Authorizes Bonds To Fund Projects For Wildfire Prevention, Safe Drinking Water, And Protecting Wildlife And Lands From Climate Risks. Initiative Statute.

Initiatives

Authorizes $7.883 billion in state general obligation bonds for various projects to mitigate climate risks and impacts in the following categories: $3.508 billion for wildfire prevention and community resilience; $2.2 billion for safe drinking water; $975 million for fish and wildlife; $770 million for coastal lands, bays, and oceans; $200 million for agricultural lands; and $230 million for workforce development and education regarding these issues. Appropriates money from General Fund to pay off bonds. Generally prioritizes projects benefiting disadvantaged communities. The Shortcomings Of Regulating Pesticides Internationally And How Disadvantaged Communities Pay The Price, Alex Sauerwein

Glyphosate is a toxic pesticide heavily used in food production. As a result, glyphosate ends up in the air we breathe and the water we drink. The increasing spread and use of glyphosate have many negative impacts on public and environmental health. Researchers are finding links between the use of glyphosate and cancer, Parkinson disease, and lower IQ rates in humans. Researchers have also linked glyphosate to environmental harms, like decreased biodiversity and unintended killing of fish near farms. International law has attempted to limit the use of toxic chemicals through hard law principles like the Rotterdam Convention and soft …

The Third Rail Of San Francisco Politics: Transportation, Race, And The Central Subway, Wendell Lin

In the backdrop of intense political division, San Francisco is proud to be a beacon of diversity and inclusion. But the “sanctuary city” has an appalling history of racism and continues to relegate marginalized communities with transportation infrastructure decisions that exacerbate racial segregation and economic inequality. This Note exposes the racial bias underlying decisions with respect to transportation infrastructure, concluding that grassroots organizing, transparent decision making processes, and enhanced government accountability are three necessary means to protect the public’s interest.

Requires Legislative Supermajority Vote Approving Use Of Cap-And-Trade Reserve Fund. Legislative Constitutional Amendment.

Propositions

Beginning in 2024, requires that cap-and-trade revenues accumulate in a reserve fund until the Legislature, by a two-thirds majority, authorizes use of the revenues. Fiscal Impact: Beginning in 2024, potential temporary increase in state sales tax revenue, ranging from none to a few hundred million dollars annually, and possible changes in how revenue from sale of greenhouse gas emission permits is spent.

This Note offers a comprehensive look at the constitutional rights of future generations with respect to climate change. On August 12, 2015, Our Children's Trust filed a lawsuit against the federal government asserting that the government has failed to protect present and future generations from a human caused climate catastrophe. Inspired by Our Children's Trust's lawsuit, this Note seeks to establish that future generations are entitled to constitutional protection from climate change.
