Alternative Project Delivery Methods (APDMs) are increasingly being recognized as effective alternatives to the traditional Design-Bid-Build (DBB) approach for transportation projects. As APDMs gain traction among California’s transportation agencies, understanding the legislative frameworks that enable their use and the characteristics of each method is critical. This study benchmarks the existing use of APDMs in California transportation agencies of varying types and sizes, while considering the characteristics (advantages and barriers/challenges to implementation) of each APDM and the authorizations enabling its implementation. Sameness and difference are among the most fundamental and yet most tension-laden categories in philosophy, bearing directly on the conditions under which judgment, classification, and meaning become possible. This article critically reconstructs and compares two influential but methodologically divergent approaches to this issue in contemporary comparative philosophy. One is Brook Ziporyn’s idea of coherence, which seeks to articulate a non-substantialist metaphysics as a response to tensions internal to the Western metaphysical tradition. The notion that the organization of large-scale social structures are rooted in domestic ones has a longstanding history in both Chinese and Greek classical political philosophy. Aristotle and Confucius independently reasoned that a good family, one with a strong father, mapped onto a good state, one with a strong king - though they differed on the details. While there is a strong literature juxtaposing these two titans, less attention has been paid to how their ideas compare with other philosophical traditions. This paper examines the philosophical coherence of B.R. Ambedkar’s reconstruction of his (Navayāna) Buddhism in relation to John Dewey’s pragmatism. Building on Scott Stroud’s reading of Ambedkar as a Deweyan Pragmatist (2017, 2023), it argues that Dewey’s evolutionary naturalism, his conception of growth, and pragmatic redefinition of concepts provide Ambedkar with the methodological tools for a naturalistic and socially reconstructive reinterpretation of Buddhist doctrines such as anicca (impermanence), dhamma (Buddha’s teaching), nirvāṇa (enlightenment), karuna (compassion), etc. Ambedkar transforms impermanence from a metaphysics of flux into an ethics of progressive growth, and recasts dhamma as a social morality grounded in fraternity …

To study a subject similarly represented in Eastern and Western cultures, I examine some classical theories of war strategy according to a new analytical method. This method is based on the recognition that the most important strategic theories are organized as theories essentially not deduced from axioms according to classical logic. Such theories reason through doubly negated propositions (DNPs), whose meanings differ from those of their affirmative counterparts. This corresponds to the use of intuitionist logic instead of classical logic. An inspection of the works of the texts of Sun Zi, Lazare Carnot, and Clausewitz reveals many such propositions, and …

This paper proposes a recurrent neural network (RNN) model of dead 10 h fuel moisture content (FMC) for real-time forecasting. Weather inputs to the RNN are forecasts from the High-Resolution Rapid Refresh (HRRR), a numerical weather model. Geographic predictors include longitude, latitude, and elevation. Forecast accuracy is estimated in a study that utilizes a spatiotemporal cross-validation scheme. The RNN is trained on HRRR forecasts and observed FMC from weather station sensors within the Rocky Mountain region in 2023, then used to forecast FMC at new locations for all of 2024. The model is evaluated using a 48 h forecast window. …

Transit-Oriented Development (TOD) is a cornerstone of California’s climate and land use policy, promising walkable, compact neighborhoods near high-quality transit. However, these benefits are not always distributed equitably. This study introduces a scalable framework for identifying and scoring Affordable Transit-Oriented Development (A-TOD) across the state’s High-Quality Transit Areas (HQTAs). The goal is to equip policymakers, planners, and housing agencies with tools to evaluate station areas based on their physical form, affordability, and equity outcomes. Using a 1.5-mile network-based pedestrian buffer around over 66,000 transit stations, the research team developed a three-stage clustering and scoring system. Station areas were classified by …

Embankments are essential components of transportation infrastructure, providing crucial support for long stretches of highways, railways, and other routes in California and around the world. Clay embankments are susceptible to weather-related deterioration processes that can gradually compromise their stability and, in some cases, lead to unexpected failures. This essay discusses the cinematic construction of sexual ecstatic experience in Gustav Machaty's 1933 film Ecstasy. Sergei Eisenstein's theory of cinematic montage governs the shapes the way the filmmakers organize the representation of erotic desire and rapture. But the film also shows affinity with the Czech "Poetist" movement of the 1920s in constructing a guiding view of ecstatic experience. The essay analyzes many images in the film, and concludes with an application of montage theory of ecstatic cinema to the consumption of erotic videos and internet imagery.

In these two-dimensional spaces, the scope for geometric errors is much less and could lead to collisions or immobility. This project proposes to address the navigation task using a two-phase path planning pipeline that combines reinforcement learning and convex optimization in a scalable and robust manner. The first phase consists of generating diverse collision-free paths using a Q-learning agent that is trained on a visibility graph representation of the environment. Real-time credit card fraud detection faces challenges such as extreme class imbalance, delayed feedback, and concept drift in transaction streams. This project implements and evaluates an adaptive streaming fraud detection framework based on three methodologies: (1) online learning with incremental updates, (2) explicit conceptdrift detection using statistical monitoring, and (3) separate models for immediate and delayed supervision, combined with cost-sensitive learning and anomaly detection. The system processes the credit card fraud dataset in a batched streaming fashion, uses multiple online learners and ensembles. This study examines how the scholarly impact of specialized bibliographies can be measured over time. Using A Bibliography of Canadian Inuit Periodicals as a case study, it applies Maleki's (2021) framework of fourteen impact metrics to assess the influence of a bibliography documenting periodicals by, for, and about Inuit communities in Canada. Evidence was found for nine impact indicators, including citation, discoverability, and online engagement measures. The findings demonstrate sustained scholarly use and highlight the value of both print and web-based bibliographic resources. This article uses the Santa Clara County Reentry Resource Center (RRC) as a case study to explore the cultural content of penal reform. Specifically, we explore the discourses that officials use to publicly justify projects of penal-welfare hybridization, or the linking of state systems of punishment and welfare to manage criminalized populations. Our qualitative analysis draws on a dataset consisting of county planning documents, budgets, videos, press releases, and newsletters published online between 2011 and 2023. By examining these materials over time, we are able to chart patterns of consistency and variation in how officials justify hybridization. We find that …

This qualitative study examined how the COVID-19 pandemic shaped the educational experiences, goals, and aspirations of First-Generation Latinx students from California’s Central Coast attending selected CSU campuses and identified the critical non-academic factors influencing their post-pandemic college navigation. Guided by two research questions, the study explored (1) the role of the pandemic in shaping students’ experiences and aspirations, and (2) the economic, familial, and academic factors affecting their preparation for and persistence in higher education. Findings revealed that students navigated prolonged economic strain, intensified family responsibilities, mental health challenges, and identity negotiation within liminal spaces, while drawing on cultural wealth …

South Asians, including people with ancestry from India, Pakistan, Bangladesh, Sri Lanka, Nepal, Bhutan, and the Maldives, have a higher risk of cardiovascular disease and diabetes than many other populations. They often develop heart disease at younger ages and sometimes at lower body weights. (Jose, 2024; Patel et al., 2021; Volgman et al., 2018).

Gender-based and sexual violence (GBSV) remains a pervasive problem in higher education, disproportionately affecting marginalized students and undermining their safety, well-being, and academic success. Post-secondary institutions (PSIs) increasingly rely on peer educators (PeerEds) to deliver prevention and response programs, leveraging their shared student experience to foster trust and engagement. This study explores the motivations and experiences of GBSV PeerEds in Canada and the United States, revealing how personal trauma, institutional critique, and allyship drive their involvement.
