Cooperation In Library And Information Service - The Role Of Intergovernmental Organisations, Elin Tornudd May 1979

Cooperation In Library And Information Service - The Role Of Intergovernmental Organisations, Elin Tornudd

Proceedings of the IATUL Conferences

Numerous intergovernmental organisations (IGO) sponsor programs in the library and information field. These programs proliferate to the extent that there is a danger of duplication of efforts. Especially in small countries participation has to be limited to programs of highest priority, because a limited number of senior specialists cannot take the responsibility for countless projects.

The IGO programs in library and information service are reviewed briefly with special reference to those of interest to technological university libraries. The following organisations are mentioned:

  • 1. The United Nations Family
    • 1.1 UNESCO, UN Educational, Scientific, and Cultural Organisation
    • 1.2 ECE, UN Economic Commission …

Crop-Area Estimates From Landsat; Transition From Research And Development To Timely Results, George Hanuschak, Richard Sigman, Michael Craig, Martin Ozga, Raymond Luebbe, Paul Cook, David Kleweno, Charles Miller Jan 1979

Crop-Area Estimates From Landsat; Transition From Research And Development To Timely Results, George Hanuschak, Richard Sigman, Michael Craig, Martin Ozga, Raymond Luebbe, Paul Cook, David Kleweno, Charles Miller

LARS Symposia

The utility of LANDSAT data in developing data in crop-area statistics has been demonstrated by a number of investigators. Generally such studies have had "proof of concept" in a research and development (R&D) mode as their primary objective. Obtaining timely results for consumption by agricultural data users has been of secondary importance in most R&D studies. In contrast, this paper describes recent efforts by the Economics, Statistics, and Cooperatives Service (ESCS) of USDA in developing timely crop-area estimates from LANDSAT with measurable and improved precision. The 1978 Iowa corn and soybean crops were the key items of interest for this …

Design Challenges Of The Thematic Mapper, L. E. Blanchard, Oscar Weinstein Jan 1979

Design Challenges Of The Thematic Mapper, L. E. Blanchard, Oscar Weinstein

LARS Symposia

The Thematic Mapper (TM) , currently being developed by Hughes Aircraft Company under contract NAS 5-24200, is a multispectral earth resources sensor that will be launched on the National Aeronautics and Space Administration's Landsat-D satellite in 1981. The TM will operate in a circular, near-polar orbit at 705 km altitude and will scan a swath of earth 185 km wide. It will generate data at 84.9 Mbps over seven spectral ranges simultaneously and provide classification of crop fields as small as 6 to 10 acres.

One TM component is a moving scan mirror that is active during both the forward …

Using Guided Clustering Techniques To Analyze Landsat Data For Mapping Forest Land Cover In Northern California, Lawrence Fox, Kenneth E. Mayer Jan 1979

Using Guided Clustering Techniques To Analyze Landsat Data For Mapping Forest Land Cover In Northern California, Lawrence Fox, Kenneth E. Mayer

LARS Symposia

Three approaches to computer assisted Landsat multispectral classifications are described. The supervised classification technique enables the analyst to focus on land cover categories of interest. The unsupervised approach uses the statistical properties of the image to identify spectrally pure classes. Guided clustering combines the characteristics of both approaches to develop the maximum number of low variance classes for each land cover category defined.

The application of guided clustering to forest land classification is explained. EDITOR software was used to merge and edit spectral statistics to produce the maximum number of low variance, statistically separate classes. Color-infrared aerial photography was used …

Transformation Of Atmospheric And Solar Illumination Conditions On The Ccrs Image Analysis System, Francis J. Ahern, Philippe M. Teillet, David G. Goodenough Jan 1979

Transformation Of Atmospheric And Solar Illumination Conditions On The Ccrs Image Analysis System, Francis J. Ahern, Philippe M. Teillet, David G. Goodenough

LARS Symposia

A software package for the transformation of atmospheric and illumination conditions (TASIC) has been implemented on the Canada Centre for Remote Sensing's Image Analysis System. This package offers three different transformations: (1) transformation to reflectance units; (2) transformation of illumination conditions; and (3) transformation to radiance units under standard atmospheric and illumination conditions.

