Community Participation In Planning: A New Paradigm, Laureen Aguilar Heinz May 1997

Community Participation In Planning: A New Paradigm, Laureen Aguilar Heinz

Master's Projects

My inspiration for this topic stems from a project I worked on in Central Mountain View, adjacent to downtown. This neighborhood, known as Old Mountain View, is diverse in both ethnicity and age. Based on a neighborhood study I conducted prior to this project, I discovered this neighborhood was undergoing a transformation as a result of the redevelopment of downtown -the neighborhood was gentrifying rapidly. While there were still low-income residents living in high-density housing, most of the single family housing was increasingly occupied by middle class, 2-working adult, families. Over time, the actual cost of housing made it prohibitive …

Environmental Audit And Compliance Tool, Katherine Amoukhteh May 1997

Environmental Audit And Compliance Tool, Katherine Amoukhteh

Master's Projects

Environmental protection has come to the forefront of both government agencies and corporations’ attention. Concern over environmental protection has resulted in an onslaught of legislation and activities from protection groups. As a result of this, an international standard, IS014000 was published in 1996. IS014000 is an international standard created to aide companies in implementing an effective environmental management system.

The goal of this project was to provide a tool for companies to determine their level of compliance with IS014000 along with specific Federal, state, and local environmental regulations. The tool consists of a questionnaire which outlines the requirements of IS014000 …

Flexible Zoning: A Detailed Study, John Channing Timmis May 1997

Flexible Zoning: A Detailed Study, John Channing Timmis

Master's Projects

The origin of zoning in America dates back to 1916, when the nation s first comprehensive zoning ordinance was adopted by New York City. This was a time when incompatibie iand uses such as housing and heavy industriai uses were in ciose proximity to one another. A close spatial arrangement between such incompatible uses inevitably led to deleterious effects on the public’s health, welfare and safety. New York City’s zoning ordinance acted as a catalyst in the creation of the 1922 Standard State Zoning Enabling Act. which became a model for local zoning controls throughout the country.

San Antonio Plaza Redevelopment Project, David J. Tomlinson May 1997

San Antonio Plaza Redevelopment Project, David J. Tomlinson

Master's Projects

Downtown San Jose has recently undergone significant changes in the economic, physical, and social characteristics of the area. The focus of these changes is the San Antonio Plaza Project area. This eight block area is the sight of massive public and private investment for the purpose of redevelopment and profit. The public investment is provided by the San Jose Redevelopment Agency, the leading force behind improvement activities. From 1969 to 1984 the San Jose Redevelopment Agency outlined and implemented redevelopment plans unsuccessfully. In 1984 the board members of the Redevelopment Agency adopted a new plan by signing a Disposition and …

Perspectives On Second Units, Martin Alkire May 1997

Perspectives On Second Units, Martin Alkire

Master's Projects

Second units are separate living spaces subordinate to the primary residence on a lot. Second units can be garage conversion apartments, detached cottages, or attached apartments. A second unit, by definition, must have some sort of kitchen facility for the occupants to use*. Kitchen facilities usually include piped water; a sink; a stove, cooking range, or microwave; and a refrigerator. Second units are also known as “accessory apartments,” “accessory dwelling units. “mother-in-law apartments,” or “granny flats.”

Second units should not be confused with accessory buildings. Accessory buildings can be detached offices, studios, or workshops. These buildings are not intended to …

Brownfields: Revitalizing Contaminated Properties, Monique A. Mayeaux

Master's Projects

The idea of infill development is not new to planners and developers. Given today’s economic climate and growing awareness to prevent sprawl, especially in places such as the San Francisco Bay Area, this concept of infill development has truly come of age. Developing on land within the urban areas where the infrastructure is already in place is considered sustainable growth.

A brownfield is the term coined to describe a plot of land that Is vacant or underutilized due to real or perceived environmental contamination. These lots are typically commercial or Industrial properties, most often located within urban and economically distressed …

Agnew Village, In The City Of Santa Clara: An Urban Outpost In Changing Times, Judith A. Silva

Master's Projects

The purpose of this research paper Is to trace the evolution, changes events, and trends which have occurred within the City of Santa Clara’s Agnews Village neighborhood during the last century. Reviewed are the neighborhood’s housing submarket, population characteristics, services, future policy considerations, as well as proposed and future development in the surrounding areas. The Regulation Of Adult Uses, Karina Rizk May 1997

The Regulation Of Adult Uses, Karina Rizk

Master's Projects

This report presents the history of adult use regulation and the contemporary problems associated with defending the regulation of adult-oriented uses. Adult-oriented uses have been linked with increased crime rates, lower property values, and the degradation of a community's quality of life. These pernicious effects have prompted communities to take action through land use controls. Many jurisdictions struggle with the regulation of adult-oriented businesses, not only because of the land use and related social issues, but because the regulation touches on Issues of free speech and First Amendment rights.

This report presents the ordinance that was prepared for the City …
