Recent OHA data indicate a significant surge in behavioral health cases among young adults ages 17-26 across Oregon. Every year in Oregon, the total number of young adults receiving medical treatment includes a significant number of them who have behavioral health challenges. This large group of young adults with mental health conditions is vulnerable to suicidal ideation and substance overdose. Despite sincere efforts by the Oregon Health Authority (OHA), the young adult mental health state of Oregon remains a concern. Crescent Consulting was engaged by Historic Parkrose, a Portland-based non-profit, to analyze vacant and under-utilized properties along Northeast Sandy Boulevard within the Historic Parkrose Business District. The area has been the focus of many planning efforts at the neighborhood, city, and state level that have identified community needs and priorities, yet implementation has been limited. Forthcoming Tax Increment Financing (TIF) funding may create opportunities to implement these plans and encourage reinvestment that will contribute to the corridor’s vitality and economic capacity. Reimagining the Cully 5 Corners is a project spearheaded by the Cully Coalition and Confluence Planning + Design, aiming to create a vision and plan for a centralized, connected, resilient hub for this area of NE Portland, Oregon.
The Cully Coalition envisions Cully as an equitable and socially just neighborhood that enriches and uplifts all community members while minimizing displacement, improving community cohesion, and supporting economic vitality.
Like many Portland areas annexed in the late 20th century, the Cully neighborhood has experienced decades of relative underinvestment in terms of public services, urban design, and business development.

In a political climate shaped by surveillance, labor precarity, policing, and immigration enforcement, questions of (in)security increasingly organize everyday life. Governments justify security measures through the language of public safety, even as many people experience insecurity surrounding housing, healthcare, employment, and the future itself. Although critical security studies have examined policing, militarism, and surveillance extensively, youth are often overlooked as political actors despite their central role in social movements. This study addresses that gap by focusing on student labor organizers and activists navigating (in)security. Youth mentoring programs strive to create stable, supportive relationships between adult mentors and youth mentees to promote positive youth development. Although these formal relationships always reach a conclusion, little is known about how mentees experience the endings of their relationships. This study elicits the words and perspectives of mentees to investigate the emotional reactions provoked by mentoring relationship terminations. Participants were youth (n = 72) in a prospective study of mentoring relationship development who completed a survey following the official closure of their match. Social work has historically operated as an extension of the carceral state, embedding policing, surveillance, and punishment into youth-serving institutions under the guise of care. This paper examines carceral seepage—the infiltration of punitive logics into social work practice—across child welfare, education, and juvenile legal, revealing how these systems function as interconnected circuits of criminalization rather than support. Using abolitionist frameworks, we critique social work’s complicity in punitive interventions and address common concerns about safety, scalability, and sustainability. Instead of reforming oppressive institutions, we argue for a fundamental transformation of social work, advocating for non-carceral models such as community-led crisis response, …

Intimate partner violence (IPV) can be found in many cultures throughout the world, with varying levels of acceptability, victimization, and perpetration. Approximately one in five couples report experiencing at least one instance of IPV in a given year. Women are victims of IPV more frequently than men, and experience more severe injuries. 20% of women report a lifetime history of physical IPV victimization by their current or past partners. Further, women are also ten times more likely to be killed due to IPV than men are. Presently, empirical research literature surrounding the dynamics and impacts of IPV is heavily focused …

The Southwest Washington Equity Coalition (SWEC) has been actively engaged in multiple efforts to uplift BIPOC communities in the City of Vancouver and Clark County. SWEC has partnered with Rhododendron Planning for a project to develop a toolkit to guide future Equitable Transit-Oriented Development (ETOD) that considers the specific needs and desires of BIPOC communities, which can be used for current and future policy initiatives. Caroline Pratt is the early childhood educator most never heard of. Pratt was a progressive era educator and reformer in 1900s New York City. Pratt developed a play based theory of education. She opened City & Country School in 1914 and her school is still operating utilizing many of the methods Pratt developed. Using first hand field research, archival research, and scholarly articles, I examine how Pratt developed her methods and how modern educators can use them today. There is minimal literature about the organizational supports that private child welfare agencies have in place to pursue positive outcomes for the children and families they serve. This study drew upon the perspectives of 27 senior managers of fourteen nonprofit child and family serving agencies in six U.S. states to examine the extent to which agencies employed organizational supports for evidence use. We identified four types of organizational supports: technical and knowledge management infrastructure, leadership and strategic alignment, and linkage and exchange efforts. Managers described whether and how they used these supports to facilitate evidence-informed decision-making and practice. Managers also …

Scholars know little about how human service agency leaders use evidence to improve organizational performance. We draw on interviews with 27 private child welfare administrators in six states to examine how senior leaders use evidence, the types of evidence they use, and specific organizational processes established to support evidence use. Results suggest evidence use in private agencies takes diverse forms, including the analysis of internal data, the use of external research, and evidence-based interventions. We identify actions taken by senior leaders to promote various types of evidence use, including modeling, requiring evidence use in decision-making, establishing performance measures, and developing …

As social work instructors, we have observed students increasingly wanting to engage in critical conversations about mandated reporting. Few resources are available to support instructors in facilitating these conversations. This teaching note offers content and lesson plans for exploring mandated reporting as a moral duty, a harm, an ethical dilemma, and a legal mandate in the classroom. Together, these pedagogical tools can help instructors embrace nuance as a practice for teaching about mandated reporting.

