issue. Our team created a project that contributes to solving this global problem. Our project’s mission is to tackle vaccine related misinformation. The project utilizes a human-centered method to design a solution.
Based on our literature review the main problem is skepticism about getting vaccinated. Our solution is to create an online portal targeted at college students, highlighting the benefits of vaccination, examining examples of misinformation, providing trusted sources for …

Public Land & Resources Law Review
On February 22, the Supreme Court of the United States will decide the single issue of whether a Court of Indian Offenses constitutes a federal entity and, therefore, separate prosecutions in federal district court and a Court of Indian Offenses for the same act violates the Double Jeopardy Clause as prosecutions for the same offense.

The Effects Humidity & Temperature Has On Dna Contamination During Storage, Samantha Leigh Allison Ramey
Graduate Student Theses, Dissertations, & Professional Papers
Studies have been conducted on DNA cross-contamination throughout the criminal investigation process in order to evaluation the possibility that DNA from one sample could potentially influence the outcome of another. However, no published studies have examined the potential for contamination during the storage of genetic evidence after samples have been taken from crime scenes or suspects. This study is a continuation of a preliminary project, which examined storage drying time in relation to cross-contamination. The current study tested temperature and humidity for the potential of cross-contamination during storage prior to extraction. Prior to storage, 50 μl of male saliva was …

As housing prices continue to increase rapidly in Missoula, it is more important than ever for community members to be aware of the resources available to them that support access to affordable housing. I have partnered with the City of Missoula to research and design a new webpage for the city’s Affordable Housing Trust Fund. The Affordable Housing Trust Fund was adopted in July of 2020 and aims to provide housing developers and nonprofit organizations funding with the goal of creating new, affordable housing options for Missoulians. The new webpage for the Affordable Housing Trust Fund will expand community knowledge …

The Request Is Not Compatible: Competing Frames of Public Lands Discourse in the Lolo Peak Ski Resort Controversy
Co-Chair (in absentia): Steve Schwarze Co-Chair: Joel Iverson
In mid-2003, the United States Forest Service (USFS) received a pre-application for a Special Use Permit to build and operate an all-season ski resort on public lands near Missoula, Montana. The ensuing public deliberation over the possible use of protected lands for outdoor commercial recreational purposes provides a site of rhetorical inquiry. In this rhetorical criticism I analyze and evaluate arguments presented by the USFS, …

The primary statutory tool for federal regulation of Tribal court criminal procedure is the Indian Civil Rights Act of 1968 (ICRA). ICRA replicated most of the procedural protections in the Bill of Rights applicable to the States, as then interpreted by the Supreme Court. ICRA also sets out procedures Tribes must extend to criminal defendants in their courts, caps their sentencing authority, and defines their criminal jurisdiction.
Some parts of Indian country are the most dangerous places in the United States today, particularly for indigenous women and girls. They are exposed to a higher level of personal violence than any …

Public Land & Resources Law Review
The Supreme Court of the United States ("Supreme Court") will hear oral arguments in this matter on Tuesday, March 23, 2021. This case presents the narrow issue of whether a tribal police officer has the authority to investigate and detain a non-Indian on a public right-of-way within a reservation for a suspected violation of state or federal law. The lower courts, holding that tribes have no such authority, granted James Cooley’s motion to suppress evidence. The Supreme Court must decide whether the lower courts erred in so deciding. While the issue before the Supreme Court is itself narrow, it has …

Destroying And Creating History: Butte, Montana’S Model City Program, 1968-1975, John C. Stefanek
UM Graduate Student Research Conference (GradCon)
In 1966, President Lyndon Johnson signed the “Model Cities Act” into law. A part of Johnson’s Great Society, Model Cities was a national urban renewal program that sought to renew all aspects of society and included anything from the creation of parks and recreational facilities to increasing funding for senior citizens’ programs. My research examines the implementation of Model Cities in Butte, Montana. Whereas Model Cities was most visibly seen in metropolises like Detroit and Baltimore as a means to curtail riots and racial strife, the Butte program, in the words of the program’s director, James Murphy, wished to drag …

Graduate Student Theses, Dissertations, & Professional Papers
This professional paper is made up of two individual papers required for the M.A. degree in history. In my first paper, I discuss the radical suffragist Rebecca Felton. In 1897, Felton spoke to the Georgia Agricultural Society. Felton, a native Georgian who would later become the first female U.S. senator, gained prominence in the U.S. South as a politician, suffragist, and white supremacist. Her speech, “Woman on the Farm,” discussed the economic struggles of southern farmers. Felton’s speech also addressed a variety of controversial issues including agricultural economics on the farm, prison reform, and temperance. From the 1870s until her …

Discourse Of Renewal: A Qualitative Analysis Of The University Of Montana’S Covid-19 Crisis Communication, Haley Renae Gabel
Graduate Student Theses, Dissertations, & Professional Papers
The COVID-19 pandemic has proven to be a public health crisis that has affected lives and impacted organizations across the world. The pandemic has interrupted student learning and threatened universities nationwide. Crises are trying times for organizations, and when faced with a crisis, an organization has an obligation to keep its members informed; therefore, it must carefully choose how to respond and communicate about the crisis. This study uses discourse of renewal theory as a lens to analyze the University of Montana’s communication about COVID-19, studying 37 pages of university emails and documents on the university website. Results indicate that …
Incorporation By Any Other Name? Comparing Congress' Federalization Of Tribal Court Criminal Procedure With The Supreme Court's Regulation Of State Courts, Jordan Gross
Faculty Law Review Articles
This Article examines the different experience of states and tribes with uniform national standards of criminal procedure imposed by the federal government. Part I describes the federal government’s displacement of indigenous justice in service of colonialist political goals, a policy that has contributed to the public safety crisis in Indian country today. Part II explains the constitutional criminal procedure jurisprudence the Court developed for states on which Congress has modeled ICRA’s criminal procedure provisions. In TLOA and VAWA 2013, Congress recognized that restoring tribal autonomy over wrongdoing in Indian country must be part of the federal policy response to the …

The coronavirus (COVID-19) pandemic has been sweeping the globe for the past few months, leading to worldwide travel restrictions, including a shelter in place order and closure of non-essential businesses in Montana. The Institute for Tourism and Recreation Research (ITRR) at the University of Montana emailed a survey to tourism-related business owners around Montana. Two separate rounds of the COVID-19 business survey were emailed during March. The purpose of this report was to analyze and synthesize open ended responses written by tourism-related business owners and managers on a COVID-19 survey as it pertains to Montana, and is based on comments …
