The Politics Of Public Budgeting In Illinois (Second Edition), John Jackson, John Foster May 2021

The Politics Of Public Budgeting In Illinois (Second Edition), John Jackson, John Foster

The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)

This paper is about taxing, revenue, and public budgeting in Illinois. The concept of public budgeting includes both the revenues raised by government and the ways in which those revenues are spent on the functions and programs sponsored by governments. This paper focuses especially on spending, that is, on how and where revenue is distributed in the state in the form of public services and programs. It provides relevant data on the statewide distribution patterns and especially the question of whether those expenditures of the tax-payers’ money disproportionately benefit one region over the other. This question has provoked a long …

Reflecting On Reflections: An Autoethnographic Approach To The Phenomenology Of Gender Dysphoria Within Transgender Identity, Madeline Wiles May 2021

Reflecting On Reflections: An Autoethnographic Approach To The Phenomenology Of Gender Dysphoria Within Transgender Identity, Madeline Wiles

Research Papers

This research report focuses on the author’s narrative in understanding her transgender identity through her relationship with mirrors and reflective objects. The author argues gender is not inherently located within biology or the body, and society’s misperception of gender norms creates gender dysphoria for transgender people. The gender dysphoria is then phenomenologically understood while gazing upon the reflection in the mirror. Using an autoethnographic approach, the author recalls painful memories of her journey to understand gender as a performative experience that does not rely on anatomy limitations. She draws upon research from performative scholars to further her argument that everyday …

Topological Structure Of Electromagnetism, Alie Alanazi Apr 2021

Topological Structure Of Electromagnetism, Alie Alanazi

Research Papers

There is a topological structure in the set of the electromagnetic field. The electromagnetic field boundary-value problems are obtained as solutions to Maxwell’s equations, which are first-order partial differential equations. This study will verify Maxwell’s equations in vacuum and have topological solutions characterized by the corresponding Hopf index n. Besides, this work will use the topological structure given by a scalar field, which represents a map S 3 × R → S 2 and determines the electromagnetic field through a certain transformation. We will show that the topological structure of the electromagnetic field is due to Maxwell’s divergence conditions.

The Framing Of The Common Core State Standards In The New York Times And Chicago Tribune From 2014-2015, Conor Joseph Byrne

Research Papers

A narrative of optimism abounds in dominant U.S. culture regarding education as the “great equalizer” of society. As a result, the experience of the disenfranchised such as those with learning differences, English language learners, and racial minorities often go unnoticed or misrepresented. Other factors such as the role of big business and standardized testing in funding school districts avoid critical analysis, including in the mainstream media. In a content analysis of 120 articles from the New York Times and the Chicago Tribune covering Common Core State Standards from 2014-2015, this study discovers both newspapers fail to make significant mention of …

Following Kaepernick’S Example: A Comparison Of The First Amendment Rights Of High School And College Athletes And How Those Rights Apply To Kneeling During The National Anthem, Chad Leitch

Southern Illinois University Law Journal

Athletes protesting racial injustice by kneeling during the National Anthem before sporting event has become prevalent in this country. As these protests have increased, so have attempts to restrict these protests especially at the collegiate and high school level. This has raised the question of whether restriction on these protests by schools are a violation of the student-athletes’ First Amendment rights. This note begins with an overview of these protests, including how they began and examples, and then transitions into a determination of what the appropriate test is to determine whether restrictions on these protests by schools are constitutional or …

The New Skill On The Block: Using Social Media In The Law School Classroom To Facilitate Learning, Rosa Castello Mar 2021

The New Skill On The Block: Using Social Media In The Law School Classroom To Facilitate Learning, Rosa Castello

Southern Illinois University Law Journal

As more communication happens in formats online, including on social media sites, lawyers need to be comfortable and effective using this form of communication professionally. Thus, it is our obligation as professors to prepare them for this, using social media ourselves as part of the coursework we expect of students. But more than preparing students for the professional world, using social media in the classroom offers us an opportunity to facilitate learning of other content in the course. Having students participate in a social media platform enables professors to monitor student comprehension and progress, it encourages reticent students to participate, …

