Libraries And The Communication Of Information: The Jamaican Situation, Yvonne T. Lawrence Apr 1981

Libraries And The Communication Of Information: The Jamaican Situation, Yvonne T. Lawrence

Proceedings of the IATUL Conferences

Libraries and information systems in Third World countries are often neglected as they are not considered priority areas. To create an environment for the communication of information, not only must library and information services be developed - illiteracy must also be eradicated.

Jamaica has taken positive action to achieve these goals through the Jamaica Movement for the Advancement of Literacy (JAMAL) and by the appointment of a Council to make recommendations for the co-ordination of is lands' library and information services. A Plan proposing a group of networks, has been formulated by the Council, and has been adopted by the …

Libraries And Information In Developing Countries, P. Havard-Williams Apr 1981

Libraries And Information In Developing Countries, P. Havard-Williams

Proceedings of the IATUL Conferences

To talk about information work and libraries in developing countries is perhaps presumptuous. Conditions are so different in different countries of the world. One talks of 'Africa', but it is difficult to generalise - is one thinking of West Africa or East Africa. Even within regions, there are considerable differences: compare Francophone and Anglophone West Africa, for instance. Even within countries, of course there are differences: in Nigeria there are nineteen states, created because of local distinctions and differences. Division by religion is another factor but then a religion can be different in different ways: Christianity differs from place to …

Communication With The Third World Countries, J. S. Musisi Apr 1981

Communication With The Third World Countries, J. S. Musisi

Proceedings of the IATUL Conferences

Communication is the means by which information is transmitted and shared between 'two people' in order to enable them increase their knowledge. Within the framework of Unesco's new economic order, therefore, communication of information aims at providing facilities by which information should be shared universally through exchange of knowledge and experiences. The ultimate purpose of this economic order is to bring about human understanding, cooperation, and betterment of the quality of life.

Communication of information would not be a reality, however, if knowledge were not recorded, acquired, organized and disseminated for use. High premium in this respect therefore is placed …

Third Wave Of Library And Information Work, Betty K. Oldroyd Apr 1981

Third Wave Of Library And Information Work, Betty K. Oldroyd

Proceedings of the IATUL Conferences

Three main periods of library and information work are identified. The first is the custodial or conservation period when the librarian saw his responsibilities mainly as a collector. The second has been a period of a more active and dynamic concept of service which has developed over the last thirty-five years both stimulating and being stimulated by the advances of electronic systems. Lastly a future period is outlined where, in view of the technological growth in this area, the library will become an information source. Probable new information sources are outlined. Will the library adopt the role of exploiter of …

Proceedings of the IATUL Conferences

HAEFFNERS MODEL, RESEARCH POLICY, INFORMATION FLOW, COMMUNICATIONS ABILITY, COMMUNICATION MEDIA MIX, INFORMATION MINDEDNESS DATABASES, INSPEC, ISMEC, MECHEN, DOMA, COMPENDEX, SAIDC-ST

Haeffners model of information flow and communication between research policy and implementation activities was transferred on integrated information flow between research, education, consuiting and informatics on one side, and the end-user on the other side.

For information flow neither the availability of documents, computers and communications, nor the information mindedness are sufficient, but the human activity is dominant.

Databases are in different fields of application differently aggregated and representative (Comparison between CHEMABS, INSPEC, ISMEC, COMPENDEX).

The information field in mechanical …

Proceedings of the IATUL Conferences

In the true sense the word POSTER designates a free, mostly decorative artistic form using displaying means of expression and being published in large editions.

POSTERS are already found in feudalism. Today they represent a popular branch of art and are frequently used for different decorating purposes, e.g. in rooms.

POSTER SESSIONS have made their way into scientific communication.

Scientific events, as conferences, congresses, symposia, colloquies, round tables etc. may be, are special ways of communieation. The advantages of such events {called conferences for short) are

  • the actuality of the information given
  • the possibility of an immediate exchange of ideas. …

Communicating With The New Electronic Libraries, Charles T. Meadow Apr 1981

Communicating With The New Electronic Libraries, Charles T. Meadow

Proceedings of the IATUL Conferences

New library and publishing technological developments are discussed from the point of view of how they will affect a library searcher of the future. Any library can become the entry point to a world-wide network of libraries, making almost all the world's literature available to any searcher. This, in turn, imposes requirements for better means of control of a search and better terminals, as well as a change of focus on the part of the library. Libraries are seen as developing into communications centers whose primary mission is helping users solve search problems, rather than repositories of information packages.

