The State Beach, Park, Recreational, And Historical Facilities Bond Act Of 1964.
Propositions
This act provides for a bond issue of one hundred fifty million dollars ($150,000,000) to be used to meet the recreational requirements of the people of the State' of California by acquiring and developing lands for recreational purposes.
Railroad Train Crews
Propositions
Initiative. Declares state policy on manning trains. Provides that Award No. 282 of Federal Arbitration Board on manning of diesel powered freight trains shall be effective in California, and that no state law or regulation shall prevent a railroad from manning trains in accordance with federal legislation or awards pursuant thereto, or collective bargaining agreements. Repeals initiative provisions on crews required for freight, mixed, or work trains, and right of State Public Utilities Commission to determine number of brakemen on all trains, and repeals other legislation concerning crews on certain kinds of trains.

Senate Constitutional Amendment 37. Amends Constitution, Article X, section 7. Declares Legislature may provide for establishment, government and superintendence of all institutions for persons convicted of felonies, and for that purpose may delegate the government and superintendence of such institutions to any public governmental agency, officer or board; and may provide for punishment, treatment and custody of females differently from men similarly convicted. Until Legislature otherwise provides declares effective existing statutes and constitutional provisions purporting to cover such matters.

LIQUOR CONTROL. Initiative. Amends Constitution Article XX, Section 22, relating to liquor. Creates Alcoholic Beverage Commission (three appointive members, six-year terms, salaries same as railroad commissioners) to succeed to liquor regulatory and licensing powers of State Board of Equalization. Authorizes commission to employ twenty-five non-civil service employees. Requires seventy-five per cent license fees be returned to respective political subdivisions where collected for local enforcement of state liquor laws and rules of commission. Authorizes commission to enact fair trade practice and price-posting regulations. Provides for hearings by commission on license issuance, suspension, or revocation when requested by local governing bodies.

Sunday Closing Law

Initiative. Prohibits keeping open for business any store, barber shop, workshop, factory, or other place of business, or performing or employing labor, on Sunday; excepts necessary, charitable or recreational works, needful during day for good order, health or comfort of community, enumerating many thereof but declaring enumeration not all inclusive; excepts work by member of religious society which observes weekly for rest or worship a day other than Sunday, provided he keeps place of business closed and does not work that day. Declares contracts made on Sunday and acts limiting hours of labor of females not affected.
