Buying From Secondary Markets: Acquiring Dollars And Sense, Julie Mosbo, John Ballestro
Articles
Between 2004 and 2008, Morris Library’s monographic budget was reduced by over $400,000 representing a fifty percent reduc- tion. The increase in serial prices forced the shifting of monograph funds to the serials budget. Despite this shift, the increase in serials costs, combined with an otherwise flat budget, resulted in two serials’ cancellation projects in a span of four years.
Faced with these economic realities, the acquisitions unit at Southern Illinois University’s Morris Library has sought alternative schemas to save money. One decision was to consider purchas- ing materials from secondary and used-book sources. For fiscal year 2009, a database …
The References Of The Twenty-First Century: Regulating Employers’ Use Of Social Networking Sites As An Applicant Screening Tool, Cara R. Sronce
The References Of The Twenty-First Century: Regulating Employers’ Use Of Social Networking Sites As An Applicant Screening Tool, Cara R. Sronce
Southern Illinois University Law Journal
The advent of the social networking website has transformed Internet usage from having a primarily information-seeking to information-sharing purpose. While these websites provide useful avenues by which to reconnect with friends and family or to promote a business or hobby, their positive utility is somewhat burdened by problems they can cause users. In particular, there is growing concern over the problems these websites cause job-seekers and potential employers, who may now look beyond what applicants present in their resumes, references, and interviews. Many now screen applicants based on the information gathered from browsing an applicant’s online personality. Because of the …
Let‘S Put The Fear In The Fera! Suggestions To Make The Fraud Enforcement And Recovery Act Of 2009 A Strong Fraud Deterrent, Jim Moye
Southern Illinois University Law Journal
In 2009, Congress passed the Fraud Enforcement Recovery Act to combat the recent surge in fraud. This article reviews the major fraud cases of the last two years, including healthcare fraud, mortgage fraud, and improper pharmaceutical labeling. It then argues that, although FERA was a valiant attempt by the federal government to address the surge in fraudulent behavior, the law did not go far enough to dissuade such behavior. The author proposes stronger measures, such as permanently banning FERA violators from federal contract and program consideration, increasing the financial liability of those violating the law to reflect the full financial …

A Characterization Of Power Method Transformations Through L-Moments, Todd C. Headrick
A Characterization Of Power Method Transformations Through L-Moments, Todd C. Headrick
Publications
Power method polynomial transformations are commonly used for simulating continuous nonnormal distributions with specified moments. However, conventional moment-based estimators can (a) be substantially biased, (b) have high variance, or (c) be influenced by outliers. In view of these concerns, a characterization of power method transformations by L-moments is introduced. Specifically, systems of equations are derived for determining coefficients for specified L-moment ratios, which are associated with standard normal and standard logistic-based polynomials of order five and three. Boundaries for L-moment ratios are also derived, and closed-formed formulae are provided for determining if a power method distribution has …

The Daily Brew: The Structural Evolution Of The Coffee Party On Facebook During The 2010 United States Midterm Election Season, Christopher Mascaro, Sean P. Goggins
2011
The activity of the Facebook Group, "Join the Coffee Party Movement" (Coffee Party) is studied during a 7-month period leading up to and following the 2010 United States Midterm election. During this time, Coffee Party Facebook page administrators posted 872 parent posts that received 152,762 comments from group members. Utilizing our previously established method (Mascaro & Goggins, 2011) for extracting and analyzing electronic trace data, we constructed a weighted social network from the parent posts and associated comments. We measured network centralization and total post activity for the entire network and identified individuals with high betweenness centrality across three dimensions: …