Contextual Classification On A Cdc Flexible Processor System, B. W. Smith, H. J. Siegel, P. H. Swain

LARS Symposia

Contextual classifiers are being developed to exploit spatial/spectral content of a pixel to achieve higher classification accuracy. Contextual classification requires large amounts of computation, so special hardware is of value. One parallel processing system designed for image processing is the CDC Flexible Processor Array, the basis for the discussion in this paper. A simulator for the CDC Flexible Processor Array has been developed for program testing, debugging and timing. The simulated timings are presented in this paper. For comparison, the same algorithms have been run on a PDP-11/70. These timings are analyzed and discussed for context neighborhoods of size three …

Crop Monitoring In Australia Using Digital Analysis Of Landsat Data, Ken W. Dawbin, David W. Beach Jan 1981

Crop Monitoring In Australia Using Digital Analysis Of Landsat Data, Ken W. Dawbin, David W. Beach

LARS Symposia

This paper describes on-going co-operative research by the New South Wales (N.S.W.) Department of Agriculture and IBM Australia Limited. The aims of the project are to investigate if Landsat digital data can be used to map and monitor agricultural resources, particularly crop acreages and production, over large areas.

From the outset, multi-temporal whole scene computation has been a feature of the technical approach. Software modifications for large data volumes were carried out allowing supervised maximum likelihood classification to be used throughout the work. Considerable amounts of agronomic ground truth have been collected over wide latitudes for use in training the …

Landsat D Thematic Mapper Image Resampling For Scan Geometry Correction, Arun Prakash, Eric P. Beyer Jan 1981

Landsat D Thematic Mapper Image Resampling For Scan Geometry Correction, Arun Prakash, Eric P. Beyer

LARS Symposia

The Landsat D Project will use, for the first time, a new sensor called the Thematic Mapper. This sensor is a mechanically scanned radiometer with seven spectral bands, which images the earth from space with a thirty meter spatial resolution. It will provide enhanced remote sensing capabilities relative to earlier Landsats, through improved spatial, spectral and radiometric resolution, global coverage and more rapid processing of data for users.

To meet high throughput rates and stringent accuracy requirements, new hardware architecture and novel algorithms for data processing are used. Image data is received on the ground at a 84.9 megabit/sec rate …

Evaluation Of A Segment-Based Landsat Full-Frame Approach To Crop Area Estimation, M. M. Hixson, S. M. Davis, M. E. Bauer Jan 1981

Evaluation Of A Segment-Based Landsat Full-Frame Approach To Crop Area Estimation, M. M. Hixson, S. M. Davis, M. E. Bauer

LARS Symposia

Accurate and timely crop production information is a critical need in today's economy. During the past decade, satellite remote sensing has been increasingly recognized as a means for crop identification and estimation of crop areas. The Landsat multispectral scanner (MSS) records as a single data point (pixel) a region on the ground about one acre (0.5 ha) in size. When estimates of crop areas are desired for large regions, a statistical sampling scheme is required as it is not feasible to examine all of the pixels in the region of interest. The development of a sampling strategy which is both …

An Application Of Large Scale Computing Facilities To The Processing Of Landsat Digital Data In Australia, David W. Beach, Ken W. Dawbin

LARS Symposia

An early issue in the Australian Wide Scale Wheat Monitoring Project, started in November, 1978, was whether to use area sampling, as in the LACIE, or to be innovative and attempt whole scene processing. The availability of a large computing system and acknowledgment of the trends in price and performance of computers influenced a decision towards whole scene processing.

The computing facilities used in this project are described.

An interactive facility supported by software called ER-MAN II is installed on an IBM 3033 which simultaneously supports several hundred other interactive users. The pros and cons of using such a shared …

Alternatives To The Shelflist Measure For Determining The Size Of A Subject Collection, E. Stewart Saunders, Harriet Nelson, Priscilla Geahigan Jan 1981

Alternatives To The Shelflist Measure For Determining The Size Of A Subject Collection, E. Stewart Saunders, Harriet Nelson, Priscilla Geahigan

Libraries Research Publications

The adequacy of the shelflist count for estimating the size of a library’s holdings in a discipline was tested by determining the percentage of titles in five disciplines which were classified in Dewey or LC classes reflecting those disciplines. For some disciplines, the percentage of titles which were not classified in the relevant class letters or numbers ran as high as 70 and 80 percent. Two methods for correcting inaccurate shelflist counts are presented.

Forcing Functions And Geo-Referenced Information Systems, Roy Chung Jan 1981

Forcing Functions And Geo-Referenced Information Systems, Roy Chung

LARS Symposia

The geographical information system is viewed as a macro-system composed of a set of interlocking sub-systems. First, there is a conceptual system of ideas, which is then mapped onto a system whose components include data, hardware, and software. In the process the data are transformed into information which then becomes input for a planning system whose components include spatial and non-spatial models. This paper explicitly proposes the system concept of Forcing Functions as a key concept in G.I.S. planning, design and use. The implications of this approach for current issues such as the geo-coding alternatives, the selection of contents of …
