Logger Killed By Falling Snag [96ky089], Kentucky Injury Prevention And Research Center
Logger Killed By Falling Snag [96ky089], Kentucky Injury Prevention And Research Center
Fatality Case Reports--Tractors/Logging
A 54-year-old logger (the victim) was killed after being struck on the head by a falling snag (dead standing tree). The victim was cutting the last tree to make up a load (3 trees) for the skidder. The driver was about 10-15 feet away, waiting for the last tree. He did not witness the incident. When the victim felled the tree, a nearby dead tree broke at a point approximately 12 feet up. The dead tree fell directly on the victim, striking him on the crown of the head. He was not wearing any type of head protection at the …
Evaluation Of Red Light Running Campaign, Kenneth R. Agent, Deborah Wagner
Evaluation Of Red Light Running Campaign, Kenneth R. Agent, Deborah Wagner
Kentucky Transportation Center Research Report
The purpose of this project was to use a public information and education campaign, along with increased enforcement, to reduce the problem of red light running (RLR) in Lexington, Kentucky. The objective of this portion of the project was to evaluate the effectiveness of the campaign.
The mail and telephone surveys, taken before and after the campaign, revealed that the RLR program had been successful in improving public awareness of the problems associated with disregarding traffic signals. About 60 percent of the respondents recalled seeing or hearing ads or information dealing with red light running. Approximately one-half of the respondents …

Cellular Basis Of Decreased Immune Responses To Pneumococcal Vaccines In Aged Mice, Manju Garg, Wei Luo, Alan M. Kaplan, Subbarao Bondada
Microbiology, Immunology, and Molecular Genetics Faculty Publications
Previously, model systems were developed in our laboratory to study murine immune responses to the 23-valent pneumococcal polysaccharide vaccine Pnu-Imune, both in vivo and in vitro (M. Garg and B. Subbarao, Infect. Immun. 60:2329-2336, 1992; M. Garg, A. M. Kaplan, and S. Bondada, J. Immunol. 152: 1589-1596, 1994). Using these systems, we found that aged mice did not respond to the vaccine in vivo or in vitro. Cell separation studies showed that the unresponsiveness of the aged spleen cells to the vaccine was not due to an intrinsic B-cell defect or to T-cell-mediated immunosuppression but resulted from an accessory cell …
Use Of Audible Pedestrian Signals, Kenneth R. Agent
Use Of Audible Pedestrian Signals, Kenneth R. Agent
Kentucky Transportation Center Research Report
Audible pedestrian signals are a device used to provide additional traffic control at signalized intersections to aid visually impaired pedestrians. An objective of this study was to determine the status of the use of this device and investigate possible guidelines for possible future installations of audible pedestrian signals in Kentucky. Another specific objective was to investigate the need for such signals at a number of intersections at the University of Kentucky.
The study showed that audible pedestrian signals can be used to supplement the standard pedestrian signals. However, their use must be limited to intersections with a demonstrated need and …
The Gallows To The Gurney: Analyzing The (Un)Constitutionality Of The Methods Of Execution, Roberta M. Harding
The Gallows To The Gurney: Analyzing The (Un)Constitutionality Of The Methods Of Execution, Roberta M. Harding
Law Faculty Scholarly Articles
The objective of this article is to examine this issue by formulating an analytical framework for determining when methods of execution constitute cruel and unusual punishment. This task is accomplished Part II by briefly tracing the historical evolution of the Eighth Amendment's Cruel and Unusual Punishments Clause. Part III examines the prohibition's core components. Part IV reviews the traditional and modem interpretations of cruel and unusual punishment as applied to the methods of capital punishment, and assesses the standard with which to determine whether a specific method of execution comports with the present interpretation of cruel and unusual punishment as …
The Proposed Corporate Sponsorship Regulations: Is The Treasury Department "Sleeping With The Enemy"?, David A. Brennen
The Proposed Corporate Sponsorship Regulations: Is The Treasury Department "Sleeping With The Enemy"?, David A. Brennen
Law Faculty Scholarly Articles
In 1993, the Treasury Department (the Treasury) issued a proposed regulation outlining when money received by a charity from a corporate sponsor would be subject to federal income tax. In defining the phrase "trade or business," the proposed regulation addresses the extent to which sponsorship payments to charities will be treated by the Treasury as having been made in return for advertising on behalf of the sponsor, thus subjecting the payment to income tax. In the proposed regulation, the Treasury concludes that a charity's use of a corporate sponsor's name in the title of a charitable event is a mere …

We reexamine the spectroscopic underpinnings of recent suggestions that [O I] and [Fe II] lines from the Orion H II region are produced in gas where the iron-carrying grains have been destroyed and the electron density is surprisingly high. Our new observations show that previous detections of [O I] 5577 were dominated by telluric emission. Our limits are consistent with a moderate density (≈ 104 cm-3) photoionized gas. We show that a previously proposed model of the Orion H II region reproduces the observed [O I] and [Fe II] spectrum. These lines are fully consistent with formation …

