Ever-increasing data rates and data volumes associated with proposed large ground data processing/support systems for advanced sensor applications have made the costs of resultant data processing and analysis almost prohibitive. Though the prospective experimenter is most well-intentioned and well-motivated, he or she is immediately faced with a planner's dilemma: What is wanted, versus what budget and technology can provide. It has become obvious that the system user needs help early in project planning to meaningfully understand the impact of requirements on potential costs. Unsupervised classification of LANDSAT imagery can be accomplished very efficiently by using a four-dimensional histogram in table form. The clustering scheme isolates the peaks in the distribution which are used as cluster centers to classify the remaining vectors in the histogram. The general outlines of this scheme, detailed description and programming implementation are given together with flow diagrams. The program has been implemented on both DEC PDP-10 and DEC PDP-11/40 computers. A discussion of the extension of the algorithm to other than LANDSAT imagery is also given.

The dynamics of transferring remote sensing technology to operational activities of a user agency are explored. This report describes the results of a study involving the use of computer-aided analysis techniques applied to Landsat W S data for identification and area estimation of winter wheat in Kansas and corn and soybeans in Indiana. Key elements of the approach included use of aerial photography for classifier training, stratification of Landsat data and extension of training statistics to areas without training data, and classification of a systematic sample of pixels from each county. Landuse analyses continue to be the medium for communicating important spatial, spectral, and temporal remote sensing concepts. Unfortunately, hardware and software constraints often limit these activities to the examination of photographic formats of remotely sensed data. Such constraints cause manual interpretation techniques to be given inordinate attention compared to digital image processing. Even when the instructor is actively involved in image processing research, batch-mode processing may dominate. Again the student is confronted with hard-copy, this time in the form of computer printouts. A Requirements Statement Methodology is developed and coupled with a solution to the database design problem. The need for the Requirements Statement Methodology is discussed with the viewpoint of management texts and systems design guidelines. The methodology is developed using forms, computer generated forms, a data dictionary and interactive dialogue. A detailed explanation of PSL (the Problem Statement Language) and PSA (Problem Statement Analyzer) in the context of the Requirements Statement Methodology is presented. There is a pressing need for geographic information systems which can manage spatially-referenced data, that perform certain types of spatially-oriented processing, and that are current and comprehensive. Polygon overlay and grid cell information systems access data for selected areas, but their data files are time consuming to generate and frequently costly to process. Updating of land use changes for such systems may become prohibitively expensive. In response to the present dilemma, a system is presented that makes use of digital image processing techniques to interface existing geocoded data sets and information management systems with thematic maps and remotely sensed imagery. …

Remote sensing projects in Missouri were conducted by several state agencies, the University of Missouri, the University of Kansas, and several federal agencies during the 60's. Many used aerial photography before that time period. During the 70's, remote sensing efforts continued among the participants but with better communication and coordination.
The Missouri approach is not unusual. Basically we have been attempting to teach state and federal agency personnel how to use aerial photography and space images to assist them with their work. Research efforts have been closely tied to the needs of the user with actual involvement in the research. …

The time trajectories of agricultural data points as seen in LANDSAT signal space form a pattern suggestive of a tasselled woolly cap. Using this easily visualized three dimensional construct most of the important phenomena of crop development and observation variables are pointed out, named, discussed and measured. The important crop phenomena described are the distribution of signals from bare soil, the processes of green development, of yellow development, of shadowing and of harvesting. The important external variables include view angle, sun angle, atmospheric haze, and atmospheric water vapor.

This paper describes remote-sensing data analysis research conducted collaboratively during the last year by personnel of the Center for Advanced Computation (CAC) of the University of Illinois at Urbana-Champaign and the Statistical Reporting Service (SRS) of the U.S. Department of Agriculture. The research reported has been undertaken by CAC and SRS to assess the practicalities of existing high-volume earth observations data acquisition, processing, and communication technologies such as LANDSAT, the ILLIAC IV parallel computer, and the ARPA Network as mechanisms for improving the accuracy of USDA annual estimates of agricultural crop acreages for geographic regions corresponding to U.S. states.

One of the most perplexing and continuing problems of research at all levels, is applying and implementing the results in an operational situation. Although no statistics are offered here, it is suspected that the amount of monies allocated each year for research destined for obscurity or strictly academic residency, must be enormous.
