Behavioral health challenges in rural communities continue to place significant strain on healthcare systems, particularly through repeated reliance on emergency departments for crisis care. Nelson County, Kentucky, reflects this pattern, with higher reported rates of poor mental health and limited access to behavioral health providers. This paper proposes the Beacon Behavioral Health Response Program, a community-based, multidisciplinary crisis intervention model designed to improve access to timely care and strengthen continuity of support. The program combines mobile crisis response—delivered by a licensed clinical social worker and a peer support specialist—with a technology-enabled component using the Luma AI-supported mental health platform. Maternal and infant health outcomes are key indicators of population health, yet persistent disparities exist in rural communities across the United States. In Kentucky, Franklin County reflects this pattern, with concerning maternal and infant health indicators despite relatively favorable socioeconomic conditions. Identified challenges include elevated rates of poor physical and mental health days, high drug overdose mortality, provider shortages, and ongoing reproductive health concerns such as tobacco use during pregnancy and increased infant mortality associated with elevated maternal body mass index.
To address these gaps, a three-pronged, community-based prenatal and postpartum physical activity and education program is proposed. The program …

Prenatal and postpartum health care access is necessary for positive pregnancy and postpartum outcomes. Many rural areas in the United States are facing maternity care deserts, where there are no obstetric services available in their county. Maternity care deserts typically have higher rates in maternal mortality, low-birth weight, and pre-term births. Fleming County, Kentucky is a small rural community with a population of about 15,000 that is a maternity care desert. To improve prenatal and postpartum care access in this county, this program will use a mobile health clinic and community health workers (CHWs). The mobile health clinic will operate …

Maternal and infant health disparities in Hardin County, Kentucky, reflect persistent gaps in timely access to care, particularly among rural and underserved populations. Structural barriers, including transportation limitations and unmet social needs, contribute to delayed prenatal care initiation and low postpartum follow-up, increasing the risk of adverse outcomes. This capstone project proposes the MOMentum (Maternal Outreach and Monitoring for Mothers) Program, an integrated care model designed to strengthen access, improve care coordination, and enhance continuity across the prenatal and postpartum period.

Childhood vaccination remains a critical public health priority, yet measles, mumps, and rubella (MMR) vaccination rates in several rural Kentucky counties fall below the 95% threshold required for herd immunity. Recent declines in coverage, compounded by socioeconomic disparities and barriers to healthcare access, place children at increased risk for vaccine-preventable diseases and outbreaks. This capstone project proposes the implementation of an evidence-based reminder/recall (R/R) text messaging intervention utilizing the Kentucky Immunization Registry (KYIR) to improve timely MMR vaccination among children aged 4–6 years before kindergarten entry.

Rural communities in Eastern Kentucky face persistent barriers to timely and effective mental health crisis care, including provider shortages, transportation challenges, and limited broadband infrastructure. Counties served by the Kentucky River Health Department Wolfe, Lee, Owsley, Perry, Knott, Leslie, and Letcher experience disproportionately high behavioral health needs while relying on shared regional resources. This study presents findings from a multiple probe design that evaluated the effects of Behavioral Skills Training (BST) as a method of teaching an increase in self-instruction in completing vocational tasks for individuals with intellectual disability. The research included three U.S. high school students with intellectual disability and the data were analyzed across conditions. Throughout the intervention of BST, generalization sessions were conducted alongside. All participants acquired self-instruction for the skill acquisition targets. However, only one participant was able to generalize self-instruction to novel vocational tasks. Rapid caregiver coaching models are designed to increase caregiver implementation of naturalistic language strategies while prioritizing feasibility for both families and providers. Participants of the current study were caregivers with young children (ages 1-4) with expressive language delays and autism risk or diagnosis. The current study took place in families’ homes and examined whether a predetermined number of brief coaching and feedback cycles was sufficient to produce clinically meaningful improvements in caregiver strategy use. Target behaviors for caregivers included play-based imitation and expansion, responsive language input, and structured teaching episodes designed to expand child communication. This study evaluated the effects of a class-wide self-monitoring (SM) intervention delivered via the I-Connect app and paired with an interdependent group contingency, on whole-group engagement in a general fourth grade classroom. Participants included 23 students during a 30-min instructional period. The researcher measured group engagement using momentary time sampling (MTS) with planned activity check (PLACHECK) with a fixed rotation schedule in 30-s intervals and recorded the percentage of students on-task per session. A withdrawal (ABAB) design was used to examine the effects across the baseline and intervention phases. Results indicated a slight increase in group engagement during the intervention …

The purpose of this study was to evaluate the effects of an abbreviated training package and full-length behavioral skills training (BST) on staff implementation of embedded instruction (EI) procedures in a university-affiliated inclusive early childhood center. A nonconcurrent multiple baseline design across participants was used with four student workers in inclusive preschool classrooms. The initial intervention included a package of didactic instruction and in-vivo modeling. Full BST was planned for participants who did not reach mastery criteria following the brief training.