The Protective Role Of Manganese Superoxide Dismutase Against Adriamycin-Induced Acute Cardiac Toxicity In Transgenic Mice, Hsiu-Chuan Yen, Terry D. Oberley, Satit Vichitbandha, Ye-Shih Ho, Daret K. St. Clair
Toxicology and Cancer Biology Faculty Publications
Adriamycin (ADR) is a potent anticancer drug known to cause severe cardiac toxicity. Although ADR generates free radicals, the role of free radicals in the development of cardiac toxicity and the intracellular target for ADR-induced cardiac toxicity are still not well understood. We produced three transgenic mice lines expressing increased levels of human manganese superoxide dismutase (MnSOD), a mitochondrial enzyme, as an animal model to investigate the role of ADR-mediated free radical generation in mitochondria. The human MnSOD was expressed, functionally active, and properly transported into mitochondria in the heart of transgenic mice. The levels of copper-zinc SOD, catalase, and …

The evaluation was completed in two main phases. First, each school in the district was asked to respond to a survey questionnaire. Second, six schools were identified by Fayette County Schools as having traffic flow or safety problems that could benefit from detailed evaluation. The responses to the survey questionnaire were …
Maintenance Worker Killed In 25-Foot Fall From I-Beam, Kentucky Injury Prevention And Research Center
Maintenance Worker Killed In 25-Foot Fall From I-Beam, Kentucky Injury Prevention And Research Center
Fatality Case Reports--Falls
A 25-year-old maintenance worker at a steel distribution company died as the result of a fall from a steel I-beam he had repeatedly climbed to reach the top of a disabled crane. This worker and another had been attempting to repair the crane, and had found it necessary to climb up and down several times for various reasons (see below). Each time the victim had shimmied down and back up the I-beam rather than using the fixed ladder some distance away. When the fall occurred, he was on his way back up and somehow lost his grip on the beam. …

Celluloid Death: Cinematic Depictions Of Capital Punishment, Roberta M. Harding
Celluloid Death: Cinematic Depictions Of Capital Punishment, Roberta M. Harding
Law Faculty Scholarly Articles
This essay will examine how two filmmakers used the cinema to investigate death penalty issues through the films Dead Man Walking and Last Light. These films were selected because of their similarities: capital punishment is the central theme of both films; the presence of a strong principal character who is the condemned inmate; the utilization of a character who undergoes a spiritual transformation due to interaction with the condemned inmate; the decision to have this character facilitate the humanization of the condemned individual; and the additional role this character plays as the audiences' conscience. There are, however, differences in the …

Cooperative Implementation Of Federal Regulations, Douglas C. Michael
Cooperative Implementation Of Federal Regulations, Douglas C. Michael
Law Faculty Scholarly Articles
Professor Michael examines regulatory programs in which the federal government leaves many compliance decisions up to the regulated entities themselves. Drawing on prior research and theory in the area, he concludes that such "cooperative implementation" is feasible if three principles are observed: (1) regulatory standards are written to leave discretion in methods of compliance and that discretion is within the competence of the regulated entities; (2) there are economic incentives to offset the additional costs to these entities; and (3) the entities self-report their own compliance, the agency closely monitors the program, and the agency maintains a residual program of …
Apparatus And Method For Restoring Eyelid Function, Robert S. Baker, Brian J. Willoughby, Robert R. Marshall
Apparatus And Method For Restoring Eyelid Function, Robert S. Baker, Brian J. Willoughby, Robert R. Marshall
Ophthalmology and Visual Science Faculty Patents
An apparatus is provided to restore eyelid function in a patient unable to voluntarily raise an eyelid. The apparatus includes a spiral torsion spring and pulley arrangement mounted in a housing that is implanted in the superior portion of the orbit of the eye. A wire connects the pulley to the eyelid. A spiral torsion spring provides the necessary spring force in tension to overcome the weight of the eyelid and draw the eyelid open. The natural muscles of eye closure are, however, sufficiently strong to overcome the spring tension thereby paying out wire from the pulley and closing the …

Development Of Accident Reduction Factors, Kenneth R. Agent, Nikiforos Stamatiadis, Samantha S. Jones
Kentucky Transportation Center Research Report
The objective of this project is to develop accident reduction factors associated with various types of highway safety improvements. These factors will be used in the cost-optimization procedure to rank safety improvements.
The basis of the accident reduction factors developed in this study is a survey of states and a review of literature. The recommended reduction factors are presented in a table which lists the percent reduction in all accidents or specific types of accidents for given types of improvements.
Cost Estimating And Forecasting For Highway Work In Kentucky [1996], James D. Stevens, Jennifer R. Walton
Cost Estimating And Forecasting For Highway Work In Kentucky [1996], James D. Stevens, Jennifer R. Walton
Kentucky Transportation Center Research Report
There is a need for better cost estimating and forecasting for highway work in the Commonwealth of Kentucky. KRS45.245 grants the Interim Joint Committee on Transportation oversight of the biennial highway plan, including a review of all authorized highway project phases that exceed their estimates by 15%. In recent years, the Kentucky Transportation Cabinet has suffered the loss of many resources necessary to produce good cost estimates.
Estimates developed using current methods are not sufficiently accurate to preclude cost overruns in excess of 15%. Over the 1992 and 1994 bienniums, 362 overruns totaling $162,487,511 have been submitted to the Committee. …

Intercomparison of the spectra of seven high-luminosity quasi-stellar objects (QSOs) shows that there is a gradation of properties in their broad emission-line regions (BELRs) that can be understood as differing mixtures of different gas components. Six of these seven objects have unusually narrow BELR profiles, which greatly facilitates the disentangling of blends and measuring of weak lines. In the QSO 0207 - 398, the BELR is made up of at least three kinematically distinct components; its spectrum is in fact a composite of the spectra of the more homogeneous BELRs in the QSOs at either end of our sequence of …
