JTRP Technical Reports
A new method is developed for measuring in-place density and moisture content of soil using the technique of Time Domain Reflectometry (TDR). The method is applicable for construction control of earthworks. The method is extended for measuring moisture content of soil in the laboratory and in the field for various other geotechnical purposes. Laboratory uses include measuring moisture content of soil in compaction molds; field uses include measuring moisture content of soil in Shelby tubes and soil retrieved during drilling and sampling operations. Effective real-time snow and ice control operations require a timely initial call-out. A timely initial call-out is one that mobilizes the workforce slightly prior to the onset of hazardous road conditions. In order to estimate the onset of hazardous road conditions, the snow and ice control decision makers use available physical and meteorological information. New technologies are developed that could provide better information, thereby improving the ability to make timely initial call-outs. Effective local hyperthermia for cancer requires selective elevation of intratumoral temperature without overheating of surrounding normal tissues. Temperature elevation depends upon the balance between absorbed power density, which heats the treated tissue, and blood perfusion, which cools it. Selectivity can be achieved by manipulations of vascular physiology to increase blood cooling of normal tissues or to decrease blood cooling of tumor tissue. Creation of a favorable normal-to-tumor blood flow ratio is possible because the small blood vessels supplying most tumors are structurally and functionally different from the microvasculature of normal tissues. Research in the processing, compression, transmission, and interpretation of digital radiographic images require the testing and evaluation of a wide variety of images, varying both in format and in spatial resolution. If receiver operating characteristic (ROC) analysis or a related method is used to evaluate the performance of observers using novel vs. conventional displays, large numbers of test images containing known abnormalities are required. This report describes a convenient, inexpensive, and reproducible source of test images, having any desired resolution and containing precisely defined abnormalities of unlimited subtlety. Capability to combat channel fading and easy implementation have made the pilot symbol assisted modulation (PSAM) of practical interest in mobile communications. However, the operation in burst mode for multiple access purpose has still been a missing part from previous research. This work first examines the burst design problem associated with pilot symbol allocation in a frequency flat fading environment. This study details a comprehensive set of guidelines and a work-plan that consists of nine elements that need to be developed in implementing a congesion management system. A procedure has been developed by means of which congestion on roadway links can be identified at a macroscopic level using daily volume counts (ADT) after which, links that are identified as being congested will be subjected to a more detailed microscopic study using hourly volume counts to determine extent, duration and severity of congestion.

Multimedia with its ability to involve various human faculties through the use of various media forms, provides a robust environment in which to learn in. Retention improves significantly when media exercises these various human faculties. The Indiana Department of Transportation has sponsored the design and implementation of a decision support system for routing highway maintenance vehicles – the Computer Aided System for Planning Efficient Routes (CASPER). Designed for solving multiobjective route design problems, CASPER has been used by agency personnel to design routes for winter maintenance vehicles with significant results: cost savings of more than $9-million to the State of Indiana through more efficient use of materials, equipment, and personnel, while at the same time significant improvement in overall level of network and public service. Individual behavior in isolation is known to deviate systematically from predictions of the Bayes' Rule when they are intuitively (i.e., without formal computation). Economic settings, rich in incentives, information and learning, may induce Bayesian behavior. Further, it is possible that the aggregate behavior in markets can be predicted accurately by simply assuming that individuals act as Bayesians. Data from laboratory markets suggest that, compared to specific alternative assumptions about individual information processing, Bayes' Rule is a better predictor of market price but not of allocation and efficiency. This study investigates how two managerial interventions, pre-assignment training and post-assignmnet support, mediate the relationship between a set of personal & job characteristics and a broad measure of foreign assignment success, quality of work life (QWL). To accomplish this, we studied 199 expatriates posted form the Republic of China (Taiwan) to the People's Republic of China (PRC), a host ocutnry with a similar language, race, and cultural background. Using this setting, we were better able to isolate the mediating effects of these human resource interventions on the assignee's adjustment and success. In the end, it appears that some of the …
