This assessment study was carried out at the request of the BKS-B and the WUAE Project Steering Committee as one component in the overall effort to strengthen the teaching, research, and public service activities of the member institutions.

In addition to the charge to assess the current situation and make recorrmendat ions for improvement, the consultant was requested to identify several of the more highly trained and experienced librarians within the BKS-B to form the nucleus for a library network. This, also, was accomplished, and the first network meeting was held in Palembang.

Kentucky farmers harvest about 3 million tons of hay annually. In order to minimize dry matter losses and quality deterioration, hay should be baled with about 20% moisture. Unfortunately, adequate time required to field-dry hay to 20% moisture is often not available due to weather conditions. This is especially true for the first cutting of alfalfa in the spring. Many farmers are forced to choose between letting cut hay get rained on or baling hay wetter than is recommended. Hay baled with more than 20-25% moisture generally becomes moldy and undergoes a heating process which makes part of the protein …

Alfalfa is a succulent plant that obviously is good feed for large herbivores such as cattle and horses. Therefore, it should not be surprising that a large number of small herbivores such as insects also find this plant delicious. Fortunately, most of these insects are not major pests. However, we do have a couple pest insects that annually attack this valuable crop and often cause economic damage.

Punitive damages constitute an award to an injured party above what is necessary to compensate for actual loss. This Article considers whether punitive damages are an effective means of promoting the goals of products liability law. Section I traces the use of punitive damages in products liability litigation from the early 1960's to the present time. Section II examines the traditional rationales for punitive damages and considers whether they are appropriate in the products liability context. Finally, Section III evaluates some of the measures that commentators have proposed to adapt more fully the concept of punitive damages to products liability …

In a series of cases the Supreme Court has recognized broad, preemptive federal regulatory power over federally owned land. The Court has based these decisions on the combined effect of the property and supremacy clauses of the Constitution. The scope of this power has been the cause of a heated political and legal debate in western states, which contain extensive federal land holdings. A number of legal commentators have argued that the Court's broad construction of the property clause is a misinterpretation of the Framers' intent and that the clause merely grants the federal government proprietary rights over its land …

Tall fescue (Festuca arundinacea Schreb.), a long-lived grass with short underground stems, is presently grown on approximately 5.5 million acres in Kentucky and on approximately 35 million acres in the south central United States. It is a versatile plant used for livestock feed, lawns, turf and conservation purposes, and is adapted for a wide range of soil and climatic conditions.

Chemical analyses for forage quality indicate that tall fescue compares favorably to other transition zone grasses. Many livestock producers, however, have found animal response from grazing tall fescue to be erratic and often undesirable. Researchers at the University of …

As the third phase of a three-year project, this report outlines management options for protecting wetlands during the surface mining of coal, particularly for the portion of the Eastern Interior Coal Region that is found in Kentucky, Indiana, and Illinois. It is presented in manual form for use by coal mine operators, regulatory agencies and research institutions.

The previous phases of the project produced an atlas of the most heavily-mined areas of the western Kentucky coal field, which classified and identified wetlands in these areas, and discussed some specific impacts of mining on these wetlands. The need to present information …

The invention provides a novel method of administering narcotic antagonists, narcotic analgesics and related compounds, and novel dosage forms containing those compounds which are adapted for nasal administration. The nasal dosage forms disclosed include solutions, suspensions, gels and ointments. Especially preferred compounds which can be advantageously administered in accordance with the invention include naloxone, naltrexone, nalbuphine, levorphanol, buprenorphine, butorphanol, Δ9-tetrahydrocannabinol (THC), cannabidiol (CBD) and levonantradol.

Groundwater flow in many karst regions, including the Inner Bluegrass Karst Region of central Kentucky in which the study area was located, is unlike groundwater flow in granular aquifers. At least the major flows are turbulent and often with a free surface in large conduits, and applying concepts based on Darcy's Law to describe and model these flows is inappropriate. Parameters such as linear velocity, channel geometry, and conveyance used to describe surface streamflows are more applicable, and the primary objective of the project was to estimate these in a groundwater basin using the travel time of dye slugs and …

Aquatic toxicity studies were performed on two important coal-derived contaminants, silver and nickel. Silver was investigated with regard to metal-induced tolerance in laboratory populations of the fathead minnow (Pimephales promelas). Fish were exposed to acute silver concentrations following acclimation to sublethal exposures of this metal. Based on median lethal times (LT50), animals which had received 14 days prior exposure to 1.5 and 15 μg Ag/L were three to four times more resistant to silver than were previously unexposed organisms. This metal-induced resistance was not a sustained response. After organisms which had been acclimated to 15 μg/L had been transferred to …

The objective of the tall fescue breeding program is the development of varieties characterized by superior nutritive value (including reduced contents of perloline and loline alkaloids and the fungal endophyte, Epichloe typhina, (Acremonium coenophialum), palatability, disease resistance, and adaptation through the utilization of intergeneric and interspecific hybrid derivatives of ryegtass and tall fescue species. Varieties previously released from the breeding program were Kentucky 31, Kenwell; and Kenhy. Johnstone tall fescue, developed cooperatively by the Kentucky Agricultural Experiment Station and USDA-ARS, was released March 1, 1982, as a new variety. Johnstone is characterized as having low levels of perloline alkaloid and …

The invention provides a novel method of administering selected known adrenergic β-receptor blocking agents, such as dichloroisoproterenol, pronethalol, sotalol and alprenolol, which are of use in the treatment of angina pectoris, arrhythmias, hypertension and other cardiac conditions, and migraine. The invention further provides novel dosage forms of those β-blockers which are adapted for nasal administration and which include solutions, suspensions, gels and ointments.