Atmospheric parameters can be derived from four different sources. allowing users considerable flexibility. In particular, the method of obtaining atmospheric information from the LANDSAT signals from clear water bodies (Ahern et al. 1977 a, b) has been incorporated as one of the options. It offers high accuracy …

An Overview Of The Landsat-D Project With Emphasis On The Flight Segment, Vincent V. Salomonson, A. B. Park Jan 1979

An Overview Of The Landsat-D Project With Emphasis On The Flight Segment, Vincent V. Salomonson, A. B. Park

LARS Symposia

In the third quarter of 1981, a new, experimental Earth-resources monitoring system, Landsat-D, is scheduled for launch. The characteristics of this system have been under consideration since about 1970 through a series of study efforts and with the guidance of several advisory groups composed of representatives of federal, state, and local agencies, private industry, and university personnel. From these studies and efforts evolved an Earth resources monitoring system, Landsat-D, that includes several technological advances over the capabilities provided by Landsats 1, 2, and 3. In essence, the Landsat-D system is designed to be a complete, highly automated data gathering and …

Multi-Temporal Classification Of Winter Wheat Using A Growth State Model, Christine A. Hlavka, Stephen M. Carlyle, Ryozo Yokoyama, Robert M. Haralick Jan 1979

Multi-Temporal Classification Of Winter Wheat Using A Growth State Model, Christine A. Hlavka, Stephen M. Carlyle, Ryozo Yokoyama, Robert M. Haralick

LARS Symposia

In this paper we describe a multi-temporal classification procedure for crops in LANDSAT scenes. The method involves the creation of crop signatures which characterize multi-spectral observations as functions of phenological growth states. The phenological signature models spectral reflectance explicitly as a function of crop maturity rather than a function of observation date. This means that instead of stacking spectral vectors of one observation on another, as is usually done for multi-temporal data, we establish for each possible crop category a correspondence of time to growth state which minimizes the smallest difference between the given multi-spectral multi-temporal vector and the category …

A Method For Classifying Multispectral Remote Sensing Data Using Context, Philip H. Swain, Howard J. Stegel, Bradley W. Smith Jan 1979

A Method For Classifying Multispectral Remote Sensing Data Using Context, Philip H. Swain, Howard J. Stegel, Bradley W. Smith

LARS Symposia

A statistical model of spatial context is described and procedures for classifying remote sensing data using a context classifier are outlined. Experimental results are presented. Because the computational requirements of the context classifier are very large, its implementation on parallel/pipelined multiprocessor systems is being investigated. Some of the special considerations necessary for such implementations are described, with particular reference to implementation on an array of Control Data Corporation Flexible Processors.

Landsat-D Data Acquisition And Processing, Pierce L. Smith, William C. Webb Jan 1979

Landsat-D Data Acquisition And Processing, Pierce L. Smith, William C. Webb

LARS Symposia

A series of evolutionary changes have taken place since the early beginnings of the Landsat (Earth Resources Technology Satellite) program. Since the first satellite launch on July 23, 1972, many tens of thousands of multispectral views of the Earth have been taken and processed at the NASA/Goddard Space Flight Center (GSFC) data processing facility located at Greenbelt, Maryland. This satellite and the subsequent Landsats 2 and 3 have supplied a continuous flow of data to a widely diverse number of users for the past 6.5 years.

For the first 6 years of operation, all multispectral images were processed as photographic …

Three-Dimensional Object Representation For Exploitation Of Remotely Sensed Images, Michael Shantz, George Huang Jan 1979

Three-Dimensional Object Representation For Exploitation Of Remotely Sensed Images, Michael Shantz, George Huang

LARS Symposia

The value of digital 3-D object representation as an aid to exploit remotely sensed images has been demonstrated. Experience has shown that knowledge about what is being viewed is required to accomplish non-trivial object recognition tasks when such an aid is used. Previous approaches representing knowledge as constraints in a relaxation scheme or as templates for pattern matching, lack flexibility and realism. This paper presents recent research results on a shaded surface computer graphics approach that uses a knowledge base consisting of a library of three-dimensional objects represented as surfaces and skeletons. Objects include pieces of terrain, vehicles and buildings. …

Imagenet - An Image Analysis Network, P. R. Pearl Jan 1979

Imagenet - An Image Analysis Network, P. R. Pearl

LARS Symposia

The launching of the first LANDSAT satellite in 1972 suddenly provided us with a vast amount of relatively cheap remotely sensed data. It was hoped that this freely available data would initiate a dramatic improvement in our ability to map and to monitor the earth's surface. A considerable amount of effort has been expended in demonstrating the potential effectiveness of LANDSAT in solving some of the more pressing requirements of the various resource disciplines. In spite of the apparent success of some of these demonstrations, the operational use of LANDSAT data has not lived up to expectations.

Many factors have …

Occult - A Medium For Technology Transfer, H. K. Ramapriyan, K. P. Young Jan 1979

Occult - A Medium For Technology Transfer, H. K. Ramapriyan, K. P. Young

LARS Symposia

The National Aeronautics and Space Administration (NASA) has been transferring remote sensing technology to state and local government agencies through the Regional Applications Program since 1977. Typical participants in the program are new to both remote sensing and computer-aided analysis. Therefore, it is essential to introduce them to technology as simply as possible. Two approaches to this are: (i) special purpose minicomputer based (turn key) systems, and (ii) remotely accessed software on general purpose computers. The latter approach facilitates entry into the field with significantly lower costs.

Most of the available software packages for analyzing remotely sensed data require familiarity …
