Placing Arkansas School Funding Data In The National Context, Joshua H. Barnett

Arkansas Education Reports

In the Lake View v Huckabee school funding lawsuit, the Arkansas Supreme Court found the state’s school funding system unconstitutional because it did not provide an “adequate and equitable” education to all students. In light of the court’s ruling, this paper addresses the adequacy of the Arkansas system by examining levels of expenditure, teacher salary levels, and school performance. Further, this paper highlights the level of equity within the state of Arkansas as compared to other states in the nation using the Federal Range Ratio, the Coefficient of Variation, and the McLoone Index. Finally, data on the sources of revenue …

Education Week’S Report On Arkansas, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

As schools open their doors for the spring 2005 semester, many legislatures around the nation are meeting to discuss accountability standards, equity and adequacy issues, and the link between money and student performance. While the education issues of 2005 are not unique, in that they have been discussed for years, the No Child Left Behind (NCLB) deadline for schools to begin performing at higher standards increases the urgency. In addition to the increased standards, state policymakers are facing difficult legal challenges to their school funding systems. In an attempt to gauge the status of the nation and each state, Education …

Teacher Shortages In Arkansas, Sarah C. Mckenzie, Gary W. Ritter Jan 2005

Teacher Shortages In Arkansas, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

Over the past decade, we’ve heard time and again the dire warning that a major teacher shortage is imminent in our public schools. But is this really the case? Teacher education programs actually produce enough teachers each year to compensate for those who retire. Rather, some researchers suggest that we have focused too much on teacher shortages (the inability to recruit enough teachers) and not enough on teacher attrition (losing teachers already in the field). According to the National Center for Education Statistics’ (NCES) latest School and Staffing Survey (SASS), about one-third of teachers quit during their first three years, …

Computational Study Of A Novel Dinuclear Metal Complex, Dragos Seghete Jan 2005

Computational Study Of A Novel Dinuclear Metal Complex, Dragos Seghete

Inquiry: The University of Arkansas Undergraduate Research Journal

The first compound containing an M-H-M was recently reported by Vicic et al. With recent availability of large computational resources, molecular modeling has become a reliable tool for confirming experimental results. The novel dinuclear Ni complex [( dippm)2Ni2Br2]( 0 -H) was investigated in this work from a theoretical perspective. Full geometry optimization was carried on the dinuclear Ni complex at the DFT/B3LYP with the 6-31G* basis set. The result verifies the linear Ni-H-Ni bond. Two different starting structures that converged to the same geometry confirm that a global minimum was reached. The computed structure differs from the experimentally determined one …

Interfacing Agents With Natural Language, Jared Allen Jan 2005

Interfacing Agents With Natural Language, Jared Allen

Inquiry: The University of Arkansas Undergraduate Research Journal

Technology is leading us to a world where computers are everywhere. A new breed of machines capable of sensing and reacting to stimuli in the real world is under development. Unfortunately, these new, powerful devices can oftentimes be difficult for the average person to understand. It is imperative that an easy to use interface be implemented to usher in this new world. Natural language (speech) would be an ideal solution. However, it has proven implausible on a large scale. A Menu-Based Natural Language Interface (MBNLI) could retain the intuitiveness of speech, while eliminating the obstacles impeding implementation. This research paper …

Questioning The Philosophical Influence Of Beauty And Perception In Bramante's Fist Scheme For St Peter's, Gretta Tritch Jan 2005

Questioning The Philosophical Influence Of Beauty And Perception In Bramante's Fist Scheme For St Peter's, Gretta Tritch

Inquiry: The University of Arkansas Undergraduate Research Journal

The association between the architects of the Renaissance and the philosophy of Plato has long been upheld and reiterated. However recent authors such as Alina Payne and Christine Smith have shown this scholarship to be somewhat limited and reactionary. A closer examination of Donato Bramante’s early scheme for the design of the new St. Peter’s basilica demonstrates such limitations of the singular Platonic associations that have been previously made. By studying the philosophical influences that Bramante may have been exposed to throughout his education and early career, a decidedly Aristotelian influence emerges. The design for St. Peter’s, as presented on …

Quantification And Prediction Of Stream Dryness In The Interior Highlands, Justin M. Homan, Nicholas M. Girondo, Charles J. Gagen

Journal of the Arkansas Academy of Science

Although ecological studies have noted streams drying in the Interior Highlands, published measurements of streambed dryness are lacking. Clearly, stream drying has the potential to affect benthic macroinvertebrate and fish communities. In 2003, we initiated an assessment of streambed dryness for three streams in the Ouachita Mountains representative of the Central Hills, Ridges, and Valleys. In the following summer, we applied the approach to 15 similar size watersheds in three distinct ecoregions of the Interior Highlands: Ouachita Mountains-Athens Plateau, Ozark Highlands-Springfield Plateau, and Lower Boston Mountains. Repeated dryness measurements were recorded in each stream and correlated to nearby USGS stream …

Identifying The Factors Distinguishing Timber Sales On Industrial And Non-Industrial Private Forest Lands In Arkansas, Sayeed R. Mehmood, Prabudhda Dahal

Journal of the Arkansas Academy of Science

Although forests provide a wide variety of products and services, timber still continues to be the most valued forest product in the marketplace. More than two-third of the nation's forests are under private control, some are owned by industries (about 10%) while a much larger portion (about 59%) is owned by individuals. This study investigates the differences between timber sales offered by industrial and non-industrial ownerships. A test of means revealed that there is a significant difference between per hectare bid for these 2 types of sales. A logistic regression model was then estimated to identify important factors characterizing this …

What Does The Naep Tell Us About Student Achievement In Arkansas?, Joshua H. Barnett, Gary W. Ritter

Arkansas Education Reports

This brief discusses the most recent and historical NAEP data in math, science, reading, and writing. Arkansas’ NAEP results are compared to national and border state averages. Based on the most recent NAEP exams, Arkansas is performing slightly below the national average in reading, math, science, and writing. There is also data to support that Arkansas students perform less well in Grade 8 than in Grade 4 when compared to the national and border state averages. Arkansas, however, is among the highest performing states with regard to change over the last decade. Since 1992, Arkansas has gained on the national …
