Comparison Of Edge Detection Methods For Landsat Imagery, P. E. Anuta, C. Pomalaza, F. Davallou
LARS Technical Reports
This poster paper describes the evaluation of four popular or new edge detection algorithms for Landsat imagery. These algorithms would, of course, be applicable to any similar type of imagery.
Calibration Procedures For Measurement Of Reflectance Factor In Remote Sensing Field Research, B. F. Robinson, L. L. Biehl
Calibration Procedures For Measurement Of Reflectance Factor In Remote Sensing Field Research, B. F. Robinson, L. L. Biehl
LARS Technical Reports
A means by which measurements of the optical properties of crops and soils can be knowledgeably compared from site to site and instrument to instrument is presented in detail. The definition of bidirectional reflectance factor is reviewed and discussed. Procedures for field implementation are illustrated and discussed. Spectral and goniometric properties of laboratory and field reference surfaces are given. It is concluded that intelligent use of the bidirectional reflectance factor technique is an accurate and practical means to obtain the spectral, optical properties of crops and soils needed for advancements in agricultural remote sensing.
Estimating Crop Development Stages From Multispectral Data, J. C. Tilton, S. E. Hollinger
Estimating Crop Development Stages From Multispectral Data, J. C. Tilton, S. E. Hollinger
LARS Technical Reports
Accurate prediction of crop yields requires knowledge of the crop's development stage at critical times during the growing season. Various meteorological models have been developed to estimate crop development. However, the crop planting date, or equivalently, the date the crop reaches a particular crop development stage generally is needed to initialize these models. Recently, efforts have been made towards developing methods for estimating crop development stage from Landsat MSS data. We have developed a technique that is designed to estimate the calendar day that a crop reaches a particular development stage early or late in the growing season. The method …

Ifla's Role In Aiding Communication Between Libraries, Else Granheim
Ifla's Role In Aiding Communication Between Libraries, Else Granheim
Proceedings of the IATUL Conferences
A major distinction must be made between communication/cooperation on the national or regional level and that on the international level. There are ot her barriers to be confronted and they are mainly of a technical, economie/poli tieal and cultural character.
The paper is restricted to IFLA's role in aiding international library communication.
IFLA's UBC programme must be said to constitute an important factor to remove technical barriers and four major thrusts can be mentioned: ISBD's standardization of forms of headings, the standardization of machine-readable bibliographie records and the improvement of national bibliographies.
Standardized communication formates have increased the awareness of …
Information Services - An Overlooked Component In The Third World Decision Making Process - Experiences From Unesco Missions, Björn V. Tell
Information Services - An Overlooked Component In The Third World Decision Making Process - Experiences From Unesco Missions, Björn V. Tell
Proceedings of the IATUL Conferences
The growth of the so called knowledge industries in the industrialized countries is a trend that has no visible traits in the Third World. The insight about the role of knowledge and information as important components in policy making has not come to surface. Also other components for the decision making process, such as skilled manpower , equipment, energy and dynamism may be lacking. However, together these components form a complex that can help to improve the quality of the decision making process.
Few of the less developed countries - the LDCs - realize that knowledge and information could transpire …
Communication With The Third World Countries, J. S. Musisi
Communication With The Third World Countries, J. S. Musisi
Proceedings of the IATUL Conferences
Communication is the means by which information is transmitted and shared between 'two people' in order to enable them increase their knowledge. Within the framework of Unesco's new economic order, therefore, communication of information aims at providing facilities by which information should be shared universally through exchange of knowledge and experiences. The ultimate purpose of this economic order is to bring about human understanding, cooperation, and betterment of the quality of life.
Communication of information would not be a reality, however, if knowledge were not recorded, acquired, organized and disseminated for use. High premium in this respect therefore is placed …
Third Wave Of Library And Information Work, Betty K. Oldroyd
Third Wave Of Library And Information Work, Betty K. Oldroyd
Proceedings of the IATUL Conferences
Three main periods of library and information work are identified. The first is the custodial or conservation period when the librarian saw his responsibilities mainly as a collector. The second has been a period of a more active and dynamic concept of service which has developed over the last thirty-five years both stimulating and being stimulated by the advances of electronic systems. Lastly a future period is outlined where, in view of the technological growth in this area, the library will become an information source. Probable new information sources are outlined. Will the library adopt the role of exploiter of …
