The Economic Value Of Natural Areas For Recreational Hunting, Kenneth Gene Holbrook

The pressures of population growth, urbanization, and improved transportation are diminishing the availability of quality naturalistic sites for recreation while at the same time producing greater demands for their use. One cause contributing to the reduction in acreage in naturalistic areas is the construction of reservoirs. The recreational hunting value of the naturalistic area to be inundated should be considered as a negative consequence in the economic evaluation of a proposed reservoir site.

The American public of late has shown increasing concern over the quality of the environment. Water pollution has long been recognized as a major threat to a better environment. Municipal, industrial, and agricultural operations all contribute to the pollution problem. Municipalities empty millions of gallons of inadequately-treated sewage into the nation's rivers and streams. Municipal wastes are almost exclusively organic in nature. Currently municipal wastes are estimated to average about ten million tons annually while industrial pollution averages approximately fifteen million tons. Kentucky, like other jurisdictions, imposes criminal sanctions for conduct that is designed to achieve a criminal result but fails for some reason to accomplish its anti-social objective. Such conduct is punishable, if at all, as criminal attempt, criminal conspiracy, or criminal solicitation. In looking toward revision, attention should be focused initially upon the objectives to be promoted by classifying unsuccessful, anti-social conduct as criminal behavior.

First: There is obviously need for a firm basis for the intervention of law enforcement agencies to prevent a person dedicated to the commission of a crime from consummating it. In determining that basis, attention …

The pressures of urbanization and industrialization are gradually destroying stream fishing sites while at the same time producing an increased demand to serve a greater population. Reservoir construction is one cause behind the diminishing availability of stream fisheries. The recreational value of the stream fishery lost should be deducted from the value gained through reservoir recreation in estimating net benefits for economic justification. This study utilized information collected from 3321 stream fishermen to derive a method and the necessary empirical coefficients for predicting the number and economic value of the average annual fisherman-days enjoyed along average streams throughout Kentucky.

Soundly planned water resources development requires a knowledge of streamflow magnitudes and time patterns. Where recorded information is unavailable, water resources project design can be greatly improved by streamflow simulation.

This study is devoted to describing the application of a self-calibrating version of the Stanford Watershed Model to 17 rural Kentucky watersheds and two urbanizing watersheds. The required data for this version (OPSET) is tabulated and the data collection process is described. The watershed parameter values estimated by OPSET and independent numerical estimates of physical watershed characteristics are tabulated and correlated.
