Earth observation satellites, long a mainstay of U.S. intelligence-gathering, are now presenting new challenges for U.S. national security. The United States and the Soviet Union have long since reconciled themselves to being spied on by each other from space. Now, however, the advent of imaging satellite systems owned and operated by a variety of third parties, including governments other than the superpowers (France, Canada, the European Space Agency, India, and China) and private companies, is raising new concerns for U.S. peacetime foreign relations and military activities, and for crisis management and war- time operations. An upper bound on the bit-error probability (BEP) of a linear cyclic code over GF(2l) with hard-decision (HD) maximum-likelihood (ML) decoding on memoryless symmetric channels is derived. Performance results are presented for Reed-Solomon codes on GF(32), GF(64), and GF(128). Also, a union upper bound on the BEP of a linear cyclic code with either hard- or soft-decision ML decoding is developed, as well as the corresponding bounds for the extended code of a linear cyclic code. Manufacturing has gained over the last years in attention as a tool to create competitive advantage. For four years now a survey has been carried out by a research team at Insead to build a database on the manufacturing strategies as they are defined and implemented by large European companies. In this paper some of the 1987 data are presented, and a comparison of manufacturing strategies of large companies in the three most important European countries is made. It is shown how the concerns of the managers of firms with flexible manufacturing system projects (FMS) differ from those of manufacturing firms without FMS projects. An economic model is developed from which two hypotheses are obtained. The first hypothesis is that firms were investing in FMS to deal with the variance in their inputs. The second proposition is that firms wished to use FMS to deal with the variance in their outputs. Through an analysis of manufacturing survey data it was found that firms planning to implement FMS were statistically more concerned about vendor quality and vendor lead times …

This study attempted to explain Bowman's risk-return paradox in terms of recent research in behavioral decision theory and prospect theory. The research emphasized the role of reference, or target, return levels in analyzing risky choices. For returns below target, a large majority of individuals appear to be risk seeking; for returns above target, a large majority appear to be risk averse. Using extensive COMPUSTAT-based data on U.S. firms, we consistently found a negative risk-return association for firms having returns below target levels and a positive association for firms with returns above target. This article intends to analyse recent structural patterns, development problems and the reasons for rehabilitation of the urban private economy in the People’s Republic of China since 1978. The authors start from the thesis that the so-called “private sector” in China is not comparable with its “out”-differentiated counterpart in Western industrial countries, but is interlaced, in a complex way, with informal, partly illegitimate activities, interpersonal relation-networks (“guanxi”) or economic transactions of state/collective factories. Within the context of industrial restructuring, it is not uncommon to use terms, such as 'higher value-added per worker', or 'low or high value added activities', and 'high technology' industries. The present note attempts to use the theoretical work in the field of international trade to sharpen our understanding of the relationships among the concepts of value added per worker, capital accumulation, and technical progress. We show that for a large country, capital accumulation raises the real value added per worker in both industries. Through analysis of specific decisions in the management of manufacturing in 163 companies, we have identified the key dimensions along which mort of the differences among manufacturing strategies can be explained. Previous research—mostly based on clinical observations—has focused on describing the typical decision categories in manufacturing strategy. Our large sample has allowed us to move beyond that and focus on the differences among manufacturing strategies. Data were collected by mailed questionnaires as a part of a large research project ‘Manufacturing Futures’. A problem in designing semiconductor memories is to provide some measure of error control without requiring excessive coding overhead or decoding time. In LSI and VLSI technology, memories are often organized on a multiple bit (or byte) per chip basis. For example, some 256K bit DRAM's are organized in 32K ?? 8 bit-bytes. Byte-oriented codes such as Reed-Solomon (RS) codes can provide efficient low overhead error control for such memories. However, the standard iterative algorithm for decoding RS codes is too slow for these applications. The preface paradox strikes us as puzzling because we feel that if a person holds a set of inconsistent beliefs, i.e. beliefs such that at least one of them must be correct, then he should give at least one of them up. Equally, if a person's belief is rational, then he has a right to hold it. The performance of a concatenated coding scheme for error control in ARQ systems is analyzed for both random error and burst-error channels. In particular, the probability of undetected error and the system throughput are calculated. In this scheme, the inner code is used for both error correction and error detection, and the outer code is used for error detection only. Interleaving/deinterleaving of the outer code is assumed. A retransmission is requested if either the inner code or the outer code detects the Presence of errors. Various coding examples are considered. Ethnicity of models used in advertisements and the advertised product's country of origin are manipulated experimentally to study how attitudes toward advertising and products lead to behavioral intention. A sample of Singaporean students' traditional Eastern values about family and conformity are also examined. Patterns of results for three products are consistent with theoretical predictions of cognitive processes, and attitude-intention links appear stronger than do those in similar tests in the West. Culture has mixed effect.

