Death Through Administrative Indifference: The Prison Litigation Reform Act Allows Women To Die In California's Substandard Prison Health Care System, Amy Pétre Hill
UC Law SF Journal on Gender and Justice
California's prison system, the nation's largest, developed a health care policy that is deliberately indifferent to the medical needs of women while still spending significantly more per prisoner for health care than other large states. However, the Prison Litigation Reform Act of 1996 interacts with California's prison administrative law to prevent women inmates from seeking emergency injunctive relief from the federal courts. Legal and legislative tools can be used at the federal and state level for short- and long-term reform of the California Department of Correction's health care system to stop the needless deaths of California's female inmates. HOMEOWNER'S REAL PROPERTY TAX EXEMPTION AND RENTER'S TAX CREDIT. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Beginning January 2005, increases homeowner's real property tax exemption from $7,000 to $32,000 of the full value of the homeowner's residence. Beginning January 2005, provides $250 "supplemental renter's tax credit" for married couples, heads of households, surviving spouses; and $125 for all other qualified renters. Provides for annual adjustments to homeowner's exemption based on increases to state Consumer Price Index; and comparable increase in renter's tax credit if homeowner's exemption is increased. Authorizes Legislature to enact additional increases to homeowner's exemption and renter's credit. Summary of …

While the privacy concerns raised by technological advances are widely recognized, recent terrorist attacks and developments in surveillance and information technologies have led to a convergence of technologies that present new challenges to the right to privacy.
This Note gives a general background on video surveillance and facial recognition software and discusses the technology behind, and uses of, closed circuit television in the United States and elsewhere. Eyewitness identifications play an important role in the criminal justice system. However, the procedures surrounding these identifications are fraught with potential for error, and the Supreme Court has recognized the "vagaries of eyewitness identification." Over the past thirty years, researchers have established a considerable body of evidence demonstrating that simultaneous lineup procedures result in greater error than sequential lineups. Nevertheless, most law enforcement agencies persist in utilizing the simultaneous lineup procedure. The proliferation of location services brought on by technology like the Global Positioning System promises to bring new convenience to our lives. But this new technology also brings with it an all-toofamiliar problem-how to ensure personal privacy. Some consumer advocates have referred to the technology as "digital dog tags" and warned that location information will be sold to third parties such as aggressive advertisers or employers. This Note concludes that the torts that currently protect privacy offer very little protection to consumers whose location information is misused by third parties.
