Namibia's accession to independence in 1990 culminated in the holding of elections in November 1989. What was called the "independence elections" was supervised by the United Nations (UN) and occurred in an "expectant" and almost carnival-like atmosphere. The outcome of the 1989 elections was accepted by all contending parties. In the aftermath of independence, an electoral commission established in 1992 had the primary purpose of managing elections in Namibia. During the first decade of independence, the Electoral Commission of Namibia (ECN) was successful in arranging National Assembly elections in both 1994 and 1999. While there has been a long tradition in development studies on analyzing types of participation and their effectiveness, the idea that participation is not stationary, but that it can evolve with variegated experiences, is relatively unexplored. This paper takes up the challenge of showing how participation in development planning can change, the role of underlying institutions, and the implications of evolutionary participatory development for policy making. It uses a critical postcolonial approach and zooms in on the role of the youth in development planning in Ghana. Women And Politics In Nigeria: A Typology And An Assessment, Emma Chukwuemeka

The study was carried out to investigate the extent women participate in politics in Nigeria. Abia and Imo states were closely studied. Two hypotheses were formulated. The instruments used for data collection were questionnaire, interview and focus group discussion. A total of 354 copies of questionnaire were distributed, out of this number, 349 copies were completed and returned by the respondents. Z-test statistical tool was used to analyze the data, Based on the analysis, the major findings revealed that violence against women deters women from getting actively involved in politics in Nigeria. Foreign Investment And Repression In Lesotho, Amir Azarvan

According to neoliberal theory, foreign direct investment enhances socioeconomic conditions in host countries, which in turn leads to democratization and greater protection of human rights. The structuralist theory, in contrast, holds that, in interaction with domestic unrest, foreign investment fosters repression. Lesotho serves as a fitting laboratory in which to test these competing theories. In 1995, the country had experienced a huge surge in foreign direct investment. In the period leading up to and during this increase, Lesotho was among the most impoverished countries in the world, and had a relatively poor human rights record. This confluence of factors makes …

This study examines the plight of the poor within the new democratic rule in Nigeria. Since the inception of democracy in 1999, there has been a sustained prosperity in terms of oil windfall that swells government's revenues on the order of over $30 billion annually. For the first time in over 20 years, the GDP growth rate is 7.5 percent. The nation has accumulated an impressive foreign exchange reserve of $60 billions. This reserve is the highest ever in sub-Saharan Africa. However, this financial outlay has not resulted in improved standard of living of the broad majority of the people. …

Because of the nouveau and rapidly growing interests in, and acceptance of, de-bureaucratization (popularly called "deregulation" in Nigeria), as a more attractive organization concept than bureaucratization, the central concern of this paper is an identification and objective analysis of bureau-pathologies in de-bureaucratic public organizations in Nigeria, in response to those of bureaucratic organizations which have already been analysed in the literature. The major and prevalent bureau-pathologies identified and analyzed are inconsistency and unpredictability, informality and denials, unlimited or uncircumscribed flexibility, personalization, limitation of de-categorization, laziness, and goal displacement. This paper takes a critical look at Nigeria's changing role in the promotion of democratic values in Africa since its return to democracy in 1999. The paper argues that the changing role of Nigeria from an importer to an exporter of democracy can be understood in terms of the global wind of change; Nigeria's African centre-piece policy; perception of threats to its leadership position in Africa especially from South Africa; and the personality of Obasanjo given his international credentials and stature. The paper aims to identify those factors that influence UK multinational corporations' policy of standardisation within African economies. This is an important strategic issue as foreign direct investment within Africa represents a small but growing proportion of total FDI inflows. Regression analysis reveals that political risk is statistically significant as are cultural factors, whilst regulation proved to statistically insignificant.

Nigeria, like most developing countries, depends on agriculture primarily for subsistence and export revenues. However, Nigeria is confronted with food security challenges. Several factors have contributed to this problem, such as demographic trends, crude farming methods, deforestation, the oil boom and public policies that are not consistent with the socio-economic and political realities of the state.
Given these challenges, this inquiry will examine the socio-economic and environmental implications of recent recommendations by development agencies such as the United Nations Development Agency (UNDP), which has prescribed the use of biotechnology to address Africa's food security problems. External Debt And Secondary Education In Sub-Saharan Africa: A Dynamic Analysis, Gladys B. Mutangadura, Judith R. Blau, Vicki L. Lamb

Debt burdens associated with structural adjustment policies have created severe hardships in many sub-Saharan African nations and may be especially detrimental to educational enrollments. This paper considers the possible deleterious effects of external debt on access to and participation in secondary education in sub-Saharan Africa. It provides a pooled cross-national time series analysis to assess the impact of external debt on secondary education enrollments. Findings indicate that external debt burden has a negative effect on secondary school enrollments. This paper examines the evolution of thinking in the World Bank on development land reform in Zimbabwe. It argues that the evolving and broader definitions of land reform in Zimbabwe must consider the conditions necessary for the attainment of economic development that encompasses sustainable development, poverty alleviation, capacity building, gender equality, good governance and now conflict prevention and resolution. The paper explores an economic model of political power derived from Mancur Olson's work relating power and prosperity in both transition and developing economies. The analysis of the security, civil-military relations, and governance crises in Africa generally takes for granted the post-colonial arrangement and uses the nation-state as the unit of analysis. Invariably, the prescriptions never go beyond the confines of what could be dubbed the "Berlin Confcrence/OAU framework." This article examines the levels of security/insecurity-related issues in Africa within the context of political and economic liberalization policies. It is argued that the interactive effects of internal and external systemic developments that characterize globalization processes have had serious "security" implications for governance in Africa. The indicators of insecurity and immiseration imply that Africa needs to reevaluate its approach to development in relation to the combined effects of national and international imperatives.

This article examines Africa's place in the information revolution and the security implications that flow from this relationship. All states in Africa now have Internet access, although the continent is still characterized by a lack of infrastructure, resources, and technology. We examine the many initiatives underway in Africa aimed at enhancing information and communication technologies. This paper examines the civil war in the Congo since the late 1990s through regional and national lenses. It contends that Congo's problems are not unique; instead, they reflect a larger phenomenon of the lack of synergy between geography and politics in the Great Lakes region. The stabilization of power in geographical spaces is the puzzle of building institutions not just in the Congo, but also among its equally weak neighbors.
