Performance And Cost Effectiveness Of Pavement Edge Drains, L. John Fleckenstein, David L. Allen Mar 1997

Performance And Cost Effectiveness Of Pavement Edge Drains, L. John Fleckenstein, David L. Allen

Kentucky Transportation Center Research Report

It is apparent from research conducted under this study that edge drains increase subgrade strength through the removal of water. It is also apparent in most cases that the edge drains increase pavement life by approximately seven years. Current cost benefit analysis indicates that edge drains can provide a cost savings of approximately $200,000 dollars a mile over the life of the pavement. Research also indicates that if edge drains are not properly installed and maintained they can doe more damage then good. It is evident that edge drains should be inspected with a pipeline camera prior to final acceptance …

Treasury Regulations And Judicial Deference In The Post-Chevron Era, David A. Brennen Feb 1997

Treasury Regulations And Judicial Deference In The Post-Chevron Era, David A. Brennen

Law Faculty Scholarly Articles

Analysis of several post-Chevron cases indicates that every major Supreme Court case since 1984 involving the validity of a Treasury regulation is consistent with Chevron. Indeed, since 1984 every challenged Treasury regulation interpreting a statute in which Congress failed to address a specific tax issue has been upheld by the Court. In fact, no Supreme Court case since 1984 could be discovered in which the Court invalidated a Treasury regulation on the grounds that it was an unreasonable interpretation of a statute. Several post-Chevron Supreme

Court decisions, however, rejected the Treasury's application of a tax regulation to …

Dynamic Site Periods For The Jackson Purchase Region Of Western Kentucky, Ron Street, Zhenming Wang, Edward W. Woolery, Issam E. Harik, David L. Allen, Kevin G. Sutterer Feb 1997

Dynamic Site Periods For The Jackson Purchase Region Of Western Kentucky, Ron Street, Zhenming Wang, Edward W. Woolery, Issam E. Harik, David L. Allen, Kevin G. Sutterer

Kentucky Transportation Center Research Report

Bridges, overpasses, and other engineered structures in the Jackson Purchase region of Western Kentucky are, of necessity, built on a thick column of loose to semi-consolidated sediments. Because these sediments tend to amplify seismically induced ground motions at preferred periods, structures with natural periods close to the preferred periods of amplification of the ground motions are particularly vulnerable to damages during an earthquake because of in-phase resonance.

For this report, conventional seismic refraction and reflection techniques were used to determine the shearwave velocities of the more poorly consolidated, near-surface sediments for a matrix of sites in the region. Conventional seismic …

On Protostellar Disks In Herbig Ae/Be Stars, Anatoly Miroshnichenko, Željko Ivezić, Moshe Elitzur Jan 1997

On Protostellar Disks In Herbig Ae/Be Stars, Anatoly Miroshnichenko, Željko Ivezić, Moshe Elitzur

Physics and Astronomy Faculty Publications

The spectral shape of IR emission from Herbig Ae/Be stars has been invoked as evidence for accretion disks around high-mass protostars. Instead, we present here models based on spherical envelopes with an r-1.5 dust density profile that successfully explain the observed spectral shapes. The spectral energy distributions of eight primary candidates for protostellar disks are fitted in detail for all wavelengths available, from visual to far-IR. The only envelope property adjusted in individual sources is the overall visual optical depth, and it ranges from 0.3 to 3. In each case, our models properly reproduce the data for IR excess, …

[Fe Iv] In The Orion Nebula, R. H. Rubin, R. J. Dufour, Gary J. Ferland, P. G. Martin, C. R. O'Dell, J. A. Baldwin, J. J. Hester, D. K. Walter, Z. Wen Jan 1997

[Fe Iv] In The Orion Nebula, R. H. Rubin, R. J. Dufour, Gary J. Ferland, P. G. Martin, C. R. O'Dell, J. A. Baldwin, J. J. Hester, D. K. Walter, Z. Wen

Physics and Astronomy Faculty Publications

Using the Goddard High-Resolution Spectrograph on the Hubble Space Telescope, we measured the flux of [Fe IV] (3d5 4P5/2 --> 3d5 6S5/2) λvac = 2836.56 Å in the Orion Nebula, the first detection of an [Fe IV] line in an H II region. A useful upper limit is set on the sum of fluxes of [Fe IV] (3d5 4D5/2, 3/2 --> 3d5 6S5/2) λvac = 2568.4, 2568.2 Å. By comparing these observations with predicted fluxes from simply ``retrofitting'' our two previous photoionization models, …

Declarative Derivation: A Network Morphology Account Of Russian Word Formation With Reference To Nouns Denoting 'Person'., Andrew R. Hippisley Jan 1997

Declarative Derivation: A Network Morphology Account Of Russian Word Formation With Reference To Nouns Denoting 'Person'., Andrew R. Hippisley

Linguistics Faculty Publications

Studies on derivational morphology often assume a procedural view, emphasizing the journey from morphologically simple to morphologically complex word. We present a declarative approach with the focus on the relationship between two morphologically connected words.  This more static approach enables us to better locate the generalizations present in a derivational system.  We test this approach on a specific body of data, namely the formation of nouns denoting ‘person’ in Russian.

