Gis Supported Analysis Of Housing Affordability, Zhong John Zheng

Master's Projects

This planning report provides a spatial analytical framework for using Geographic Information Systems (GIS) technology in housing affordability research. After introducing the background of housing affordability issues, it discusses the nature of neighborhood effects on housing affordability and methods of exploring the relationships between neighborhood effects and housing affordability by utilizing GIS based spatial comparisons. In order to evaluate dynamics of housing markets and their influence on housing affordability, a quantitative study is conducted. After identifying spatial variables of housing demand and supply, household income and housing cost, relevant social and economic factors with strong relationships to housing affordability arc …

Get It Out Of My Backyard! Why We Need To Proactively Plan For “Sensitive” Uses, Tara A. Kelly May 2003

Get It Out Of My Backyard! Why We Need To Proactively Plan For “Sensitive” Uses, Tara A. Kelly

Master's Projects

Today’s planning literature is ripe with articles and books proclaiming the value of “Smart Growth” and to a lesser degree New Urbanism. Planning conferences*, magazines and websites repeatedly proclaim the need for planners and municipal leaders to adopt Smart Growth practices and New Urbanist design guidelines as they shape the futures of their regions.

Broadly, Smart Growth is a set of planning principles largely defined and popularized in reaction to what is seen as the failures of sprawling single-family development which has dominated post-World War II housing construction in the United States.

Smart Growth’s counterpart, New Urbanism, was developed primarily …

Public/Private Partnerships And Environmentalism, Abbe L. Hoenscheid May 2003

Public/Private Partnerships And Environmentalism, Abbe L. Hoenscheid

Master's Projects

This report explores public/private partnerships and their use in protecting critical lands. It examines the structure of such partnerships, including the benefits and downfalls, the players involved, and the strengths and weaknesses of the players.

Four case studies are examined that illustrate ways that public/private partnerships be specifically geared toward resource conservation. From the facilitation of land purchases intended to preserve sensitive environmental resources, as shown in the discussions of the Trust for Public Lands and the Ballona Wetlands Land Trust, to the protection and ongoing operation of national landmarks, as illustrated in the discussions of the Presidio Trust and …

Regional Transportation Hot Spot Forum Marin/Sonoma 101 Corridor, Mti Report F-01-02, Mineta Transportation Institute Apr 2003

Regional Transportation Hot Spot Forum Marin/Sonoma 101 Corridor, Mti Report F-01-02, Mineta Transportation Institute

Mineta Transportation Institute

The entire Hwy. 101 corridor in Marin County and 10 miles in Sonoma County were at F service level as early as 1995. Tourists and recreational destinations make this a seven-day-a-week traffic hot spot. Three failed elections in the past revealed an electorate divided and unable to reach consensus on solutions. Recent work by public and private leaders in both counties was leading toward an election in November 2004. On April 11, 2002, the Mineta Transportation Institute cosponsored a regional transportation forum with The Commonwealth Club of California in Marin County, California. Several representatives from key Marin County and Sonoma …

Planning In The Wildland/Urban Interface, Mark Swanson Dec 2002

Planning In The Wildland/Urban Interface, Mark Swanson

Master's Projects

California has historically been a state prone to natural disasters. The inhabitants of this state must contend with earthquakes, floods, droughts and wildfires on an almost daily basis. Not only do these disasters usually destroy property and resources; with costs reaching into the billions of dollars, but they are often deadly. Regardless of the constant threat of these disasters, people continue to build their homes here, seeking the many amenities that the state offers. Included in such qualities are the year round beautiful climate, the accessibility to the outdoors, natural resources and the golden opportunity to make it big in …

Fire Service Accessibility To East Palo Alto, Ca, Henderson Sylvester Ford Iii May 2002

Fire Service Accessibility To East Palo Alto, Ca, Henderson Sylvester Ford Iii

Master's Projects

The general pattern of fire emergency incidents and service delivery in East Palo Alto was evaluated using CIS overlay analysis. The incident spatial distribution revealed areas with different call densities. The overall call demand was 58.58 calls per 1000 people. Low call demands were observed in partially developed neighborhoods and high call demands in mixed land use areas. The temporal pattern of fire incidents showed three peaks: 1:00-1:59 A.M., 12:00-12:59 AM. and 6:00-6:59 P.M.

