Housing Policies In Santa Clara County: Are They Solving The Housing Crisis?, Bryan Briggs
Housing Policies In Santa Clara County: Are They Solving The Housing Crisis?, Bryan Briggs
Master's Projects
Trying to evaluate complex activities involves one in a series of difficult problems that have not yet been solved. It is particularly difficult to deal with public policymaking, which not only is complex, but also involves many values. Nevertheless, we can develop a rigorous approach to analyzing, evaluating, and improving public policymaking if we start by developing explicit criteria and standards that will replace the implicit assumptions, one-sided views, and halo effects we all use for lack of anything better.

International Cruise Terminal Development Planning San Francisco, California, Carla Bagneschi
International Cruise Terminal Development Planning San Francisco, California, Carla Bagneschi
Master's Projects
The idea for this planning report came from a project I worked on during my yearlong internship and subsequent employment with the Port of San Francisco’s Planning and Development Division. Initially, the idea of using my planning education towards improving the local cruise industry did not strike me as particularly interesting or relevant to improving San Francisco’s quality of life. However, as my involvement in the project deepened, I soon realized that it was going to offer San Francisco much more than a new cruise facility.
Located on San Francisco’s largest and most prominent waterfront development site, the Bryant Street …
Urban Problems And The City Of San Jose’S University Neighborhoods Urban Revitalization Plan, Vincent Edward Cantore
Urban Problems And The City Of San Jose’S University Neighborhoods Urban Revitalization Plan, Vincent Edward Cantore
Master's Projects
Over the course of the last 30 years, despite the apparent lack of a coherent national urban policy, and the unfortunate unwillingness of residents to assess themselves the taxes necessary to sustain an acceptable level of neighborhood service, the city of San Jose has arguably never seen brighter moments in its approximate 200 year history than those which it is currently experiencing. In former San Jose Mayor Susan Hammer’s final state of the city speech she takes great pride in touting the strength of San Jose’s economy as well as the ancillary benefits of being the “Capital of Silicon Valley”. …

The City Of Scotts Valley Sign Ordinance, Christopher A. Riordan
The City Of Scotts Valley Sign Ordinance, Christopher A. Riordan
Master's Projects
The purpose of a sign is to inform the public. It is a form of communication and advertising, being primarily used for the purpose of identifying a business, its services or its products for sale. Signs are an index to the environment and may attempt to dominate our lives by directing our comings and goings or aid us to fulfill our needs and desires. Signs can also communicate driving instructions by telling a driver what off-ramp leads to a desired destination while others try to squelch our hunger by advertising a myriad of food types. The majority of signs are …

Analysis And Evaluation Of The Development Of The Military Enclave At The Former Fort Ord, Allyn G. Mcguire
Master's Projects
A. Purpose. In 1990, the Base Realignment and Closure (BRAC) Commission designated Fort Ord, California for closure. At that time, studies were begun by the Army to determine the conditions of the facilities and properties comprising the base. The Fort Ord Reuse Authority (FORA) was established to develop plans for the reuse of the facilities. FORA was a coalition of representatives from the local city, county, and state governments. When the base closed in 1992, FORA took the lead in developing the Fort Ord Reuse Plan (FORP).
Method of Presentation. This paper will be presented in three chapters, each focusing …

Agnew Village, In The City Of Santa Clara: An Urban Outpost In Changing Times, Judith A. Silva
Master's Projects
The purpose of this research paper Is to trace the evolution, changes events, and trends which have occurred within the City of Santa Clara’s Agnews Village neighborhood during the last century. Reviewed are the neighborhood’s housing submarket, population characteristics, services, future policy considerations, as well as proposed and future development in the surrounding areas. Unlike most neighborhoods, which are inextricably connected to the events, policies, and problems of a city, Agnew Village was linked to an institution (and at that, an insane asylum). The Village has experienced considerable change in its own unique way.

Subregional Planning In The San Francisco Bay Area: Tri-Valley Subregional Planning Strategy, Hing Wong
Subregional Planning In The San Francisco Bay Area: Tri-Valley Subregional Planning Strategy, Hing Wong
Master's Projects
Many people in the San Francisco Bay Area have noticed that their quality of life has deteriorated in recent years. Citizens are becoming increasingly aware of problems such as traffic congestion; cost and supply of housing; loss of open space and agricultural land; environmental concerns; deterioration of infrastructure; and economic uncertainties.
All of these problems have significant effects on the physical and social welfare of our communities. Many of them are interrelated, and the result of haphazard regional growth patterns. The real dilemma is not that these conditions exist, but that they are largely unresolvable by our present structure of …
Public Access To The California Coastline: A Case Study Of Live Oak, Santa Cruz County, Timothy Duff
Public Access To The California Coastline: A Case Study Of Live Oak, Santa Cruz County, Timothy Duff
Master's Projects
Over the past 20 years California’s coastal management program has succeeded in making previously inaccessible stretches of California coastline available to the public. New stairways from coastal bluffs to the beaches below have been constructed, and coastal parks, trails and public recreational facilities have been created to enable larger numbers of California residents and visitors to access some of the world’s finest stretches of sandy beaches and reefs, tidepools, scenic views and surf. Today, roughly half of the state’s 1,100 mile stretch of coastline is in public ownership and, with the exception of military bases and public utility properties, nearly …