After introducing Network Morphology, the declarative framework within which we base our account, and the Russian data we will be investigating, we provide as theoretical background to our proposed analysis …

Calibration Of A Water-Quality Model For Herrington Lake Using Empirically Derived Measurements Of Phytoplankton Growth And Nutrient Assimilation, Paul A. Bukaveckas, Angela S. Crain Jan 1997

Calibration Of A Water-Quality Model For Herrington Lake Using Empirically Derived Measurements Of Phytoplankton Growth And Nutrient Assimilation, Paul A. Bukaveckas, Angela S. Crain

KWRRI Research Reports

Importance of light limitation, nutrient availability, and hydrology in controlling the abundance and composition of the phytoplankton community of Herrington Lake (KY) was investigated over a two-year period. Selected environmental parameters were measured every two weeks (April-October) at five sampling stations located along the longitudinal gradient of the reservoir. In addition, short-term (48hr) nutrient enrichment experiments were conducted to assess the spatial and temporal variations in nutrient limitation. Phytoplankton growth responses to the combined addition of nitrogen (NO3) and phosphorus (PO4) were greater than those resulting from the addition of either nutrient alone. These results indicate …

Blue Sky Laws And The Recent Congressional Preemption Failure, Rutheford B. Campbell Jr. Jan 1997

Blue Sky Laws And The Recent Congressional Preemption Failure, Rutheford B. Campbell Jr.

Law Faculty Scholarly Articles

Laws regarding the sale of securities may be understood as responses to perceived bargaining failures. The most extreme examples of these bargaining failures are seen in instances in which investors are intentionally misled or defrauded regarding the quality of the investments they receive for their money. Even without the presence of such culpability, however, bargaining failures are likely anytime the trading parties lack sufficient, accurate information necessary to effect value-enhancing trades. When that occurs in trades for capital, the parties to the transaction are misinformed respecting the trade, expectations are not protected, and that precious commodity, capital, may be turned …

Class Participation: Random Calling And Anonymous Grading, John M. Rogers Jan 1997

Class Participation: Random Calling And Anonymous Grading, John M. Rogers

Law Faculty Scholarly Articles

My perception is that opposition has been growing to law teachers' demanding student participation in class. At least one new teacher recently suggested to me that no good reason supports calling on students who have not volunteered. Many teachers, not to mention students, find something like an invasion of the student's dignity in that practice. Other teachers worry about the pitfalls of calling on or not calling on members of ethnic or gender groups, so they simply lecture or call only on volunteers. On another, indirectly related issue, my perception is that students often do not trust the anonymity of …

An Insurance-Based Compensation System For Product-Related Injuries, Richard C. Ausness Jan 1997

An Insurance-Based Compensation System For Product-Related Injuries, Richard C. Ausness

Law Faculty Scholarly Articles

In recent years, an increasing number of commentators have begun to express doubts about the effectiveness of the tort system. According to these critics, tort law does not deter accidents, nor does it spread accident costs efficiently. Worst of all, the tort system is extremely expensive to operate. Some of this criticism has spilled over into the products liability area. Products liability law has been condemned as expensive, ineffective, and regressive; in addition, it has been blamed for higher product prices, foreign competition, problems within the liability insurance industry, corporate bankruptcies, lack of product development, and the removal of useful …

Method For Obtaining Antifungal And Herbicidal Compounds That Target The First Committed Step In Shingolipid Long-Chain Base Biosynthesis, Robert C. Dickson, Robert L. Lester

Molecular and Cellular Biochemistry Faculty Patents

The invention provides the LCB1 and LCB2 genes of the yeast Saccharomyces cerevisiae that encode subunits of the enzyme serine palmitoyltransferase (SPT), the first enzyme leading to synthesis of the long-base component of the sphingolipids. The present specification describes the isolation of the LCB1 and LCB2 genes. The invention further relates to methods of using these genes to either inhibit SPT activity or to inhibit synthesis of the enzyme. Furthermore, the invention relates to methods for constructing strains of S. cerevisiae or other organisms that can be used to select and to test for compounds that either inhibit SPT activity …