Fire Engine 2, the only fire station in East Palo Alto, responded to 80 percent of the incidents, and the neighboring six stations responded to 20 …

Military Conservation Partnerships, Laura M. Caballero Feb 2002

Military Conservation Partnerships, Laura M. Caballero

Master's Projects

The military has unintentionally become a steward of some of our country’s most precious natural resources. Many military installations surrounded by encroaching urbanization have earned reputations for being “islands of biodiversity” (Army Congressional Testimony to Senate Armed Forces Committee, 2001). Military training land provides a safe harbor for wildlife displaced by urban development. In addition, most military installations escape erosion problems caused by high-density development and boast some of the purest wetlands in their communities. Military installations also provide communities with excellent recreation opportunities, from wildlife viewing and hiking to hunting and fishing. The military takes pride in its commitment …

Protecting Public Surface Transportation Against Terrorism And Serious Crime: Continuing Research On Best Security Practices, Mti Report 01-07, Brian M. Jenkins Oct 2001

Protecting Public Surface Transportation Against Terrorism And Serious Crime: Continuing Research On Best Security Practices, Mti Report 01-07, Brian M. Jenkins

Mineta Transportation Institute

Terrorist attacks on commercial aviation had declined significantly after reaching a high point in the 1970s. The devastating consequences of the four coordinated hijackings and deliberate crashes of three of the planes into the World Trade Center in New York and the Pentagon in Washington, D.C., on September 11, 2001—an event unprecedented in the annals of terrorism—have wiped out all sense of progress and focused national attention on aviation security. Meanwhile, terrorists have continued to attack public surface transportation worldwide with no indication of abatement in these attacks.1 With large-scale indiscriminate violence clearly the reality of contemporary terrorism and growing …

Terrorism Overview, Mti Report 01-14, Brian M. Jenkins Oct 2001

Terrorism Overview, Mti Report 01-14, Brian M. Jenkins

Mineta Transportation Institute

Recent global events make it clear that the threat of terrorism is one to be taken seriously. For those who are attempting to kill in quantity and kill indiscriminately, surface transportation offers the ideal target. Because of the public nature of mass transit, there is often little security with no checkpoints as is the case with airports. The practice of terrorism has moved in varying directions in recent years, depending upon different forms of transportation systems and venues of operation. On the positive side, terrorist attacks on commercial aviation have declined significantly after reaching a high point in the 1970s, …

Using Fiber Networks To Stimulate Transit-Oriented Development: Prospects Barrier And Best Practices, Mti Report 01-16, Walter Siembab Oct 2001

Using Fiber Networks To Stimulate Transit-Oriented Development: Prospects Barrier And Best Practices, Mti Report 01-16, Walter Siembab

Mineta Transportation Institute

This study empirically examines a practical aspect of a relationship that is only now being conceptualized––the relationship between rail transit, land development, and telecommunications. It pushes the envelope of knowledge in so far as the interaction between just two of the factors, public transportation and land use (urban form), has been a focus of policy research for only about 30 years, especially the last 10 years. This study is concerned with the feasibility of introducing three telecommunications-based incentives for transit-oriented development. The market for these hypothetical incentives is the developers of transit-oriented projects. California’s Bay Area/Santa Clara Valley and Los …

Construction Of Transit-Based Developments: New Policy Initiatives For Governments, Mti Report 01-05, Scott Lefaver Sep 2001

Construction Of Transit-Based Developments: New Policy Initiatives For Governments, Mti Report 01-05, Scott Lefaver

Mineta Transportation Institute

This project reviews policies and legislative programs that can be adopted at all levels of government to encourage transit-based development. The study focuses on local government implementation since it is cities and counties that have the land use responsibility for planning and zoning. The study also investigates how higher levels of government (state and federal) can encourage development through legislative and policy incentives. The study recommends some land use, legislative, and fiscal powers that are needed by local jurisdictions to carry out these incentives. The chapter entitled “Elements of Success” explains each of the recommendations in detail.

Transit Labor Relations Guide, Mti Report 01-02, Herbert H. Oestreich Sep 2001

Transit Labor Relations Guide, Mti Report 01-02, Herbert H. Oestreich

Mineta Transportation Institute

Transit organizations, both public and private, are under great internal and external pressures today to improve their organizational effectiveness. Studies have shown that the collective bargaining relationship between union and management, particularly the collective bargaining agreement, has a direct, measurable effect on organizational effectiveness. Both transit management and transit unions have begun to recognize that it is in their mutual interest to improve organizational effectiveness by turning toward a more cooperative collective bargaining relationship. In particular, they have experimented with a negotiating style called “interest-based bargaining” and with a problem solving approach through joint labor-management committees. There is a great …
