Library Philosophy and Practice (e-journal)
An institutional repository (IR) is a digital collection that archives and provides access to an institution's scholarly and creative output, such as a university, research organization, or museum. The purpose of an IR is to collect, preserve, and share the intellectual work of an institution, making it accessible to a wider audience. An IR typically includes research articles, conference papers, theses and dissertations, preprints, reports, datasets, multimedia, and other scholarly and creative works produced by faculty, staff, and students. An institutional profile in Google Scholar can function as an institutional repository. While it may not have all the features and …

A Gravity Model Integrating Land-Use And Transportation Policies For Sustainable Development: Case Study Of Fresno, California, Chih-Hao Wang, Na Chen
A Gravity Model Integrating Land-Use And Transportation Policies For Sustainable Development: Case Study Of Fresno, California, Chih-Hao Wang, Na Chen
Mineta Transportation Institute
The idea of urban compaction has been long proposed and promoted to address the problem of urban sprawl in many American cities. However, there are still rare successful cases of such implementation in the United States. This study uses a classic gravity model, TELEM (Transpiration, Economic, and Land-Use Model) to examine to what extent a land-use or transportation policy must be regulated to make the urban compaction occur in a typical auto-dependent city—Fresno, California. Five scenarios are considered (BL, L1, L2, T1, and T2), in which the baseline (BL) is a natural growth scenario. Without any policy interventions, the city …

Modeling And Evaluating Alternatives To Enhance Access To An Airport And Meet Future Expansion Needs, Srinivas S. Pulugurtha, Abimbola Ogungbire, Chirag Akbari
Mineta Transportation Institute
The continued growth of air travel calls for the incessant construction effort at many airports and their surroundings. Thus, there is a need to determine how airports can better manage existing infrastructure to accommodate this growth. This study, therefore, focuses on (1) investigating how changes in transportation infrastructure have affected travel time reliability (TTR) of the surrounding road network within the airport vicinity over time, and, (2) exploring selected unconventional intersection designs and proposing new inbound/outbound access routes from the nearby major roads to the airport. The efficiency of road networks that surrounds large airports is discussed using Charlotte Douglas …

Using Thermal Remote Sensing To Quantify Impact Of Traffic On Urban Heat Islands During Covid, My-Thu Tran, Bo Yang
Mineta Transportation Institute
A three-month lockdown in the U.S. at the beginning of the COVID-19 outbreak in 2020 greatly reduced the traffic volume in many cities, especially large metropolitan areas such as the San Francisco Bay Area. This research explores the impact of transportation on climate change by using remote sensing technology and statistical analysis during the COVID-19 lockdown. Using thermal satellite data, this research measures the intensity of the urban heat island, the main driver for climate change during the urbanization process. The research team acquired morning and afternoon MODIS data in the same periods in 2019 before the pandemic and 2020 …

What Do Americans Think About Federal Tax Options To Support Transportation? Results From Year Thirteen Of A National Survey, Asha Weinstein Agrawal, Hilary Nixon
Mineta Transportation Institute
This report summarizes the results from the thirteenth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally-representative sample of 2,620 respondents completed the online survey from January 31 to March 10, 2022. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. In addition to asking directly about support for these tax options, the survey collected data on respondents’ views on the quality of their local transportation …

We simulate the introduction of shared, automated, and electric vehicles (SAEVs) providing on-demand shuttles service in a large-scale transport digital twin of the San Francisco Bay Area region (California, USA) based on transit supply and demand data, and using the mesoscopic agent-based Behavior, Energy, Autonomy, and Mobility beta software (BEAM) developed at the Lawrence Berkeley National Laboratory (LBNL). The main goal of this study is to test the operations of this novel mobility service integrated with existing fixed-route public transportation service in a mesoscopic simulation of a real case scenario, while testing the BEAM beta software capabilities. In particular, we …

Eelgrass creates critical coastal habitats worldwide and fulfills essential ecosystem functions as a foundation seagrass. Climate warming and disease threaten eelgrass, causing mass mortalities and cascading ecological impacts. Subtidal meadows are deeper than intertidal and may also provide refuge from the temperature-sensitive seagrass wasting disease. From cross-boundary surveys of 5761 eelgrass leaves from Alaska to Washington and assisted with a machine-language algorithm, we measured outbreak conditions. Across summers 2017 and 2018, disease prevalence was 16% lower for subtidal than intertidal leaves; in both tidal zones, disease risk was lower for plants in cooler conditions. Even in subtidal meadows, which are …

Paper, Papermaking & The History Of Libraries, Patrick F. Roughen Jr
Library Philosophy and Practice (e-journal)
This article traces the history of the relationship of papermaking and paper to libraries over time. Paper was first made in China and is traditionally considered one of that nation’s four greatest inventions, along with gun powder, printing, and the compass. Papermaking was often associated with archives in its early development in China, as well as when it was introduced to Japan, where it came to be a part of some Shinto and Buddhist temples, and later governmental agencies. Under Islam, the availability of paper was linked to increased literacy and growth of libraries. In early modern Europe, before the …

Wildfire frequency has increased in the Western US over recent decades, driven by climate change and a legacy of forest management practices. Consequently, human structures, health, and life are increasingly at risk due to wildfires. Furthermore, wildfire smoke presents a growing hazard for regional and national air quality. In response, many scientific tools have been developed to study and forecast wildfire behavior, or test interventions that may mitigate risk. In this study, we present a retrospective analysis of 1 month of the 2020 Northern California wildfire season, when many wildfires with varying environments and behavior impacted regional air quality. We …

Examining Librarians’ Rights In The Philippine Copyright Law: The Academic Law Librarians' Standpoint, Willian Sa Frias, Bryan Boy C. Cortez
Library Philosophy and Practice (e-journal)
Academic law librarians have two primary responsibilities in the profession: to be faithful to the fundamental law of library science, and to be the frontrunners in implementing the law of the land. The Philippine copyright law tests the academic law librarians' purpose in accomplishing both responsibilities. In this pandemic, when most library services are on online modality, the academic law librarians’ duty of providing information the fastest way possible may slow down due to their obligation to abide by the copyright law. To avoid this scenario and provide recommendations when this happens, the researchers of this study examines the overall …
