Incentives, Evidence, And Reminders For Bureaucrats: Overcoming Barriers To Policy Scale Up, Patrick Agte, Daniel R. Morales, Christopher Neilson, Sebastian Otero, Guatam Rao Jun 2026

Incentives, Evidence, And Reminders For Bureaucrats: Overcoming Barriers To Policy Scale Up, Patrick Agte, Daniel R. Morales, Christopher Neilson, Sebastian Otero, Guatam Rao

Discussion Papers

Scaling up effective policies often requires the attention of frontline bureaucrats with many competing responsibilities. Even when policymakers adopt effective programs, implementation may not follow. In a nationwide experiment in the Dominican Republic, we test interventions to increase school principals' implementation of an educational program proven effective in a previous RCT. Only 37% of control schools verifiably implemented the intervention when ordered to by the Ministry of Education, compared with 83% in the original trial. Implementation was no higher among schools that previously implemented the program in the RCT, suggesting that fixed costs of adoption do not explain non-adoption. We …

A Machine Learning Framework For Residential District Cooling: Forecasting Consumption, Explaining Drivers, And Evaluating Decarbonization Pathways, Kadhim Hayawi, Husna Maliakkal, Neethu Venugopal, Thanveer Musthafa Hussain, Gomathi Bhavani Rajagopalan

All Works

District Cooling Systems (DCS) in the Middle East, while energy-efficient, are significant contributors to carbon emissions. This study introduces a novel framework to decarbonize DCS operations by integrating predictive machine learning, explainable AI (XAI), and renewable energy planning, all grounded in extensive real-world data. Leveraging a unique dataset from 59 residential buildings in the UAE—including energy consumption, climate variables, and building features—we developed a high-fidelity cooling load forecasting model. Following a rigorous chronological validation methodology, the Random Forest model was identified as the most robust, achieving a strong performance (R2 = 0.8256, RMSE = 11,668.31). Outdoor temperature was confirmed …

Fetal Personhood And Inheritance By Unborn Children, Alyssa A. Dirusso, Emily Price Jun 2026

Fetal Personhood And Inheritance By Unborn Children, Alyssa A. Dirusso, Emily Price

ACTEC Law Journal

This article will first discuss the status of the law with respect to inheritance rights of the unborn, including both posthumous children and posthumously-conceived children. This paper next describes the fetal personhood movement and its recognition of not only life but also death before birth. The article explains the current law on survivorship and inheritance rights. Then this article discusses the implications of death before birth on intestate distributions. These implications lead the authors to recommend a default rule barring unintentional nevernatal inheritance. The authors support, however, practical provisions for the unborn for those who choose to do so.

"Health" In Hems Means Complete Well-Being, Claudia E. Tordini, Richard S. Franklin Jun 2026

"Health" In Hems Means Complete Well-Being, Claudia E. Tordini, Richard S. Franklin

ACTEC Law Journal

This article focuses on the definition of “health” as used in the ascertainable standard exception of Internal Revenue Code § 2041(b)(1)(A), most frequently articulated in trusts as “health, education, maintenance and support” (HEMS). It is clear that a discretionary power to distribute for one’s own health is permitted without causing a taxable general power of appointment, but there is a dearth of authority indicating the meaning of health for this purpose. This article provides the research and foundation for understanding that health as used in HEMS is a state of complete physical, mental, and social well-being, and not merely the …

Anti-Allyship And The Indirect Subordination Of Queer People, Richard Luedeman Jun 2026

Anti-Allyship And The Indirect Subordination Of Queer People, Richard Luedeman

Washington Law Review

This Article theorizes and interrogates anti-allyship as a central mechanism of modern subordination of queer people. While not new, anti-allyship is expanding rapidly under the second Trump administration. Defined as the deliberate imposition of legal, financial, and reputational costs on those who support queer individuals or institutions, anti-allyship is a strategy of indirect oppression. It targets not queer people directly, but the infrastructure of support on which queer communities rely: clinicians, educators, family members, researchers, and organizations. In doing so, it often evades the formal protections of civil rights law, which remain tethered to anticlassification models and status-based protections that …

Disability And Constitutional Legitimacy, Katherine A. Macfarlane Jun 2026

Disability And Constitutional Legitimacy, Katherine A. Macfarlane

Washington Law Review

Disability classifications can take one of two forms. The more familiar form targets people with disabilities on account of their disability and harms them. This type of government classification receives deferential rational basis review and is therefore difficult to challenge. But government action that benefits people with disabilities also classifies on the basis of disability and receives rational basis review. This Article focuses on classifications that provide preferential treatment to disabled people precisely because of their disability—through disability affirmative action programs—and argues that their legitimacy is bolstered, not weakened, by the rational basis standard. It does so by distinguishing the …

