Organized Resistance To An Imposed Environmental Change: A Resevoir In Eastern Kentucky, William F. Schweri Ii, John Van Willigen

This is a case study of a group organized to resist the construction of an Army Corps of Engineers reservoir project located in Eastern Kentucky, More specifically the account describes how a group of landowners organized themselves and enacted an increasingly complex strategy of resistance. Within this framework perceived costs, leadership and authority and group organization are considered.
The primary method employed in this research was that of repeated interviews with members of the resistance organization who were identified as key informants. These interviews were carried out on both structured and unstructured bases.

Removal Of Chloroform From Drinking Water, John S. Zogorski, George D. Allgeier, Robert Lee Mullins Jr.

The overall objective of this investigation was to evaluate via laboratory experiments the technical feasibility of reducing trihalomethane levels in drinking water. Special attention was directed at the removal of chloroform since: (a) it is the only trihalomethane which has been shown to be carcinogenic in animal tests; and (b) this compound generally comprises the largest fraction of the total trihalomethane content of chlorinated waters in Kentucky. Trihalomethanes are present in municipal drinking waters due to the reaction of free chlorine with naturally occurring compounds, collectively called "precursors".

An inactivated viral vaccine for protecting horses against disease caused by equine rhinopneumonitis virus is prepared by propagating an equine rhinopneumonitis virus in a susceptible, cloned, diploid equine cell line, harvesting the resulting virus in a serum-free medium, inactivating the virus and neutralizing the inactivating agent, concentrating the virus, and adding an immunological adjuvant thereto. A vaccination program to protect horses against the equine rhinopneumonitis virus is also disclosed.

Agronomy Notes
Of the agronomic crops, corn is especially sensitive to zinc deficiency. The major symptom of zinc deficiency in corn is broad white stripes in the leaves at or near the growing point in the early growth stages of the plant. It has been referred to as "white bud" disease because of the characteristic whitish area on one or both sides of the midrib near the base of new leaves. It can be seen as a new leaf unfolds from the whorl. Growth is stunted resulting in shorter than normal internodes. The pith of the stalk may become darkened at the …

Kentucky Transportation Center Research Report
The purpose of this study was to determine the effectiveness of green-extension systems (GES) for reducing the dilemma-zone problem associated with the amber phase of traffic signals at high-speed intersections. Reactions of 2,100 drivers were noted during the amber phase at nine Intersections, and the dilemma-zone distances with respect to the stop bar were determined.

Acoustic Emission And Fatigue Characteristics Of Typical Bridge Steels, Theodore Hopwood Ii, James H. Havens
Kentucky Transportation Center Research Report
Acoustic emission monitoring was used during tensile tests of low-carbon structural steels to determine the physical characteristics of the acoustic emission phenomena. Results indicate that acoustic emissions are caused by micro-plastic deformation processes (i.e., dislocation motion).
A series of axial-fatigue tests was performed on several types of structural steels, some of which had extensive service in bridges. There was no apparent relation between specimen load histories and subsequent performance in fatigue tests. Tensile tests of specimens subjected to extensive fatigue testing, at stresses below the yield strength of the material, revealed no major difference in mechanical properties or acoustic emission …

Researchers working in the general area of water resources frequently have need for precipitation data. Unfortunately, the cost of commercially available recording rain gages is often greater than $1,000 per unit. This report describes a microprocessor-controlled remote recording rain gage which is capable of unattended operation for periods of greater than a month that costs less than $400 in single quantities. The laboratory prototype uses a tipping bucket to collect precipitation in 0.01-inch increments. The time of the bucket tip is stored, using an offset binary format, in solid-state memory. Kentucky farmers are finding proportionately more nitrogen being marketed each year in the chemical form of urea. This trend has resulted from a greatly expanded production capacity for urea by basic nitrogen producers. Judging from present projections, this increase in the production of urea is likely to continue. Although urea nitrogen has been marketed in Kentucky for several years, there are still many questions asked by farmers about its agronomic characteristics.

This report summarizes background information and presents the development of procedures for preparing and updating the lnterstate Safety Improvement Program. There are two major sections: (1) development of procedures for identifying safety needs and (2) development of procedures for prioritizing safety needs. Related to the identification of needs are eleven subsections which are based on historical data, inventories of existing facilities, and analysis of current data. Several accident surveillance procedures were used to identify sites, sections, and elements of the roadway which warrant improvements. The objective of this study was to develop models which would simulate internal-external trips and external-external (through) trips. Regression analysis and cross-classification of data were tested in an attempt to predict the number of internal-external trips and the percentage of through trips. Regression analysis was used in the development of a through-trip distribution model. Grouping data for analysis created some problems; however, trial-and-error evaluation enabled selection of variables which produced reasonable results. Variables found to be most significant in the development of internal-external models were population and employment. The 9th-Street interchange was designed and constructed with an automated electrical heating system for snow and ice removal. This report describes the heating system, its construction, and initial operation. The heating system was capable of keeping the interchange free of ice and snow accumulation. The average daily slab temperature fell below 0°C (32°F) on only one occasion. The average cost of electrical power for heating the interchange was $1,075 per day.

This article explores the ramifications of Wainwright v. Sykes, a case decided before the Supreme Court of the United States in 1977. The broad question before the Court in Sykes concerned the extent to which state prisoners should have access to federal court by use of the writ of habeas corpus. The narrow issue before the Court concerned the impact on a prisoner's claim for habeas relief of procedural defaults (such as a failure to object to evidence, a failure to perfect an appeal, etc.) that occur in the state proceeding under attack.
