Construction inspection is a critical component of INDOT’s quality assurance (QA) program. Upon receiving an inspection notice/assignment, INDOT inspectors review the plans and specifications to identify the construction quality requirements and conduct their inspections accordingly. This manual approach to gathering inspection requirements from textual documents is time-consuming, subjective, and error-prone. This project addresses this critical issue by developing an inspection requirements database along with a set of tools to automatically gather the inspection requirements and provide field crews with customized construction checklists during the inspection with the specifics of what to check, when to check, and how to check, as …

Concrete Box Beam Risk Assessment And Mitigation: Volume 2—Evaluation And Structural Behavior, Robert J. Frosch, Christopher S. Williams, Ryan T. Molley, Ryan T. Whelchel
JTRP Technical Reports
Adjacent box beam bridges have a history of poor long-term performance including premature deterioration and failures. Leaking joints between box beams allow chloride-laden water to migrate through the superstructure and initiate corrosion. The nature of this deterioration leads to uncertainty of the extent and effect of deterioration on structural behavior. Due to limitations in previous research and understanding of the strength of deteriorated box beam bridges, conservative assumptions are made for the assessment and load rating of these bridges. Furthermore, the design of new box beam bridges, which can offer an efficient and economical solution, is often discouraged due to …

Speed Management In Small Cities And Towns—Guidelines For Indiana, Andrew P. Tarko, Thomas Hall, Cristhian Lizarazo, Fernando España-Monedero
JTRP Technical Reports
Many small cities and towns in rural states such as Indiana are crossed by arterial highways. The local traffic on these roads, particularly vulnerable road users, face the excessive risk of injury and death. This danger is amplified with local land development, driveways, and on-street parking in town centers. This report presents an Indiana study of the speeding problem on arterial roads passing through small communities. Past research on various countermeasures suitable for the studied conditions were identified and the connection between speed reduction and safety improvements was investigated in a sample of Indiana small towns. Promising speed-reduction measures include …

JTRP Technical Reports
Right-turn lane (RTL) crashes are among the most key contributors to intersection crashes in the US. Different right turn lanes based on their design, traffic volume, and location have varying levels of crash risk. Therefore, engineers and researchers have been looking for alternative ways to improve the safety and operations for right-turn traffic. This study investigates the traffic safety performance of the RTL in Indiana state based on multi-sources, including official crash reports, official database, and field study. To understand the RTL crashes' influencing factors, we introduce a random effect negative binomial model and log-linear model to estimate the impact …

In current bridge design specifications and evaluation manuals from the American Association of State Highway and Transportation Officials (AASHTO LRFD) (AASHTO, 2018), the detail category for base metal at the toe of transverse stiffener-to-flange fillet welds and transverse stiffener-to-web fillet welds to the direction of the web and hence, the primary stress) is Category C′. In skewed bridges or various other applications, there is sometimes a need to place the stiffener or a connection plate at an angle that is not at 90 degrees to the web. As the plate is rotated away from being 90 degrees to the web, …

Using Crowdsourced Vehicle Braking Data To Identify Roadway Hazards, Howell Li, Jijo K. Mathew, Woosung Kim, Darcy M. Bullock
JTRP Affiliated Reports
Modern vehicles know more about the road conditions than transportation agencies. Enhanced vehicle data that provides information on “close calls” such as hard braking events or road conditions during winter such as wheel slips and traction control will be critical for improving safety and traffic operations. This research applied conflict analyses techniques to process approximately 1.5 million hard braking events that occurred in the state of Indiana over a period of one week in August 2019. The study looked at work zones, signalized intersections, interchanges and entry/exit ramps. Qualitative spatial frequency analysis of hard-braking events on the interstate demonstrated the …

A Simplified Approach For Designing Srms In Composite Continuous Twin-Tub Girder Bridges, Robert J. Connor, Cem Korkmaz, Leslie E. Campbell, Francisco J. Bonachera Martín, Jason B. Lloyd
S-BRITE Reports
High torsional rigidity and attractive aesthetics in construction of twin-tub girder bridges make them preferable for the design of curved bridges. However, according to the concepts associated with the term “Fracture Critical (FC)” that are in place today, all two-girder bridges are classified as having FC members (FCMs) due to their perceived lack of load path redundancy. For a steel bridge with FCMs, the fracture of any of the FCMs is assumed to result in complete catastrophic failure or significant loss of serviceability; hence, every two years twin-tub girder bridges undergo very expensive hands-on field inspections.
This report presents a …