Economic relations between the countries of ASEAN and Australia have developed rapidly in the past 25 years. All countries in the region share a powerful interest in the maintenance of a liberal international trading environment. There is also confineable scope for an expanded. mutually beneficial bilateral relationship if a range of barriers to commercial contact are removed. This note reexamines the general class of Sargan densities analyzed by Goldfeld and Quandt (1981), Kafei and Schmidt (1985), and others in the context of approximating normal densities in certain econometric models. It suggests a third-order Sargan density which complies with the Goldfeld and Quandt criteria, is unimodal, and is the best approximation to the normal for orders less than or equal to 3. Some errors in Goldfeld and Quandt paper are corrected.

The large majority of modern production companies have at their disposal a multitude of computer systems. The immediate challenge for these companies consists of integrating these computer systems and databases. How will one arrive at this integration? On the basis of a questionnaire administered among a group of 174 large European manufacturers, one comes to the conclusion that this integration is one of the immediate priorities for this group of companies. This paper investigates changes in the process control of a vehicle assembly plant which had been modernized from a principally manual procedure to one that uses programmable automation extensively. Process control is defined as the information flow and decision-making required to perform basic process operations. We investigate the effects of implementing a computer-integrated production system on the amount and types of process control decision-making and on the distribution of process control decision-making between humans and machines. This paper provides an analytical study of linear regressions involving the levels of economic time series. An asymptotic theory is developed for regressions that relate quite general integrated random processes. This includes the spurious regressions of Granger and Newbold (1974) and the recent cointegrating regressions of Granger and Engle (1985). An asymptotic theory is developed for the regression coefficients and for conventional significance tests. It is shown that the usual t- and F-ratio test statistics do not possess limiting distributions in this context but actually diverge as the sample size T ↑ ∞. Examined the possibility that distinct languages are capable of exerting language-specific effects on people's impressions of and memory for other individuals. Parallel English- and Chinese-language descriptions were created of 2 characters exemplifying personality schemas with economical labels in English but not in Chinese, and 2 characters exemplifying personality schemas with economical labels in Chinese but not in English. Three groups of 12 undergraduates participated as Ss-English monolinguals, Chinese-English bilinguals who read and responded in English, and Chinese-English bilinguals who read and responded in Chinese. This article deals with some problematic aspects of the general reception of English law in Singapore. It examines, first, the concept of the 'cut-off' date for statutes and the common law. The second substantive part deals with the concepts of suitability and modification, analysing their theoretical cogency as well as their application in the local context. The third and final part of the article examines the relationship between reception and stare decisis, indicating and examining potential contradictions as well as other allied issues.

What factors influence the level of trade flows that occur between nations? Past studies have answered this question primarily in terms of distance and economic size. The present study considers additional variables as potential determinants of trade relations between nations. Also, trade flows are analyzed by the type of products being exported and imported. The findings show that several additional variables are significant determinants of the level of bilateral trade relations between nations. In addition, it is found that models of trade flows are more appropriate for manufactured goods than they are for basic commodities.

The flow of technological information, in particular the type of sources and transfer channels for technological information has been a focus of research interest since the very first studies concerning management of research and development. However, the results of these empirical studies, although encouraging and useful to managers, leave several questions unanswered, and even worse, contain some contradictions.
