The discipline of criminology has been dominated since the turn of the century by an explanatory paradigm' known as 'positivism'. The distinctive features of that paradigm have been both substantive and methodological. On the substantive side 'positivist criminology' has been marked by a commitment to the explanation of criminal behaviour (and deviance generally) in terms of characteristics of the individual. Thus positivist criminology has been notable for its explanations of criminal behaviour in terms of gross bodily features, patterns of child-rearing, genetic defect, and idiosyncratic personality traits. A model of strategic risk taking incorporating environmental, industrial, organizational, decision maker, and problem variables is presented. The model is intended to be both a preliminary conceptualization of strategic risk taking and a stimulant for future research on risk taking in strategic management decisions. Relevant research from a number of disciplines is summarized, and the potential impacts of particular variables on the propensity to take strategic risks are examined.

The contemporary crisis in the maintenance of civil order on both sides of the Irish border has initiated unique developments in the "system" of criminal justice within Ireland. The government of the Republic and the administration of the Province have responded to various attacks on their legitimacy by relying on the controls of the criminal sanction, while radically altering the process through which that sanction is applied and accorded its full effect. Integrating Zero-Base Budgeting With Management-By-Objectives: An Empirical Inquiry, John Joseph Williams, James D. Newton, Eric A. Morgan

Popular arguments in the management literature advocate the implementation congruity and complementarity of zero-base budgeting (ZBB) with an established management-by-objectives (MBO) system. The present study examined management perceptions on 28 ZBB implementation variables for MBO users and non-MBO users which were gathered from 153 managers at two hierarchical levels within a single private sector organization. Results from both univariate and multivariate tests indicate that ZBB implementation was not facilitated by the existence of an MBO system for either lower level management or for upper level management. The issues analyzed in this paper are the extent to which unit costs and production labor requirements might be reduced in manufacturing industries if there is more widespread use of industrial robots and flexible systems. The analysis is reported in detail in Miller (1983). These issues are analyzed from two different perspectives. The technological focus of the first perspective is narrowly confined to the use of robotic manipulators. In a research note on 'How Capitalism Infringes Property Rights' {PoliticalStudies, XXXI (1983), pp. 656-61), Peter Morriss attempts to demonstratethat a Nozickian version of rights theory is incompatible with that account ofcapitalism which emphasizes the importance (and value) of entrepreneurialrisk-taking and entrepreneurial failure. Because bankruptcy is an acceptedconsequence of entrepreneurial failure, capitalism, which condonesbankruptcy, in fact condones the violations of the rights of creditors. The paper deals with the question whether gatekeepers arise spontaneously (non-hierarchical) or are created by administrative action (hierarchical). The author's approach to the problem relies on the use of a lifecycle model of an organisation devised by Utterback and Abernathy. They distinguish a product-innovation, a transitional and process- innovation (consolidation) phase in the development of an enterprise. The author's hypothesis is that gatekeepers can arise via either route depending on the phase in which enterprise is operating. Hermeneutics, as a philosophical enterprise, is not new; it can be traced back at least to Friedrich Schleiermacher (1768-1834) and Wilhelm Dilthey (1833-1911).1 Yet hermeneutics did not reach its philosophical maturity and acquire the worldwide recognition that it deserves until Hans-Georg Gadamer published his magnum opus, Truth and Method, in 1960.2 Here, with the help of Heidegger, hermeneutics is transformed from a general methodology of the "human sciences" (Geisteswissenschaften) into a full-fledged "practical" philo- sophy.3 With Gadamer, as we shall see, hermeneutics can no longer be under- stood as merely a theory of interpretation; rather, it is to be seen …

This paper presents a physical interpretation of estimating the parameters of a linear functional relationship model. The estimates are determined from the stable equilibrium position of a mechanical system. It is found that the estimates obtained from the physical model coincide with the maximum likelihood estimates.

A framework for market analysis based on customer perceptions of substitutability-in-use is presented. An empirical application in the financial/banking services market is used to illustrate that when product preferences are dependent on the use/consumption context (especially relevant when products have multiple uses), situational variables can help predictive ability, and hierarchical clusters (requiring exclusive group membership) may be misleading. Additionally, it is shown that interactions among situation, product, and person factors may be more managerially meaningful than the main effects.

Despite the reality of partition that created "two Irelands," comparative analysis of the state's reactions to terrorism in the Province and in the Republic is rare. The struggle over reunification, which permeates society on both sides of the border, is usually viewed by the populist press not from the Irish viewpoint, but rather from the perspective of the British government. Given this bias, organized resistance -- most notably in the North of Ireland -- is represented as an assault on a majority-supported state. Industrial robots are automation, but with a difference. Other machine tools are extensions of human capabilities, while robots are seen mainly as substitutes for human workers. Robots will find most of their industrial applications during the next decade or two in the metal-working sectors, where they will begin to displace semiskilled machine operatives in medium to large batch production operations. They cannot substitute for skilled machinists or other workers doing nonroutine jobs, or specialized, dedicated hard automation used in mass production. The influence of unemployment insurance on wage and layoff behavior is analyzed in the context of optimal labor contracts. Responses of contract terms to changes in economic parameters are shown to depend in general on the nature of the initial contract, the degree of workers' risk aversion, and the resolution of bargaining conflict. Layoffs are not necessarily reduced by an increase in experience rating or a reduction in the UI benefit. Product demand fluctuations tend to induce procyclical employment fluctuations but not wage fluctuation. An implication of optimal contracts with private insurance suggests a reason for government intervention in UI …

The English jury has recently been undergoing various alterations. These changes have their roots in assumptions, often not clearly identified, about the nature and purpose of the jury within the criminal justice system. Once the purpose and ideals of the jury system are identified, and there may be arguments about what they are,' it becomes apparent that there may be a conflict about how they should be put into practice. Many studies have concluded that multinational firms do not create significant technical and other vertical linkages in developing host countries. This case study of three multinational firms in the export-oriented electronics industry in Singapore shows that under certain conditions multinational firms can lead in creating local vertical linkages. It suggests that restrictive government policies to increase local purchases may not be necessary, effective or desirable in promoting local linkages by export-oriented multinational firms that respond primarily to international market conditions. Clearly, if a man holds a self-contradictory belief, then his belief cannot be rational, for there can be no set of evidence sufficient to justify it. This is most apparent when the self contradictory belief is a belief in a conjunction, (e.g., a belief that p & ~p), rather than when it is a non-conjunctive self-contradictory belief, e.g. a belief that red is not a color.