Cross-Enforcing The Plain Smell Doctrine, Alexa Perez Jun 2026

Cross-Enforcing The Plain Smell Doctrine, Alexa Perez

Washington Law Review

In a state that has legalized marijuana, does a state officer have probable cause to conduct a warrantless search of a vehicle based on the smell of marijuana alone, because marijuana is still prohibited under federal law? This Article is the first to consider that unsettled question. Over the last ten years, almost every state has altered the legality of marijuana in some way, either through decriminalization or legalization. Yet the possession, use, and cultivation of marijuana continue to be illegal at the federal level. Prior to these reforms, state courts generally upheld warrantless searches of vehicles based on nothing …

The Canons Fell Silent: An Analysis Of The Supreme Court's Failure To Use Statutory Interpretation Tools In Sackett V. Epa, Lauren Carlsen Jun 2026

The Canons Fell Silent: An Analysis Of The Supreme Court's Failure To Use Statutory Interpretation Tools In Sackett V. Epa, Lauren Carlsen

Washington Law Review

In 2023, the United States Supreme Court denied decades of precedent, agency action, and the proper use of canons of interpretation in its decision in Sackett v. Environmental Protection Agency (Sackett). This case adopted the “continuous surface connection” test, which requires an indistinguishable surface water connection between a wetland and a navigable water to assert Clean Water Act jurisdiction over the wetland. This limitation on agency authority under the Clean Water Act was created through a statutory analysis that failed to apply the “Plain Meaning” and “Whole Act” canons of statutory interpretation. The Court narrowly applied the meaning of …

"Speech Swept Up"—The Constitutionality Of State Prohibitions Of Conversion Therapy For Lgbtq+ Youth, Lauren A. Chivers Jun 2026

"Speech Swept Up"—The Constitutionality Of State Prohibitions Of Conversion Therapy For Lgbtq+ Youth, Lauren A. Chivers

Washington Law Review

Since 2012, individual states have passed laws prohibiting state-licensed mental health professionals from engaging in conversion therapy with minor clients. Despite the breadth of research undermining its efficacy and documenting harms, the practice of conversion therapy persists. State regulation of conversion therapy—and thereby licensed professionals’ conduct with their clients—has emerged as a contentious issue for the judiciary. Most significantly, the U.S. Supreme Court weighed in on the matter for the first time in 2026. In Chiles v. Salazar, the Court addressed a challenge to Colorado’s conversion therapy ban, confronting fundamental questions about this unsettled area of First Amendment law. …

Deaf In Prison: The Courts' Failure To Remedy Ada Violations In Prisons, Ruby Grossman Jun 2026

Deaf In Prison: The Courts' Failure To Remedy Ada Violations In Prisons, Ruby Grossman

Washington Law Review

The carceral system is one of the many institutions that fails to adequately accommodate individuals with disabilities. D/deaf individuals specifically face a severe lack of resources and accommodations, pervasive mistreatment, and inadequate services while incarcerated. While the Supreme Court has recognized that individuals necessarily do not retain all their constitutional rights while incarcerated, there are constitutional rights and statutory protections with which prisons are required to comply. The Americans with Disabilities Act (ADA) is one such statute. When it comes to D/deaf incarcerated individuals, the ADA requires that prisons provide reasonable accommodations so those individuals are not deprived of programs, …

Evidence Brief: Shifting Attitudes And Social Norms On Fgm Through Community-Based Interventions In Somaliland, Stella Muthuri, Dennis Matanda, Francis Obare, Stephen Kizito, Chi-Chi Undie

Sexual and Reproductive Health, Rights, and Choices

This study, conducted in Sool and Sanaag regions of Somaliland within the context of The Girl Generation Support to the Africa-Led Movement (TGG-ALM), provides insights into how community-based, dialogue-driven interventions influence attitudes, social norms, and behavioural intentions related to FGM and gender.

Findings show that while personal opposition to FGM is relatively high, this does not consistently translate into perceived or collective opposition. Individuals tend to view their own attitudes as more progressive than those of their families and communities, pointing to a critical “norms misalignment” that constrains behaviour change. This gap suggests that entrenched social expectations – particularly around …

Social Media Is A Juggernaut: Lagged Correlation Analysis Using Ngram Data On “Internet” And “Social Media” With Amplification By The Advent Of The “Iphone”, William Zywiak, Gao Niu, Nicolas Petrell, Victoria Nichele, Kirsten Hokeness

Mathematics and Economics Faculty Journal Articles

The amount of new information transmitted per day can be overwhelming. The data available through Ngram Viewer allows statistical examination to determine the most salient topics, as well as lagged correlation and lagged variance to support possible causal connections between concepts. Using this database, we determined that COVID, crypto, microplastics, and especially social media are important topics of the last few years. We also present results that suggest the development of the internet and the iPhone fueled the prominence of social media, and the access of the iPhone also increased access to the internet.