The ‘Spartan Academy’ Shield: How Courts Protect The Leader Development Education Model At Military Colleges, Christopher M. Hartley Mar 2021

The ‘Spartan Academy’ Shield: How Courts Protect The Leader Development Education Model At Military Colleges, Christopher M. Hartley

Southern Illinois University Law Journal

Military colleges in the United States are essential to the development of the capable leaders our armed forces require to achieve the mission and policy goals of the civilian government. But these education models often give rise to legal issues that cannot be resolved with a simple comparison to the traditional college model. This Article explores the relevant doctrines courts apply to the “Spartan Academy” educational model and reviews decisions concerning the model. While these institutions are generally provided significant legal latitude in their operations, they are not without constraints, and those constraints can vary by the characteristics of each …

The Benefits Of Dating Apps, Valeria Beltran Jan 2021

The Benefits Of Dating Apps, Valeria Beltran

2021

Online platforms such as Tinder, where one swipes through nearby potential partners until there’s a match, have completely taken over dating in the modern world. With its benefits and drawbacks, online dating has become more common over the years for users of all ages. Although many may focus on the negative sides of dating apps, there are plenty of positives that make the apps desirable to its users. The ability to find potential partners from one’s phone at any time while also determining what that relationship will entail before meeting face to face are both beneficial aspects of dating online. …

Hyperspectral Spectroscopy To Detect Different Responses Of Two Soybean (Glycine Max) Cultivars To Charcoal Rot (Macrophomina Phaseolina) Toxin, Ameer H. Al-Ahmadi, Arjun Subedi, Ruplal Choudhary, Ahmad Fakhoury, Dennis G. Watson Jan 2021

Hyperspectral Spectroscopy To Detect Different Responses Of Two Soybean (Glycine Max) Cultivars To Charcoal Rot (Macrophomina Phaseolina) Toxin, Ameer H. Al-Ahmadi, Arjun Subedi, Ruplal Choudhary, Ahmad Fakhoury, Dennis G. Watson

Articles

Previous studies have confirmed the potential of hyperspectral spectroscopy (HS) to detect charcoal rot toxin effect on soybean (Glycine max). However, there is no evidence that it can differentiate among difference responses to that effect. This research tested the potential of HS (900–2400 nm) to differentiate different responses to charcoal rot effect caused by the fungal pathogen Macrophomina phaseolina. Known susceptible ‘Pharaoh’ and resistant ‘Spencer’ cultivars of soybean seedlings at the V1 stage were tested, and HS reflectance was measured in each treatment at 0 h (just before toxin treatment), 24 h, and 36 h after toxin …

Unscripted Mock Trial And Full-Scale Litigation In A College Setting, Robert A. Kearney Jan 2021

Unscripted Mock Trial And Full-Scale Litigation In A College Setting, Robert A. Kearney

Southern Illinois University Law Journal

Mock trial programs in colleges do more than give students a taste of the lawyer’s life. At their best, they serve students: by connecting them to professional standards, by placing them in a competitive, though simulated, environment that requires critical thinking, teamwork, and resilience, and by giving students “authentic” learning activities not possible in the classroom. But in order to provide students with more than just a taste of litigation, one liberal arts school’s business program annually offers an open-enrollment, unscripted mock trial class that is both mock trial and full-scale litigation, complete with hours of depositions, tedious discovery, motion …

Tax Grab: A Comparative Analysis Of State Legislation Following The Supreme Court’S Decision In Wayfair, Matthew Dolan Jan 2021

Tax Grab: A Comparative Analysis Of State Legislation Following The Supreme Court’S Decision In Wayfair, Matthew Dolan

Southern Illinois University Law Journal

“Tax Grab” offers an analytical review of the Supreme Court’s landmark decision, South Dakota v. Wayfair. Prior to this decision, research showed that states failing to collect sales and use tax from online retailers lost between eight to thirty-three billion dollars annually. After the ruling in Wayfair, there was a boom in state sales tax legislation that created challenges for online and out-of-state vendors all over the country. This note will review and categorize several of these new sales tax laws, outline some of the issues vendors now face, and discuss the realities of resolving those issues for both the …

