KWRRI Research Reports

The institutions responsible for water resources management in the United States have originated as political responses to major social issues. Each agency institutionalized a procedure for structuring and comparing alternatives in the formulation of its total program. Each agency originally sought to promote effective resolution of its social issue (flood control, development of arid lands, soil erosion, etc.), but more recent efforts have sought better coordination among agency practices through a common procedure largely derived from economic theory. Any procedure, however, varies in application with the interpretation and judgment of individual planners. Today, public pressures have brought political directives requiring …

Carbon And Nitrogen As Regulators Of Algal Growth In Treated Sewage, Edward G. Foree, Charles Reece Scroggin Mar 1972

Carbon And Nitrogen As Regulators Of Algal Growth In Treated Sewage, Edward G. Foree, Charles Reece Scroggin

KWRRI Research Reports

Continuous flow algal cultures were grown under three different growth conditions using secondary sewage treatment plant effluent as the growth medium. The only variable within each run was the hydraulic residence time. The concentrations of growth regulating nutrients were varied between the runs so comparisons of the algal mass, composition, nutrient uptake, and genera could be made. The importance of CO2 availability for algal growth was also studied. A kinetic theory which based algal growth on cellular nutrient concentration was verified. The second phase of the study was a batch culture study in which the same growth medium was …

Induced Changes In The Rates Of Uridine-3H Uptake And Incorporation During The G1 And S Periods Of Synchronized Chinese Hamster Cells, Peter J. Stambrook, Jesse E. Sisken

Biology Faculty Publications

The rates of uridine-5-3H incorporation into RNA and the rates of uridine uptake into the acid-soluble pool during the cell cycle of V79 Chinese hamster cells were examined. Cells cultured on Eagle's minimal essential medium supplemented with fetal calf serum, lactalbumin hydrolysate, glutamine, and trypsin displayed rates of incorporation and uptake which increased only slightly during G1 and accelerated sharply as DNA synthesis commenced. In contrast, cells cultured on minimal essential medium supplemented only with calf serum exhibited rates of incorporation and uptake which increased linearly through both G1 and S. The transition from one pattern …

Noise Pollution And Abatement: A Review Of Literature, Kenneth R. Agent, Robert C. Deen

Kentucky Transportation Center Research Report

Complaints concerning traffic noise and possibly seismic vibrations emanating from highways would probably have been adjudicated on the basis of common law doctrines pertaining to "nuisances", "common enemy'', and ''power of relief" were it not for recent legislation and regulations directed toward protection of the total environment. In effect, "freedom from noise" has been added to the clean water, clean air, clean earth policies. Surely each of those policies are founded on public sentiment.

There have been a few instances where the Department has yielded relief because of traffic noise. Now safeguarding regulations seem inevitable.

In the past, this Division …

Survey Of Czechoslovak Laws Affecting East-West Trade, Stephen J. Vasek Jr. Jan 1972

Survey Of Czechoslovak Laws Affecting East-West Trade, Stephen J. Vasek Jr.

Law Faculty Scholarly Articles

Between 1960 and 1967 all of the major codes of Czechoslovak laws were redrafted. The culminating work in the redrafting process was the New Economic Model (NEM) which became effective in January, 1967. Under the NEM, allocation of resources and trade decisions were to be made primarily on the basis of profitability. The key to the implementation of the profit motive was the new market price system, under which prices were eventually to be determined by supply and demand rather than set by administrative fiat. Bonuses were to be paid workers and managers based upon the profitability of their enterprise. …

Determination Of Trace Elements In Water Utilizaing Atomic Absorption Spectroscopy Measurement, Gary D. Christian, J. Preston Miles Iii, Ronald Sensmeier, Melvin Sensmeier, Loraine Craig, Lynn Phibrick, Sudarshan Lal Jan 1972

Determination Of Trace Elements In Water Utilizaing Atomic Absorption Spectroscopy Measurement, Gary D. Christian, J. Preston Miles Iii, Ronald Sensmeier, Melvin Sensmeier, Loraine Craig, Lynn Phibrick, Sudarshan Lal

KWRRI Research Reports

A variety of flameless atomic absorption methods have been investigated for the possible determination of trace elements in water. The general applicability of each technique was determined and where applicable, procedures have been developed for the determination of trace elements in natural waters.

