MPA/MPP/MPFM Capstone Projects
This report is intended to evaluate the implementation of Senate Bill (SB) 172 in Kentucky's public schools. This law requires that all schools in Kentucky implement strict nutrition standards that apply to all foods sold during the school day. This report highlights the different methods used by selected schools in implementing the requirements in SB 172. In performing my analysis, I traveled to different schools in central and southeastern Kentucky to assess how these select schools were meeting the requirements of the law. Site visits allowed me to discuss implementation strategies with school administrators and aided in my understanding of …
Public Provision Of Service For The Elderly: An Empirical Analysis Of County-Level Senior Service Property Tax Levies, Brigitte Blom Ramsey
Public Provision Of Service For The Elderly: An Empirical Analysis Of County-Level Senior Service Property Tax Levies, Brigitte Blom Ramsey
MPA/MPP/MPFM Capstone Projects
Last year the baby boom generation began turning 60. Consequently, the number of senior citizens is expected to double by the year 2030. On average, a person reaching the age of 60 can expect to live an additional 22 years. (NCHS, 2003) Along with increased life expectancy comes a greater probability for chronic illness, physical impairment and loss of independence. Of those 85 and older, 55% will need some type of long-term care or personal assistance. (CBO, 2004)
A recent collaborative study, “The Maturing of America: Getting Communities on Track for an Aging Population”, notes that less than half of …
Do Property Assessors In Kentucky Value Residential Property At Fair Market Value?, Brian Smith
Do Property Assessors In Kentucky Value Residential Property At Fair Market Value?, Brian Smith
MPA/MPP/MPFM Capstone Projects
Assessors are required, as mandated by the Kentucky State Constitution and KRS 132.690, to assess property at 100 percent of fair market value. Fair market value is defined as the price a seller would expect to receive in an open and competitive market. Evidence from data and analysis in this paper indicates that property is under-assessed by approximately 25 percent. Though urban areas assess at a slightly higher rate, this is offset by rural areas, which do a significantly poorer job. This has important implications for local communities in Kentucky that depend on property tax revenue in order to provide …

Violent Personal Crimes On Campus: The Influence Of Size, Setting, And Police Presence, Chris Mckinney
MPA/MPP/MPFM Capstone Projects
Statement of the Problem
Violent campus crime, in particular rape and aggravated assault, has become more pronounced in the last several decades. The judicial and legislative branches have responded through court decisions and legal enactments that require most universities to collect and report campus crime data. Many concerns have arisen as to the effectiveness and implications associated with such mandates. Some believe current laws do little to improve campus safety. Some suggested solutions to address campus crime have involved safety initiatives/programs and potential staffing increases to their campus police force.

Sic Based Solid State Power Controller, Xiaohu Feng
Sic Based Solid State Power Controller, Xiaohu Feng
University of Kentucky Doctoral Dissertations
The latest generation of fighter aircraft utilizes a 270Vdc power system [1]. Such high voltage DC power systems are difficult to protect with conventional circuit breakers because the current does not automatically go to zero twice per cycle during a fault like it does in an AC power system and thus arcing of the contacts is a problem. Solid state power controllers (SSPCs) are the solid state equivalent of a circuit breaker that do not arc and which can respond more rapidly to a fault than a mechanical breaker [2]. Present SSPCs are limited to lower voltages and currents by …

Characterization Of Carbon Nanotubes Based Resistive And Capacitive Gas Sensors, Ning Ma
University of Kentucky Doctoral Dissertations
A preliminary gas detection study was conducted on as-grown multi-walled carbon nanotubes and anodized aluminum oxide (MWNTs/AAO) template. The material demonstrated room temperature gas sensitivity and p-type semiconductor characteristics. Plasma-etched MWNTs/AAO templates were employed to construct capacitive gas sensors. The capacitances of the sensors were sensitive to both reducing and oxidizing gases at room temperature. Single-walled carbon nanotubes (SWNTs) dispersed in binder andamp;aacute;-terpineol were applied on sensor platforms to form resistive gas sensors. The sensors demonstrated excellent sensitivity to low concentrations of reducing and oxidizing gases at room temperature, which suggests the p-type semiconducting behavior of SWNTs. The sensor recovery …

