"I Vote This Way Because I'M Wrong": The Supreme Court Justice As Epimenides, John M. Rogers

Possibly the most unsettling phenomenon in the Supreme Court's 1988 term was Justice White's decision to vote contrary to his own exhaustively stated reasoning in Pennsylvania v. Union Gas Co. His unexplained decision to vote against the result of his own analysis lends support to those who argue that law, or at least constitutional law, is fundamentally indeterminate. Proponents of the indeterminacy argument sometimes base their position on the allegedly inescapable inconsistency of decisions made by a multi-member court. There is an answer to the inconsistency argument, but it founders if justices sometimes vote, without explanation, on the basis of …

The novel compound, 3-hydroxy-N-methylpyrrolidone, is effective as a transdermal enhancer for the absorption of drugs through the skin of humans and animals. The 3-hydroxy-N-methylpyrrolidone is prepared from delta-butyrolactone which is converted to methyl 2,4-dibromobutyrate, this intermediate is reacted with methylamine to form N-methyl-2,4-dibromobutyramide, this intermediate is converted to 3-bromo-N-methyl-2-pyrrolidone by ring closure, and the 3-bromo-N-methyl-2-pyrrolidone is reacted with an alkaline earth metal carbonate or alkaline metal carbonate to form 3-hydroxy-N-methyl-2-pyrrolidone.

Effects Of Aromatic Concentration On Methane Fermentation, Yi-Tin Wang, Pin-Chieh Pai, H. David Gabbard

The anaerobic biodegradability and toxicity of fourteen aromatic compounds were evaluated over a wide range of concentrations using a serum bottle technique. Benzene, toluene, and all three isomers of xylene were not significantly degraded to methane in a phenol-enriched culture. Complete degradation of 1000 mg/L phenol, 800 mg/L catechol, 100 mg/L 2-NP, 100 mg/L 3- NP, and 100 mg/L 4-NP was observed within two months while depletion of 100 mg/L resorcinol and 1000 mg/L hydroquinone required more than six and eight months incubation, respectively. None of the three isomers of chlorophenol were degraded in the phenol-enriched culture. Batch toxicity assay …

Patients with primary malignant brain tumors manifest a variety of abnormalities in cell-mediated and humoral immunity. Diminished T cell reactivity has been shown in these patients to be linked to deficiencies in interleukin 2 (IL-2) production that cannot be overcome by exogenous IL-2. In this study, specific binding of radiolabeled IL-2 to PHA-stimulated lymphocytes from brain tumor patients demonstrates that the number of high affinity interleukin 2 receptors (IL-2R) is greatly reduced. FACS analysis indicates that the relative density of the p55 protein (Tac protein) is lower on the mitogen-activated lymphocytes obtained from patients than on comparably treated lymphocytes from …

B lymphocytes from the pulmonary lymphoid tissues were stimulated with a variety of thymus-independent (TI) antigens by intratracheal (i.t.) immunization. Immune responses in the lungs and hilar lymph nodes (HLN), which are part of the localized lymphoid tissue, as well as in the spleen, the systemic lymphoid organ, were studied. Thus, primary i.t. immunization of mice with the TI-1 antigen trinitrophenyl-lipopolysaccharide (TNP-LPS) elicited both antigen-specific and polyclonal plaque-forming cell responses from HLN, lung, and splenic B lymphocytes. The effect of dietary aluminum sulfate on Ca and P metabolism was studied using 1-day-oldmale broiler chicks. In Experiment 1, practical diets providing .90% Ca plus .45% available P (Pav), .90% Ca plus .78% Pav, 1.80% Ca plus .45% Pav, or 1.80% Ca plus .90% Pav were fed with 0 or .392% Al as aluminum sulfate for 21 days. Dietary treatments providing three levels of added Al (0, .196, or .392%) as aluminum sulfate and of available phosphorus (Pav) (.45, .68, or .78%) in a factorial arrangement were administered to day-old chicks in Experiment 1. Plasma inorganic phosphorus (Pi) was significantly (P < .05) elevated by increasing Pav and was decreased by Al. Body weight gain, feed intake, and the gain:feed ratio at Day 21 were significantly decreased by increased concentrations of Al, but were unaffected by the Pav concentrations. Decreases of 39 and 73% in weight gain and of 34 and 66% in feed intake resulted from feeding …

Concern has grown in recent years over the seismic activity of the New Madrid seismic zone in Western Kentucky. Bridges, as the vital links of the priority route system, need to be prevented from sever earthquake damages in order to keep the routes passible after an earthquake has occurred. In this report, seismic rating and seismic analysis were performed for each of 276 bridges on the priority route system. A priority order of retrofitting for the bridges was listed according to their vulnerability to the earthquake. At least 111 bridges need retrofitting based on the results of seismic analyses. The …

Plan For Continuing Earthquake Mitigation And Recommended Emergency Response Procedures For Western Kentucky, L. John Fleckenstein, David L. Allen, Vince P. Drnevich
Kentucky Transportation Center Research Report
Concern has grown in recent years over the seismic activity of the New Madrid seismic zone in Western Kentucky. In 1987, the Kentucky Transportation Cabinet commissioned the Kentucky Transportation Center to analyze and assess the possible effects of an earthquake on highway facilities. Since 1987, over 1,000 miles of priority routes have been recommended for the transportation of goods and services after a major earthquake. This report summarizes the mitigation research that has been conducted. This report also discusses a plan for continuing earthquake mitigation in Kentucky through seminars, discusses bridge retrofitting, and makes recommendations for a post earthquake response.

Paint inspections were performed on 19 steel bridges. Those structures employed various high-performance sacrificial and barrier paints. Those paints were used singly and in combination. The surface preparation varied for some of those paint systems.
The inspections included four girder bridges that had original paint and 15 others, mostly trusses that were repainted. Kentucky Transportation Center personnel also monitored several bridges during repainting operations. The inspections revealed that the original paint was in excellent condition. Most of the coatings on the repainted bridges were performing well. Some of those bridges have some spot corrosion. Only one of those bridges showed …
