The Costs Of Sprawl: Environmental And Economic Costs Of Alternative Residential Development Patterns At The Urban Fringe , Real Estate Research Corporation Apr 1974

The Costs Of Sprawl: Environmental And Economic Costs Of Alternative Residential Development Patterns At The Urban Fringe , Real Estate Research Corporation

Portland Regional Planning History

Local government officials devote a large proportion of their time to considering and acting upon development proposals which substantially affect their communities in many ways. While information bearing on development proposals has been increasingly broader in scope, more specific, and of higher quality, local government officials continue to have considerable difficulty in assessing the relative merits of alternative types of housing, general development patterns, and commercial strip versus center developments. To help compensate for this knowledge deficiency, the Council on Environmental Quality (CEQ), in cooperation with the Department of Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA), …

The Effectiveness Of Induced Location Of Manufacturing Industry As A Means Of Fostering Sustained Economic Growth In Less Developed Regions Of Oregon, Leland F. Smith

Dissertations and Theses

The subject of this thesis was chosen from both a professional and an academic interest in the economic development of Oregon. Prompted by proposals made to the Oregon Legislature to initiate various forms of industrial subsidy programs to disperse economic growth and population away from congested areas, this research effort seeks to provide an evaluative analysis of the effectiveness of subsidy techniques in influencing industrial location and stimulating a sustained growth process in less developed areas.

Research was undertaken in two primary subjects: 1) theory of regional economic development and the effects of subsidies on the growth process; and 2) …

Knowledge And Use Of Social Services In Gervais, Oregon, Elizabeth Lewis, Abby Maier, Lajuana J. Morton Mar 1974

Knowledge And Use Of Social Services In Gervais, Oregon, Elizabeth Lewis, Abby Maier, Lajuana J. Morton

Dissertations and Theses

During first year field placement, we worked with a number of rural families, most of them Mexican-American. It seemed to us that rural families in general and Mexican-Americans in particular were not being very well served by social service agencies. We questioned whether this might be due to a lack of Mexican-American perspective in traditional services or perhaps a lack of Mexican-American manpower or at least Spanish-speaking manpower.

This study, then, developed out of a general area of interest that can be stated as three questions: (1) Do rural people (especially Mexican-Americans) feel there is a need for various social …

State Response To The Civil Right Issue, 1883-1885, Robert Lionel Rowe Mar 1974

State Response To The Civil Right Issue, 1883-1885, Robert Lionel Rowe

Dissertations and Theses

The purpose of this study is to reexamine the assumption in American historiography that the United States Supreme Court's monumental decision in the Civil Rights Cases striking down the 1875 Civil Rights Act represented the end of the Nineteenth Century commitment to "equality under the law" and the civil rights issue. The evidence shows that while the decision had overwhelming support, much of this was support for the Court’s view that such legislation was not within the scope of Federal power.

Eleven states responded to the Supreme Court’s decision by rapidly enacting civil rights legislation. The research centered on gathering …

His comments include a discussion of how people distort their perceptions of history, and the differences shown in human responses to authority and group pressure.

Social Action As Social Change Through A Process Of Insulation, Leonard Siegfred Nelson Feb 1974

Social Action As Social Change Through A Process Of Insulation, Leonard Siegfred Nelson

Dissertations and Theses

This study has attempted to investigate the radical change in the Greater Portland Council of Churches’ (GPCC’s) organizational goals and actions--from its relative uninvolvement over to its preoccupation with local social, political and economic issues. In the past, classical sociological theory of religion has placed great emphasis on religion’s integrative, or conservative functions in society. Empirical studies have documented the conservative socio-political views of the majority of Protestant parishioners. Knowing this, I expected to find a significant conservative reaction swelling up from the lay parishioners of the GPCC's member congregations. A preliminary investigation revealed this assumption to be invalid. The …

The Recognition, Investigation, Interpretation, And Treatment Of Landslides In The Pacific Northwest, Harry Ludowise

Certain features unique to the Pacific Northwest influence landsliding in this region. Weakly consolidated sediments, dense vegetation and seasonally concentrated rainfall all contribute to the distinctive conditions that are encountered here.

This study gathers together information applying to the recognition and correction of Pacific Northwest landslides. Treatment practices common to this region are discussed.

A large slide located about 30 miles east of Portland, Oregon along the Clackamas River is used as an example. Exploration, instrumentation, analysis and corrective measures are illustrated.

The Politics Of General Revenue Sharing: The New Federalism In Urban Perspective, John C. Daley Jan 1974

The Politics Of General Revenue Sharing: The New Federalism In Urban Perspective, John C. Daley

Dissertations and Theses

The research problem for this dissertation was to determine the affects of President Nixon's New Federalism in four Pacific Northwest cities. More specifically, the dissertation sought to determine and explain the effects of the State and Local Fiscal Assistance Act of 1972, a basic component of the New Federalism, in Seattle, Tacoma, Portland and Eugene. The central goal of revenue sharing and the New Federalism is to decentralize government in the American federal system. The central fear of those who oppose the effects of such decentralization is that the poor and minority groups of America may be discriminated against by …

These workshops were to comprise Stage I of a two-stage plan; they were to serve as demonstration projects. Attitudinal Survey Of Children's Services Division Workers Regarding The Louise Home, John Adsit, Wendy Bays Heinz, George Nagel

In exploring the opportunities available to us, we found that the three of us were all employed by the Louise Home for Girls in Portland. In addition we each had a concern for the quality of treatment being provided by the Home. Therefore, we approached the administration of the Louise Home to see if they would be interested …