The Infinite As Originative Of The Human As Human: A Transcendental Phenomenological Explication Of The Philosophy Of Emmanuel Levinas, Ronald Lynn Mercer, Jr.
The Infinite As Originative Of The Human As Human: A Transcendental Phenomenological Explication Of The Philosophy Of Emmanuel Levinas, Ronald Lynn Mercer, Jr.
University of Kentucky Doctoral Dissertations
Few philosophers, today, are doing more than simple recognition of Levinass debt to phenomenology when a thorough explication of how phenomenological methodology impacts Levinass work is needed. This dissertation is the needed discussion of methodology that has been so absent in Levinas as well as in so many of his interpreters. The purpose, herein, is to synthesize Levinass work, explicating it in terms of transcendental methodology, the result of which reveals Levinass claims to be more defensible when understood in these terms than when the full rigor of this methodology is not properly grasped. First, to connect Levinas to transcendental …

Therapist characteristics under investigation include counseling style and approach to treatment, level of experience and training, and demographic information. This study also validates an online survey as a quality method of investigating university students preferences for therapist characteristics …
Projecting The Results Of State Smoking Ban Initiatives Using Cartographic Analysis, Donna Arlene Gilbreath
Projecting The Results Of State Smoking Ban Initiatives Using Cartographic Analysis, Donna Arlene Gilbreath
University of Kentucky Master's Theses
Because tobacco smoking causes 430,000 U.S. deaths annually, wide-reaching smoking bans are needed. Bans reduce cigarette consumption, encourage cessation, protect nonsmokers from second-hand smoke, and promote an attitude that smoking is undesirable. Therefore, bans may prevent future generations from suffering many smoking-related health problems. The federal government has not implemented widereaching smoking bans so it falls on individual states, counties, or communities to devise appropriate smoking policy. To date, smoking policy has been determined by legislators, who may have conflicts that prevent them from acting in the publics best interest. However, this method of implementing smoking policy may be changing. …

Catalytic Growth Of Structured Carbon Via The Decomposition Of Halogenated Reactants Over Supported Nickel, Laxmi Deepshika Cherukuri
University of Kentucky Master's Theses
The synthesis of highly ordered carbonaceous materials, including carbon nanofibers, has been the subject of a disparate and burgeoning literature over the past decade. Growth of carbon nanotubes via an atypical catalytic route, the decomposition of halogenated reactants as chlorobenzene (CB) over 10% (w/w) Ni/SiO2 is investigated. The C (carbon) yield and structural order are a function of reaction time and temperature. Greater degree of structural order and C yield is observed from CB relative to benzene, suggesting Cl/catalyst interaction(s) and metal site restructuring. Evaluation of the effect of H2 on C growth from CB reveals that C yield is …
Mapping Hiv Prevention In Poland: Contested Citizenship And The Struggles For Health After Socialism, Jill Teresa Owczarzak
Mapping Hiv Prevention In Poland: Contested Citizenship And The Struggles For Health After Socialism, Jill Teresa Owczarzak
University of Kentucky Doctoral Dissertations
This ethnographic dissertation research project examines HIV prevention programs in Warsaw, Poland to explore the concurrent processes of democratization and privatization as Poland begins European Union accession. As inherently political public health interventions, HIV prevention programs provoke discussions of risk and responsibility, and visions of the moral social order. Therefore, they can be used to understand the ways in which politically and socially marginalized populations invoke claims to citizenship status through attention to health issues. From an epidemiological perspective, HIV/AIDS arrived in Poland relatively late (1985) and never reached the anticipated epidemic levels. In the 1980s, drawing attention to the …
The Effectiveness Of Using Communication-Centered Intervention To Facilitate Phonological Learning In Young Children, Sharon Blodgett Hart
The Effectiveness Of Using Communication-Centered Intervention To Facilitate Phonological Learning In Young Children, Sharon Blodgett Hart
University of Kentucky Doctoral Dissertations
A phonological disorder is a communication disorder of the speech sound system characterized by an impaired ability to use developmentally expected speech sounds and sound patterns to communicate with others (Bauman-Waengler, 2004). This impairment affects the clarity of a child's speech and how easily a child's speech can be understood. As stated in the Diagnostic and Statistical Manual of Mental Disorders (DSM-IV) (American Psychiatric Association, 1994), difficulties with speech sound production may interfere with academic achievement, social communication, or future occupational achievement. Children with phonological impairments are generally viewed as being at risk for reading difficulties (American Speech-Language-Hearing Association, 2001).Clinicians …
