Retrofit Of The Louisa-Fort Gay Bridge Using Cfrp Laminates, Ching Chiaw Choo, Tong Zhao, Issam E. Harik

Kentucky Transportation Center Research Report

This report details the processes pertaining to the repair and strengthening of the Louisa-Fort Gay Bridge, Lawrence County, KY, using advanced composite materials. Site inspections revealed flexural cracks in the reinforced concrete girders of the continuous bridge structure. To determine the cause of these cracks, an evaluation was initiated based on vehicle classification and truck weight data. The results confirmed that certain reinforced concrete girders were stressed beyond the limits allowed by the AASHTO Code. A retrofit scheme using carbon fiber reinforced polymer (CFRP) composite was devised and the amount of CFRP laminates needed for flexural strengthening was determined from …

A Child Outcome Framework For The Early Childhood Transition Process, Beth S. Rous, Gloria Harbin, Katherine Mccormick Jun 2007

A Child Outcome Framework For The Early Childhood Transition Process, Beth S. Rous, Gloria Harbin, Katherine Mccormick

Educational Leadership Studies Faculty Publications

This research brief presents a child outcome framework for understanding and evaluating transitions among early childhood programs and services for young children with disabilities. Drawing on prior transition research and ecological, bioecological, and organizational systems perspectives, the framework identifies three interdependent outcomes of successful transition: engagement with adults, peers, and materials; adaptation to the structure and culture of the receiving setting; and continued growth and development. The framework emphasizes a critical period of adjustment following entry into a new setting, with its duration influenced by the child’s age, program intensity, and child, family, and program characteristics. It also distinguishes early …

Determination Of The Physical Conditions Of The Knots In The Helix Nebula From Optical And Infrared Observations, C. R. O'Dell, W. J. Henney, Gary J. Ferland

Physics and Astronomy Faculty Publications

We use new Hubble Space Telescope and archived images to clarify the nature of the ubiquitous knots in the Helix Nebula, which are variously estimated to contain a significant to majority fraction of the material ejected by its central star. We employ published far-infrared spectrophotometry and existing 2.12 μm images to establish that the population distribution of the lowest rovibrational states of H2 is close to the distribution of a gas in local thermodynamic equilibrium at 988 ± 119 K. In addition, we present calculations that show that the weakness of the H2 0-0 S(7) line is not …

Archived Data Management System In Kentucky, Mei Chen, Jingxin Xia

Kentucky Transportation Center Research Report

Archived Data User Service (ADUS) was added to the national ITS architecture in 1999 to enable multiple uses for ITS-generated data. In Kentucky, ARTIMIS and TRIMARC are collecting volume, speed, occupancy, length-based classification, and incident data on a continuous basis. This study developed the Kentucky Archived Data Management System (ADMS) to archive and disseminate data collected by sensors in ARTIMIS and TRIMARC systems. This system is designed to be the prototype of ITS data clearinghouse in Kentucky.

The Kentucky ADMS operates on a web server that allows users to retrieve traffic data (i.e., volume, speed, lane occupancy) in 15 minute …

Abnormal Liver Function Investigations Evaluation (Alfie), Peter T. Donnan, David Mclernon, Douglas Steinke, Stephen Ryder, Paul Roderick, Frank M. Sullivan, William Rosenberg, John F. Dillon

Pharmacy Practice and Science Faculty Publications

BACKGROUND: Liver function tests (LFTs) are routinely performed in primary care, and are often the gateway to further invasive and/or expensive investigations. Little is known of the consequences in people with an initial abnormal liver function (ALF) test in primary care and with no obvious liver disease. Further investigations may be dangerous for the patient and expensive for Health Services. The aims of this study are to determine the natural history of abnormalities in LFTs before overt liver disease presents in the population and identify those who require minimal further investigations with the potential for reduction in NHS costs.

Dust And Pah Emission In The Star-Forming Active Nucleus Of Ngc 1097, R. E. Mason, N. A. Levenson, C. Packham, Moshe Elitzur, J. Radomski, A. O. Petric, G. S. Wright Apr 2007

Dust And Pah Emission In The Star-Forming Active Nucleus Of Ngc 1097, R. E. Mason, N. A. Levenson, C. Packham, Moshe Elitzur, J. Radomski, A. O. Petric, G. S. Wright

Physics and Astronomy Faculty Publications

The nucleus of the nearby galaxy NGC 1097 is known to host a young, compact (r < 9 pc) nuclear star cluster, as well as a low-luminosity active galactic nucleus (AGN). It has been suggested both that the nuclear stellar cluster is associated with a dusty torus and that low-luminosity AGNs like NGC 1097 do not have the torus predicted by the unified model of AGNs. To investigate these contradictory possibilities we have acquired Gemini/T-ReCS 11.7 and 18.3 μm images of the central few hundred parsecs of this galaxy at <45 pc angular resolution, in which the nucleus and spectacular, kiloparsec-scale star-forming ring are detected in both bands. The small-scale mid-IR luminosity implies thermal emission from warm dust close to the central engine. Fitting of torus models shows that the observed mid-IR emission cannot be accounted for by dust heated by the central engine. Rather, the principal source heating the dust in this object is the nuclear star cluster itself, suggesting that the detected dust is not the torus of AGN unified schemes (although it is also possible that the dusty starburst itself could provide the obscuration invoked by the unified model). Comparison of Spitzer IRS and Gemini GNIRS spectra shows that, although PAH bands are strong in the immediate circumnuclear region of the galaxy, PAH emission is weak or absent in the central 19 pc. The lack of PAH emission can probably be explained largely by destruction/ionization of PAH molecules by hard photons from the nuclear star cluster. If NGC 1097 is typical, PAH emission bands may not be a useful tool with which …

Forage Quality: What Is It? What Can We Do About It? And, Will It Pay?, Garry D. Lacefield

Forage Symposium at the Kentucky Cattlemen’s Convention

Profitable livestock production almost always requires a forage program that will supply large quantities of adequate quality, homegrown feed. A major percentage of the feed units for beef (83%) and dairy cattle (61%) come from forages. In addition, forages supply an estimated 91%, 72%, 15% and 99% of the nutrients consumed by sheep and goats, horses, swine, and wildlife, respectively.

Grounding Justice In Public Meeting Practice, Ted H. Grossardt, Keiron Bailey

Kentucky Transportation Center Faculty and Researcher Publications

John Rawl’s A Theory of Justice, and Justice as Fairness were originally intended to promote a political structure of liberal democracy. Taken together with Habermas’ idea of ’discourse ethics’, this work has constituted a fundamental aspect of the communicative approach in the planning discipline over the past 20 years. While their work is quite theoretical, it need not be detached from the reality of day- to-day practice. We agree with O’Neill that the work toward greater justice and fairness is eminently practical, and so should derive from their work. In particular, we are interested in advancing justice/fairness in the arena …

Culture, Justice And The Arnstein Gap: The Impact Of Structured Public Involvement On U.S. Transportation Infrastructure Planning And Design, Keiron Bailey, Ted H. Grossardt

Kentucky Transportation Center Faculty and Researcher Publications

Enormous quantities of public money are spent on transportation infrastructure (TI). According to the Bureau of Transportation Statistics this infrastructure spend in the U.S. amounted to almost $90 billion in 2001. In most political spheres, when public money is spent, the public demands a measure of accountability. The dimensions of this accountability depend on the character of the political system that funds TI. In most participatory democracies, ultimate accountability is exercised through a balloting system that ensures elected officials represent, to some degree, stakeholder views and preferences. However, despite enormous expenditure of public monies on TI, this type of accountability …