Challenging The Dominant Representation Of Immigrant Latinas In The United States: A Qualitative Analysis Of The Personal Stories Of Latina Pioneers From The 1950-1970s, Scarlett Rodriguez

Research Papers

The dominant representations of Latinx immigrants in the U.S. media do a disservice to the humanity of this group and overwhelmingly depict them in negative ways. This paper is an effort to counter these narratives and humanize the experiences of Latina immigrants. Specifically, it explores and analyzes four personal narratives from Latina women who migrated to the United States between 1950-1970s. The methodological approach in this report is qualitative and interpretive analysis, using open and axial coding. The author discusses how identities are constructed and shaped by the experiences of immigration, and connects it to extant research on power, coloniality, …

Economic Value Of Preemergence Als Herbicides In Soybeans, Kara Koester Dec 2020

Economic Value Of Preemergence Als Herbicides In Soybeans, Kara Koester

Research Papers

One of the pressing issues in university and industry weed management programs is herbicide resistance. Growers across the Midwest are facing weeds that are impacting yield and evolving resistance to multiple sites of action groups such as EPSP Synthase Inhibitors (5-enolpyruvyl-shikimate-3-phosphate), PPO inhibitors (protoporphyrinogen oxidase) , and HPPD inhibitors (4-hydroxyphenylpyruvate dioxygenase). Due to competitive weed infestations and potential resistance, it can be very costly and difficult to select an effective herbicide program for growers. Data was collected by Kara Koester at the Southern Illinois University Carbondale Research Center in Belleville, Illinois during the 2019 growing season. A regression model was …

Stop The Madness! An Examination Of Mental Health Stigma And Proposal To Implement Widespread Efforts For Its Reduction, Karon Donahue

Research Papers

Many people in the United States are affected by mental health conditions. Mental health stigma is a social problem characterized by negative representation in the media, numerous barriers to obtaining treatment, and feelings of shame for those affected by a mental health disorder. While there is evidence of positive outcomes to some anti-stigma campaigns, there has been a failure for these programs to become widespread, covering all parts of American society. This paper has been created to present recommendations for widespread initiatives at the federal and state level. Recommendations for training and sensitivity programs targeting places of employment and schools, …

Shifting Discourse On Climate And Sustainability: Key Characteristics Of The Higher Education Fossil Fuel Divestment Movement, Dylan Gibson, Leslie A. Duram

Publications

In the last decade, the fossil fuel divestment (FFD) movement has emerged as a key component of an international grassroots mobilization for climate justice. Using a text analysis of Facebook pages for 144 campaigns at higher education institutions (HEIs), this article presents an overview and analysis of the characteristics of the higher education (HE) FFD movement in the US. The results indicate that campaigns occur at a wide array of HEIs, concentrated on the east and west coasts. Primarily student led, campaigns set broad goals for divestment, while reinvestment is often a less clearly defined objective. Campaigns incorporate a mixture …

Disordered Eating Among Nonbinary Individuals, Marilyn Chung Dec 2020

Disordered Eating Among Nonbinary Individuals, Marilyn Chung

Dissertations

Research on influences of eating disorders have informed diagnosis and treatment of eating disorders, particularly for White cisgender women. A Perfect Biopsychosocial Storm is a theory of influences of disordered eating development: sociocultural influences of rigid body shape and size ideals, high rates of trauma and violence, experiences of objectification and sexualization, and biological changes (Maine & Bunnell, 2010). For transgender individuals, recent findings suggest disparities and negative mental health outcomes such as elevated prevalence of disordered eating, body image concerns, and self-reported disordered eating. For transgender men and women, researchers found that disordered eating may be related to attempts …

Documenting A Personal And National History: Echoes Of The Urban-Rural Divide In The Works Of Helga Gamboa, Sonja Gelin Dec 2020

Documenting A Personal And National History: Echoes Of The Urban-Rural Divide In The Works Of Helga Gamboa, Sonja Gelin