Crash reduction factors are widely used by engineers for prioritizing safety investments. Work zones are routinely analyzed by the length and duration of queues. Queue detection warning technology has been growing in availability and reliability in recent years. However, there is sparse literature on the impact of freeway queueing on crash rates. This paper analyzes three years of crash data and crowd-sourced probe vehicle data to classify crashes as being associated with queueing conditions or free flow conditions. In 2014, only 1.2% of the distanced-weighted hours of operation of Indiana interstates operated at or under 45 MPH. A three-year study …

The Indiana Department of Transportation (INDOT) operates a fleet of nearly 1100 snowplows and spends up to $60M annually on snow removal and de-icing as part of their winter operation maintenance activities. Systematically allocating resources and optimizing material application rates can potentially save revenue that can be reallocated for other roadway maintenance operations. Modern snowplows are beginning to be equipped with a variety of Mobile Road Weather Information Sensors (MARWIS) which can provide a host of analytical data characterizing on-the-ground conditions during periods of wintry precipitation. Traffic speeds fused with road conditions and precipitation data from weather stations provide a …

Investigation Of Strategic Deployment Opportunities For Unmanned Aerial Systems (Uas) At Indot, Sarah M. Hubbard, Bryan Hubbard
JTRP Technical Reports
Unmanned aerial systems (UAS) are increasingly used for a variety of applications related to INDOT’s mission including bridge inspection, traffic management, incident response, construction and roadway mapping. UAS have the potential to reduce costs and increase capabilities. Other state DOTs and transportation agencies have deployed UAS for an increasing number of applications due to technology advances that provide increased capabilities and lower costs, resulting from regulatory changes that simplified operations for small UAS under 55 pounds (aka, sUAS).
This document provides an overview of UAS applications that may be appropriate for INDOT, as well as a description of the regulations …
Installation And Maintenance Of Raised Pavement Markers At State Transportation Agencies: Synthesis Of Current Practices, Hamed Zamenian, Dulcy M. Abraham
Installation And Maintenance Of Raised Pavement Markers At State Transportation Agencies: Synthesis Of Current Practices, Hamed Zamenian, Dulcy M. Abraham
JTRP Technical Reports
Although raised pavement markers (RPMs) have been widely applied by the Indiana Department of Transportation (INDOT), there have been multiple cases where snowplowing activities have damaged pavements as well as the raised pavement markers on INDOT’s roadway assets. Dislodged raised pavement markers could reduce the design life of pavements because they leave openings for water and debris to infiltrate through pavement section. Interviews with INDOT personnel indicated that the proper installation of the markers and careful attention to the tooling of the center line of the concrete pavements could alleviate this problem. To explore issues related to the proper installation …

Anthropogenic water use and reuse represent major components of the water cycle. In the context of climate change, water reuse and recycling are considered necessary components for an integrated water management approach. Unplanned, or de facto, indirect water reuse occurs in most of the U.S. river systems, however, there is little real-time documentation of it. Despite the fact that there are national and state agencies that systematically collect data on water withdrawals and wastewater discharges, their databases are organized and managed in a way that makes it challenging to use them for water resource management analysis. The ability to combine …

“Putting The Arts In Their Place”: A Case For Map-Making In Art History, Marco Jalla
Artl@s Bulletin
The use of cartography in art history is less than common. Because of its link to the old artistic geography (Kunstgeographie) once used to defend nationalist issues in Nazi Germany, it fell into disfavor until the 1960s and 1970s, when maps regained some attention from a new generation of art historians. Mapping arts indeed proves to be very useful to visualize and organize large dataset and to formulate new hypotheses, both as a descriptive and a prospective tool. The challenge we proposed to the authors was to use maps for questioning the territorial logics, the centers and peripheries of the …
