Grassroots Relief: Informal And Community-Based Response To Extreme Weather Events From Occupy Sandy To The Cajun Navy, Gordon Douglas, Eric Klinenberg, Liz Koslov

This study examines the role that local grassroots efforts play in disaster response and recovery. Drawing on findings from an ongoing research project on the experience of Hurricane Sandy in New York City since 2012 as well as new data from more recent hurricanes and other events, we show how volunteers, community-based organizations, and activist groups often play an important role in both immediate response and longer-term recovery efforts. “I’Ve Risen Up From The Ashes That I Created”: Record Clearance And Gendered Narratives Of Self-Reinvention And Reintegration, Elsa Chen, Ericka Adams

Record clearance allows some individuals to redesignate or remove certain minor convictions from their criminal records. This interview-based study finds that both men and women seek opportunities for personal gain through record clearance, but women are more motivated by moral and religious influences and concern about reputation. Women are also more likely than men to acknowledge personal flaws, and to desire to replace criminal identities with law-abiding identities. As women redefine their identities, caregiving is especially important as a personal obligation and professional aspiration. Record clearance is particularly compatible with women’s motivations, willingness to change, and personal and professional goals.

The increasing prevalence of video data, particularly from traffic and surveillance cameras, is accompanied by a growing need for improved object detection, tracking, and classification techniques. In order to encourage development in this area, the AI City Challenge, sponsored by IEEE Smart World and NVIDIA, cultivated a competitive environment in which teams from all over the world sought to demonstrate the effectiveness of their models after training and testing on a common dataset of 114,766 unique traffic camera keyframes. The ways of policing have been critiqued throughout the years—some have advocated for a direct approach while others value diplomatic techniques. Consideration is emphasized by how culture affects policing in the United States and Japan. In the United States, the customs of policing involve violence, individualism, pragmatism, social mobility, and low power distance, whereas Japan encourages non-violence, face-saving, conservatism, and high power distance. The difference in these cultural norms reflects how policing is conducted in these two countries. This study identifies a shortfall of solid emergency preparedness between organizations and individuals in Gilroy, providing a gap analysis in disaster mitigation on the civilian side. The goal of this paper and the included “Santa Cruz County Recidivism Study of Post-Realignment Offenders (2011–2016)” is to provide a meaningful presentation of recidivism rates for Santa Cruz County and, in doing so, help Santa Cruz County agencies to better design recidivism reduction programs, highlight the problems every county faces in trying to conduct recidivism reduction studies, and provide a roadmap for what is and is not possible for policymakers who are increasingly demanding more refined data sets and streamlined data for budgeting.

Information use of police force occurs when information acquired by the police to satisfy an information need based on task assigned to them is actually put to use. Information is therefore useful and valuable if after receiving it, it changes things, decisions, behaviour or one’s character and solves the problem for which the information is sought.

Survey research design was adopted for the study. The study population comprised 2,305 police officers in Alimosho Local Government Police Division. TV White Space (TVWS) represents one new wireless communication technology that has the potential to improve internet access and inclusion. This primer describes TVWS technology as a viable, long-term access solution for the benefit of public libraries and their communities, especially for underserved populations. Discussion focuses first on providing a brief overview of the digital divide and the emerging role of public libraries as internet access providers. Erasing The Mark Of A Criminal Past: Ex-Offenders’ Expectations And Experiences With Record Clearance, Ericka Adams, Elsa Chen, Rosella Chapman

Through the process of record clearance, individuals can have certain minor convictions removed from their criminal records or designated as expunged. This study analyzes data gathered from semi-structured interviews with 40 persons with past criminal convictions to examine the expectations of individuals who seek record clearance and the extent to which completion of the process facilitates efforts to reintegrate into society and desist from crime. The analysis finds that record clearance benefits ex-offenders through external effects, such as the reduction of barriers to employment, and internal processes, such as the facilitation of cognitive transformation and the affirmation of a new …

The rise of the Trump presidency has highlighted not only the white supremacist history of the U.S., but also reflects danger to the survival of the species in the form of wholesale climate change denial. These ideologies are not unique to Trump or his cabinet, instead reflecting long standing U.S. policy. The collapse potential of nonductile concrete buildings represents a substantial life safety hazard globally that can be mitigated through carefully crafted policy. Mitigation policy should be approached incrementally by (1) understanding problem scale, (2) screening for low- and high-risk buildings, (3) performing engineering analysis for potentially vulnerable buildings, and (4) retrofit or replacement of high-risk structures. This research addresses initial stages of this sequence for Los Angeles, California. State transportation agencies have a variety of responsibilities related to emergency management. Field personnel manage events--from day-to-day emergencies to disasters--using the Incident Command System (ICS) as their organizational basis. At the headquarters level, the Emergency Operations Center (EOC) coordinates the use of resources across the department and its districts, with other state departments and agencies, and through the federal Emergency Support Function 1. District-level EOCs coordinate with the department. In extreme events, the transportation department may only be able to deliver limited essential services in austere conditions, so a continuity of operations/ continuity of government plan (COOP/COG) is essential. This paper examines the costs and impacts of prison overpopulation and mass incarceration on individuals, families, communities, and society as a whole. We start with an overview of the American prison system and the costs of maintaining it today, and move on to an account of the historical background of the prison system to provide context for the discussions later in this paper. California experienced escalating issues with prison overcrowding from the late 1970s to 2010, as the prison population skyrocketed to unprecedented highs. This article will discuss the problem of prison overcrowding, and one recent policy intervention implemented to decrease overcrowding and offender recidivism rates, the Public Safety Realignment Act (AB 109). After providing background on the Public Safety Realignment Act, this article will analyze the effectiveness of the policy and make recommendations.