In 2022, the League of Women Voters discovered inconsistencies across Kentucky county clerk websites in how they offer voter information and in website accessibility and clarity. County clerk websites serve as an important source of accessible voting procedural information, trusted by constituents. Through an audit of county clerk websites and interviews with county clerks, this project identifies how county election office websites can better provide equitable, accurate, comprehensive, and consistent voting information. Recommendations based on the findings include linking the Kentucky State Board of Elections Voter Information Portal universally, adding website training, and state-established website guidelines.

The discovery of per- and polyfluoroalkyl substances (PFAS) in the water supply of Harrison County, Kentucky has prompted an urgent reevaluation of local treatment infrastructure. This situation has exposed a complex political economy between the City of Cynthiana, which owns and operates the municipal water plant, and the Harrison County Water Association (HCWA), which represents the majority of the ratepayers supplied by the plant. Kentucky’s aerospace industry has quietly become one of the state’s most significant economic drivers, generating almost $19 billion in exports in 2024 and ranking third nationally in aerospace exports in 2023 (Mattingly, 2025; Babbage & Hartsough, 2024). Despite this, Kentucky remains largely invisible as an aerospace state, both to Kentuckians and national audiences. This work was conducted on behalf of our client, Kentucky Space Futures, to identify the factors shaping the growth of Kentucky’s aerospace industry, including its driving and limiting factors, and provide actionable guidance for policymakers and industry leaders.

Disparities in high-level academic achievement – known as excellence gaps – remain a persistent equity challenge in K–12 education, particularly in access to advanced mathematics learning. This study examines school-level practices associated with narrower excellence gaps in Kentucky public schools. Principals of schools demonstrating higher-than-expected advanced achievement and relatively small gaps by gender and economic status were invited to semi-structured interviews. The interviews cover seven schools, spanning grade levels and other characteristics. Guided by the Excellence Gap Intervention Model, a hybrid inductive–deductive thematic analysis reveals that narrower excellence gaps are not driven by isolated programs or policy mandates, but by …

Tax Increment Financing (TIF) is a widely used local government tool for redevelopment and economic growth, yet its expanding application has raised questions regarding its design, governance, and measurable outcomes. This study compares two primary uses of TIF: blight remediation and economic development. While remediation-focused TIF is intended to address identifiable market failures in distressed areas, economic development TIF is typically used to attract or accelerate private investment in more competitive environments.

This client-based capstone examines the drivers of higher-than-expected labor force participation rates across five counties in Kentucky, i.e., Kenton, Pendleton, Owen, Taylor, and Monroe counties. Our client, the Kentucky Chamber of Commerce, requested a qualitative analysis of semi-structured interviews with local stakeholders to identify and contextualize factors contributing to the five counties’ overperformance. Our findings suggest that factors such as collaboration and partnership; education and career pathway initiatives; and community champions all play important roles in supporting strong labor force participation. These insights can be used by other counties seeking to strengthen their local workforce.