Metals were preconcentrated by electrodeposition on a wire. The metals were then atomized for atomic absorption measurement by resistive heating of the wire. As little as 0.01 part per million (ppm) of mercury could be determined in this way.

A mercury cold vapor cell was constructed in which the sample is treated with a reducing agent to …

Factors Regulating The Growth Of Algae In Continuous Culture In Diluted Secondary Sewage Treatment Plant Effluent And Subsequent Biodegradability, Edward G. Foree, Caroline P. Wade Jan 1972

Factors Regulating The Growth Of Algae In Continuous Culture In Diluted Secondary Sewage Treatment Plant Effluent And Subsequent Biodegradability, Edward G. Foree, Caroline P. Wade

KWRRI Research Reports

Heterogeneous algal cultures were grown in laboratory continuous culture in continuous flow, completely mixed chemostats in secondary sewage treatment plant effluent diluted to give an ammonia nitrogen concentration of 10 mg/1. Variables were lighting, pH, carbon dioxide availability, and hydraulic residence time.

Optimum growth occurred under pH 7.0, excess CO2, and continuous lighting conditions. The availability of artificially supplied excess CO2 greatly increased the mass (standing crop) at steady-state over that produced under otherwise identical conditions for all residence times studied. For the case of excess CO2 availability, the nitrogen concentration in the algal cells regulated …

Sentencing: The Use Of Psychiatric Information And Presentence Reports, Rutheford B. Campbell Jr.

Law Faculty Scholarly Articles

It has become apparent that the two disciplines of law and psychiatry have a common "interface" in the field of criminal justice. Commentators generally agree that the administration of criminal justice is greatly aided by psychiatrists and psychiatric data. That is not to say, however, that the meeting of the disciplines has been without incident or misunderstanding. Problems have arisen because of divergent attitudes and goals of the professions. Some commentators say that the concerns of the two disciplines are not the same; others claim that much of the problem lies in the over-estimation of the certainty and reliability of …

Metabolic Role Of Sulfates And Sulfides Producing Bacteria In Pollution Of Waters, M. I. H. Aleem Dec 1971

Metabolic Role Of Sulfates And Sulfides Producing Bacteria In Pollution Of Waters, M. I. H. Aleem

KWRRI Research Reports

Cytochrome transport particles from Nitrobacter catalyzed nitrite, ascorbate as well as NADH oxidation with concomitant phosphate esterification yielding P/0 ratios of 1.0, 0.6 and 2.0 respectively. Phosphorylation coupled to nitrite oxidation was not effected by rotenone, amytal or antimycin while 50 and 70% inhibition of the NADH-linked phosphorylation was observed in the presence of HOQNO and rotenone respectively. Cell-free extracts from Nitrobacter also catalyzed an energy-dependent reduction of NAD+ by nitrite. The reduction of cytochrome c by NŌ2 was energy-dependent which involved the reversal of electrons from cytochrome a1. The subsequent energy-linked reduction of the flavoproteins …

The Effect Of Sovereign Immunity On Environmental Protection Suits Against Government Officials, Richard C. Ausness Oct 1971

The Effect Of Sovereign Immunity On Environmental Protection Suits Against Government Officials, Richard C. Ausness

Law Faculty Scholarly Articles

A number of excellent articles have been published on the general subject of federal sovereign immunity in recent years, but most of them have been substantially concerned with legislative or judicial reform of this and related doctrines. The growing importance of environmental values as significant social and legal interests compels an examination of the relationship between sovereign immunity and the environmental protection suit. This article will trace the past and recent development of the immunity doctrine and consider its present and potential impact on environmental litigation.