A 14-Year Content Analysis Of School-Family Partnership Publications In Counseling: Trends, Gaps, And Future Directions, Yi-Wen Su, Dan Li

This content analysis examined 55 articles on school-family-community partnerships published in counseling journals between 2010 and 2024, identifying trends in publication type, methodology, and population focus. Most articles (54.54%) were conceptual, with Professional School Counseling leading in publication volume. Limited empirical research and a lack of focus on diverse populations were noted, with only 18.18% addressing racial minorities (primarily Latino and African American) and 5.45% focusing on rural communities. Four primary strategies for strengthening partnerships emerged: Inclusivity, Leadership and Empowerment, Equity-Focused, and Consistent Communication—each aligning with the school counselor’s roles in fostering collaborative, equitable partnerships. Arguably, from the invention of adolescence at the beginning of the 20th century, developmental theory has served as the foundation of disciplinary study and professional practice with children and youth across the global West. Despite their founders’ assertions that development is culturally constructed, in educational and youth work practice contexts stage-based trajectories of normative human growth are largely erroneously accepted as ahistorical, apolitical, naturally occurring, and universally applicable. This paper presents critiques of developmentalism from historical, reconceptualist, and queer perspectives, calling into question the underlying principles of normalcy and abnormality that run through the developmental project. This essay explores the potential impact of urban agriculture and community gardens as sources of education and sustainable and environmentally-sound food production. Using an analysis of case studies and academic research, I argue for the viability of community gardens and urban agriculture as educational hubs and future food production sources. I examine previous research which shows that small scale effort can make lasting impacts in communities. I argue that the research is promising as it highlights that the efforts of people in their everyday lives, can and do contribute to positive change. This paper explores the concept of food sovereignty within the context of a community garden managed by the Native American Youth and Family Center (NAYA) in Portland, based on interviews with key garden coordinators and community members. The garden, initiated in 2019, emphasizes the cultivation of First Foods and traditional medicinal plants, serving as a space for cultural revitalization and community health. Food sovereignty, as defined by interviewees, encompasses a relational approach to plants as relatives, community control over food systems, and access to healthy, ancestral foods. The project’s ultimate goal was to create at least 5 new community garden sites in the city of Portland for people to grow their own culturally relevant foods. To focus on parts of the city with some of the highest equity and food security needs, Agate chose to narrow the project scope to neighborhood areas located east of SE 57th Ave. Through direct engagement with the community, the team developed a site inventory for new potential community garden locations, as well as recommendations for optimal garden management, inclusion, and longevity. Queer and trans youth of color are often the target of surveillance, bullying, discrimination, and abuse. However, in an attempt to navigate such violent and discriminatory circumstances, the queer and trans youth of color in this dissertation found refuge in furry art and performances, both online and offline, where they were able to express themselves freely and thus acquire a sense of belonging among others with similar experiences. In this dissertation, "a furry" is used to refer to an individual who self-identifies as one who has an affinity for anthropomorphic animal characters. A common practice among furries is creating a …

We have observed that as the theoretical landscape in behavioral science continues to proliferate and diversify, it is not uncommon that distance between subspecialties emerge, artificially accentuating differences between camps. This may occur at the risk of losing sight of the common ground, and worsening communication between subspecialties. In this paper, we propose conceptual “crosswalking” as a means to preserve interdisciplinary communication within the behavioral sciences. This is illustrated using Bronfenbrenner's Person-Process-Context-Time (PPCT) Model, mapped onto therapeutic modalities with a focus on ecological systems. Recommendations for future crosswalking are made.

As federal strategic plans prioritize increasing diversity within the biomedical workforce, and STEM training and outreach programs seek to recruit and retain students from historically underrepresented populations, there is a need for interrogation of traditional demographic descriptors and careful consideration of best practices for obtaining demographic data. To accelerate this work, equity-focused researchers and leaders from STEM programs convened to examine approaches for measuring demographic variables. Gender, race/ethnicity, disability, and disadvantaged background were prioritized given their focus by federal funding agencies. This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study included a literature review; a summary of past PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. This literature review looks at the relationship between juvenile delinquency and juvenile dependency. Specifically, it evaluates the existence of "crossover youth", minors who have been involved with both systems in their lifetime. The review considers thirteen different studies, literature reviews, and databases to determine risk factors in maltreated youth that cause them to offend. The review also looks at the impact that second-generation parents have on likelihood of offending as juveniles, as well as the importance of welfare worker perception on parental involvement with dependency agencies. The contributions of Black scholars to psychology have been erased or marginalized within mainstream, U.S.-centered psychology. As such, psychologists and trainees have little exposure to strengths-based theories and schools of thought that center and humanize the experiences of people of African descent. This special issue intervenes on anti-Black racism at the epistemic level by curating a review of foundational contributions by diverse Black scholars in psychology and related fields. The vision of System of Care is to create an array of services and supports for children, youth and young adults in Deschutes County that are youth- and family-driven, community-based, and culturally and linguistically responsive.

Project Background
This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs.