Honors Theses

This paper analyzes a series of vessels created by artist Helga Gamboa from 2003-2008. Gamboa, an Angolan artist, based in the United Kingdom, uses her work to recount the experiences of rural women during the Angolan Civil War (1975-2002) and her own experience growing up in the capital during the final years of the Salazar-Caetano regime. Gamboa’s syncretic approach incorporates European tin-glazing and indigenous African hand-building techniques. Early Modern Portuguese and traditional Southern Angolan material culture also guide the artist. The resulting works document a lasting urban-rural divide among Angolan women, dating back to colonial policy, liberation struggles, and civil …

An Examination Of Meat Consumption As A Pro-Environmental Behavior And Its Weak Correlation To Delay Discounting, Sarah Parkinson

Theses

This study presented meat consumption as an environmentally relevant behavior (ERB) and examined how the delay to an environmental loss might affect peoples’ decisions to eat meat. Participants completed a delay discounting survey where they selected what percentage of meat they would eliminate from their diet based on varying delays to rising sea levels flooding of their neighborhood. After watching a brief educational video, participants completed the survey a second time to examine whether the video had any influence on discounting rates in the post-survey. Participants also completed the 27-Item Monetary Choice Questionnaire (MCQ; Kirby & Marakovic, 1996) in order …

Expanding Perspectives Through Flight: Transformation Of Fear Through Arational Ways Of Knowing, Barbara Bickel

Publications

Danger and fear permeates all parts of our lives during this time of the COVID-19 pandemic. This arts-based auto-ethnographic writing explores living in a perpetual liminal space of unknowing is a disorienting experience at collective and individual levels. Living with and through the pandemic experience has offered a novel opportunity to stop and face both life and death from alternative perspectives. It gives rise to the question: Can we face our fear and relearn how to be in flight to gain greater perspectives rather than for escape and avoidance as only victims? The gift of symbolic and mythological flight offers …

Preventing Industry Abuse Of Cannabis Equity Programs, Daniel G. Orenstein Oct 2020

Preventing Industry Abuse Of Cannabis Equity Programs, Daniel G. Orenstein

Southern Illinois University Law Journal

Enforcement disparities have pervaded the history of U.S. drug control laws, particularly regarding cannabis. These disparities have systemically disadvantaged persons of color and other communities. Responding to these inequities, some state cannabis legalization campaigns have emphasized social justice goals, and states and localities have adopted cannabis social equity programs directed toward
communities disproportionately impacted by the War on Drugs. These programs encourage and assist individuals from target communities in entering the legal cannabis industry by offering access to grants, loans, and technical assistance and providing priority or preference in licensure, a significant advantage in a competitive industry. Equity programs serve …

Conversations With Each Other: Love Songs To The Earth, Adrian M. Downey, Gonen Sagy Sep 2020

Conversations With Each Other: Love Songs To The Earth, Adrian M. Downey, Gonen Sagy

Artizein: Arts and Teaching Journal

Conversation is a complicated, ever-changing, and dynamic space—a space which is foundational to both education and curriculum, broadly conceived. In this article, we continue our ongoing conversion through the notion of writing love songs to the Earth and to each other. Within the conversation, Gonen shares original poetry emergent from his lived experiences, while Adrian attends to Gonen’s poetry in prosaic response. In this, the socio-political moment of the Canadian movement toward reconciliation between Indigenous and non-Indigenous peoples, we view our relationship and our conversations as speaking back to the competitive languages of diasporic space and Indigenous place through an …

Who’S Curating?: Situating Autohistorias-Teorías In The Archives, Leslie C. Sotomayor, Julie M. Porterfield

Artizein: Arts and Teaching Journal

During the 2018-2019 academic year, we collaborated to facilitate a workshop for students in an Art Education course, using archival material from the Eberly Family Special Collections Library at Penn State. The course centered on diversity, pedagogy, and visual culture. Using our respective expertise in Art Education and primary source literacy, we chose the design and scope of the two-day workshop and subsequent assignment as a reflection for our passion for feminist theorizing and reimagining the academic White patriarchal canon in a predominantly White institution. As critical, feminist pedagogues, and in an effort to match the course theme, we chose …