This study explores Kentucky’s changing vulnerability to flooding. Relying on America Community Survey (ACS) survey data estimates for 2019 and 2024, we illustrate how Kentucky’s elderly population has changed over this five-year period. Using nursing home data and floodplain spatial data, provided by the Centers for Medicare & Medicaid Services and FEMA respectively, we identify all 269 facilities and their proximity to floodplains across Kentucky. To narrow the scope of our study, we highlight counties that (a) have seen the largest percentage increase in elderly residents and (b) have a large total elderly population. This paper examines federal affordable housing policy from the early twentieth century to the present, focusing on the City of Paterson, New Jersey. In presenting an overview of policy and decision-making in Paterson, this paper explores how federal policy has aided urban communities that lacked the opportunities afforded to suburban municipalities through FHA mortgage underwriting and single-family homeownership programs, also considering how New Jersey State housing policy has affected the city. Antifreeze peptides inhibit ice crystal growth and recrystallization, and are promising components of cryoprotective formulations for cell, tissue, and food preservation, as well as anti-icing surface coatings. However, the discovery of new antifreeze peptides has been hindered by their sequence diversity and the limited scalability of experimental screening. In this study, we identify novel antifreeze peptide candidates from a microbiome-derived sequence library using ensemble machine learning and molecular dynamics (MD) simulations. Contaminated water detoxification remains difficult due to the presence of persistent halo-organic contaminants, such as perfluorooctanoic acid (PFOA) and chlorophenols, which are chemically stable and resist conventional purification methods. Functionalized membrane-based separation and decontamination have garnered immense attention in recent years. Commercially available microfiltration membrane (PVDF) and polymeric non-woven fiber filters (glass and composite) are functionalized with poly(methacrylic acid) (PMAA) that shows outstanding pH-responsive performance and tunable water permeability under ambient conditions perfect for environmental applications. Water swollen nanoparticle synthesis methods have been fine-tuned and universally used to create materials in the medical and cosmetic industries. However, these methods often utilize toxic solvents and generate excess waste during the separation and purification processes. This work presents a protocol using an inverse nanoemulsion wherein liquid–liquid separation is replaced with liquid–solid separation, i.e. crystallization to isolate nanoparticles. Using low toxicity oils that are solids at room temperature, water-in-oil nanoemulsions can be generated at elevated temperatures, and upon removal of heat, solid–liquid separation isolates nanoparticles in the aqueous phase. Figures of merit are used to translate science to technology. For organic mixed ionic–electronic conductors (OMIECs), the product of mobility and volumetric capacitance, i.e., the µC* product, is the figure of merit used to guide the development of technologies ranging from bioelectronics to neuromorphics. While organic electrochemical transistors (OECTs) are used extensively to measure the µC* product, if there is a kink in the transistor current, then the µC* product is overestimated. Here, we show that the origin of the kink is a change in the rate with which the ions diffuse into the channel. We also discover that the …

Elicitation is an important strategy for producing plant secondary metabolites, which are responsible for a plant's highly dynamic chemical defense against environmental stressors such as UV light, predators, and pathogens. Elicitation strategies have recently employed nanoparticles as carriers to effectively deliver the elicitation agent through the cell membrane. This study examines the elicitation of secondary metabolites in Lobelia cardinalis hairy root cultures (HRCs) in response to the plant hormone jasmonic acid (JA) and a JA-loaded nanoparticle carrier (mesoporous silica nanoparticles (MSNPs)). Aluminum foam is a critical component of state-of-the-art micrometeoroid and orbital debris shielding. However, its randomly oriented constituent ligaments create significant variability in properties at different length scales. Previous efforts have thoroughly characterized the statistical implications of micro- to macro-scale-length transitions on the homogenized elastic behavior of damage-free, pre–micrometeroid and orbital debris (MMOD) strike structures. In this work, the properties of the residual material post MMOD impact are assessed by introducing cylindrical cavities representing the damage track. Apolipoprotein E (APOE) plays a significant role in determining the risk of Alzheimer’s disease (AD). Three mutations—APOE3–R136S, APOE3–V236E, and APOE4–R251G—have been reported to reduce the risk of AD. Unveiling the molecular mechanism behind this reduction could lay a foundation for developing therapeutics for AD. To shed light on this subject, we investigate the mutation-induced variation in structural and dynamic properties of APOE3–R136S, APOE3–V236E, and APOE4–R251G in explicit solvent using molecular dynamics simulations. Microplastics are becoming increasingly abundant waste products; therefore, the risk of human exposure is also increasing. The cytotoxic consequences of microplastic exposure, particularly in cancer, have yet to be explored. We obtained commercially available polystyrene nanoparticles of uniform size (86.61 ± 6.41 nm) and confirmed the chemical composition and shape using Fourier transform infrared spectroscopy (FTIR) and scanning electron microscopy (SEM), respectively. We evaluated colloidal stability over a range of concentrations from 1–1000 µg mL−1 using hydrodynamic diameter and zeta potential, determining that higher concentrations exhibit greater colloidal stability compared to lower concentrations. Low levels of red clover (Trifolium pratense L.) have been shown to mitigate tall fescue (Lolium arundinaceum (Schreb.) toxicosis symptoms. This is because of the presence of plant-produced compounds known as isoflavones. Production of a red clover supplement on a commercial scale would require industrial-level processing of raw plant material into granules or pellets. The first study of this thesis evaluated the impact of drying temperature on bioavailability of isoflavones. Drying temperatures up to 104°C had minimal impact on isoflavone concentrations. Additionally, varietal differences in isoflavone concentrations were documented. The second study of this thesis evaluated optimal establishment …
