Placing The Cart Before The Horse: E-Records Policy Experiences And Lessons From Zimbabwe’S Provincial Government, Samson Mutsagondo, Petronella Katekwe
Library Philosophy and Practice (e-journal)
There is remarkable growth in use of electronic records in Zimbabwe. The professional management of such records is brought under spotlight as government ministries in the Midlands province of Zimbabwe manage electronic records without electronic records policies in place. The absence of electronic records policies implies lack of guidance regarding what should be done, how, when, why and by whom. The implementation of electronic records programmes in provincial government ministries before formulating and mobilising policies that guide such programmes is akin to placing the cart before the horse. Developing countries which face similar scenarios may take a leaf from the …

From a theoretical perspective, individuals are expected to sacrifice their welfare only when the benefits outweigh the costs. In nature, however, the costs of altruism and spite can be extreme, as in cases of irreversible sterility and self-destructive weaponry. Here we show that “extraordinary” self-sacrifice—in which actors pay costs that exceed the benefits they give or the costs they impose on recipients—can evolve in structured populations, where social actions bring secondary benefits to neighboring kin. When given information about dispersal, sedentary actors evolve extraordinary altruism towards dispersing kin. Likewise, when given information about dispersal and kinship, sedentary actors evolve extraordinary …

We use spectral energy distribution (SED) fitting to place constraints on the stellar population properties of 29 quiescent ultra-diffuse galaxies (UDGs) across different environments. We use the fully Bayesian routine PROSPECTOR coupled with archival data in the optical, near, and mid-infrared from Spitzer and Wide-field Infrared Survey Explorer under the assumption of an exponentially declining star formation history. We recover the stellar mass, age, metallicity, dust content, star formation time scales, and photometric redshifts (photo-zs) of the UDGs studied. Using the mid-infrared data, we probe the existence of dust in UDGs. Although its presence cannot be confirmed, we find that …

Highland barley was fermented with Cordyceps militaris, Stropharia rugoso-annulata, Morchella esculenta, Schizophyllum commune and Tremella sanguinea. The flavor profiles were investigated by electronic nose (E-nose), headspace solid-phase microextraction gas chromatography-mass spectrometry (HS-SPME-GC-MS) and sensory evaluation by train panel. Fermentation with mushroom mycelium was able to change the aroma profile of highland barley. The original strong grassy taste was reduced due to a decrease in hexanal, decanal and 2-pentylfuran, and new aromatic flavors (floral, sweet and mushroom fragrance) were acquired after fermentation. The overall flavor of the fermented highland barley varied with mushroom strains. Schizophyllum commune gave a heavier sour taste …

The volatile compounds in Jinhua ham samples after different aging times were characterized using solvent-assisted flavor evaporation (SAFE), solid-phase microextraction (SPME), and needle trap (NT) extraction methods combined with gas chromatography–time-of-flight mass spectrometry (GC–TOF/MS). Hundreds of aroma compounds were identified, including aldehydes, alcohols, ketones, furans, esters, acids, pyrazines, and sulfides. The results showed that NT extracted the greatest number of volatile compounds, whereas the extraction efficiency of SPME headspace adsorption was highest among the three sample preparation methods. Principal component analysis of SPME effectively distinguished the variation in the aroma of the Jinhua hams specific to aging time. Butyrolactone, 2,6-dimethylpyrazine, …

Music can play an important role in the well-being of the world. Indian classical music is unique in its requirement for rigorous, disciplined, expert-led training that typically goes on for years before the learner can reach a reasonable level of performance. This keeps many, including the first author of this paper, away from mastering the skill. The problem is particularly compounded in rural areas, where the available expertise may be limited and prohibitively expensive, but the interest in learning classical music still prevails, nevertheless. Machine Learning has been complementing, enhancing, and replacing many white-collar jobs and we believe it can …

Background: Identifying animal behaviors, life history states, and movement patterns is a prerequisite for many animal behavior analyses and effective management of wildlife and habitats. Most approaches classify short-term movement patterns with high frequency location or accelerometry data. However, patterns reflecting life history across longer time scales can have greater relevance to species biology or management needs, especially when available in near real-time. Given limitations in collecting and using such data to accurately classify complex behaviors in the long-term, we used hourly GPS data from 5 waterfowl species to produce daily activity classifications with machine-learned models using “automated modelling pipelines”. …

The Hubbard model is an essential tool for understanding many-body physics in condensed matter systems. Artificial lattices of dopants in silicon are a promising method for the analog quantum simulation of extended Fermi-Hubbard Hamiltonians in the strong interaction regime. However, complex atom-based device fabrication requirements have meant emulating a tunable two-dimensional Fermi-Hubbard Hamiltonian in silicon has not been achieved. Here, we fabricate 3 × 3 arrays of single/few-dopant quantum dots with finite disorder and demonstrate tuning of the electron ensemble using gates and probe the many-body states using quantum transport measurements. Purpose: Muscle dysmorphia is generally classified as a specific form of body dysmorphic disorder characterized by a pathological drive for muscularity and the preoccupation that one is too small or not sufficiently muscular. The majority of research on the condition has been conducted in cisgender men with a paucity of literature on gender minority people, a population that is at risk for muscle dysmorphia. One of the most widely used measures of muscle dysmorphia symptoms, the Muscle Dysmorphic Disorder Inventory (MDDI), has not been psychometrically validated for use in gender minority samples, the aim of the present study. Methods: We …

Satellite thermal remote sensing has been utilized to examine the urban heat dynamics in relation to the urban traffic restriction policy. During the 2008 Olympic Games in Beijing, the traffic volume was approximately cut off by half through the road space rationing. Based on daily MODIS satellite thermal observations on the surface temperature, statistical models were developed to analyze the contribution of traffic volume reduction to the urban heat intensity and spatial extent. Our analyses show that cutting off half of the traffic volume has led to a marked decrease in the mean surface temperature by 1.5–2.4 °C and shrinkage …