The Impact Of New York's 2026 Climate Law Retreat, Jonathan A. Binder, Vincent M. Nolette Jun 2026

The Impact Of New York's 2026 Climate Law Retreat, Jonathan A. Binder, Vincent M. Nolette

Sabin Center for Climate Change Law

On May 26, 2026, New York State enacted significant revisions to its 2019 Climate Leadership and Community Protection Act (CLCPA). The 2026 Amendments, which include changes to the greenhouse gas (GHG) emission accounting methodology, the statewide GHG emission limits, and the requirement to adopt implementing regulations, collectively weaken the Act's ambition. New York’s retreat from state climate action after championing it for years reflects a broader national trend of de-prioritizing mitigation efforts.

The 2026 Amendments will have vast and important consequences for the implementation of the CLCPA. Numerous actions will need to be updated through rulemaking, guidance, or other administrative …

Cut And Cultivate: Process And Practice, Kailey Atkinson Jun 2026

Cut And Cultivate: Process And Practice, Kailey Atkinson

Master of Fine Arts in Visual Arts

Using a candy-coated, flower-ridden, bright palette and maximalist sense of composition, my artwork builds community through narrative collage, photography, painting, sculpture, poetry, and social practice. Through a feminist lens, these bright works explore body image, gender roles, and social issues. Obsessively collecting and repurposing an archive of vintage imagery, my work draws parallels between traditional and contemporary topics through the language of collage and redaction.  My nascent social practice has led me to engage with narratives outside my own experience and offer my process as a healing modality to other women.

In a tumultuous political climate where art can serve …

Darkness Seen By Candlelight: Painting To Discover Feeling, Shelby Feltoon Jun 2026

Darkness Seen By Candlelight: Painting To Discover Feeling, Shelby Feltoon

Master of Fine Arts in Visual Arts

This thesis discusses the ways that a phenomenological experience can translate itself through the medium of painting. This translation evokes deep feelings through physical considerations of materiality, light, context, distance, and time. Through a series of intimate and abstracted oil paintings created in thin layers, the work conveys an interdependent relationship between light and darkness. This project draws from research on art movements like Suprematism, Minimalism, and Expressionism, as well as larger practices and philosophies about photography and the sublime. The body of work draws direct reference to Junichiro Tanazaki’s essay In Praise of Shadows. Ultimately, the work described …

Smartphones are frequently connected to external, untrusted charging hardware, creating opportunities for side-channel attacks that do not require malware or direct access to device data. Charger Surfing, a recently proposed charging-line power analysis side-channel attack, reported high accuracy in inferring touchscreen input from voltage measurements collected from a smartphone’s charging cable; however, the reproducibility and robustness of these results under different conditions remain unclear. This thesis presents an independent replication and evaluation of Charger Surfing, including the development of an end-to-end data collection pipeline consisting of a modified charging cable, oscilloscope-based recordings, custom Android app, automated trace processing, and convolutional …

Design And Analysis Of A Customizable 6-Dof Force/Torque Sensor, Pyeongkang Kim Jun 2026

Design And Analysis Of A Customizable 6-Dof Force/Torque Sensor, Pyeongkang Kim

Master's Theses

This thesis presents the design, development, calibration, and testing of a novel customizable six-degree-of-freedom force/torque sensor, called the Kustom Force/Torque Sensor (KFTS), for use in the Cal Poly Low Speed Wind Tunnel (LSWT). The KFTS was developed as an alternative to commercial multi-axis force/torque sensors that feature fixed specifications. The swappable components and configurable structure of the KFTS enables changes to the sensor sensitivity, sensing range, and frequency response. Experimental testing verified that the sensor behaved as a linear time-invariant system, enabling calibration through the method of least squares and allowing the applied forces and moments to be reconstructed as …

Praxsmith: An Actor-Centric Domain Specific Language For Emergent Narratives In Video Games, Jacob C. Kelleran Jun 2026

Praxsmith: An Actor-Centric Domain Specific Language For Emergent Narratives In Video Games, Jacob C. Kelleran

Master's Theses

The video game industry is rapidly growing, and interest in game development is growing alongside it. Among this growing interest is a desire to include branching and emergent narratives in games. This subject is understood to be difficult, as every possible trajectory within the story creates exponential complexity. Large studios are sometimes able to create convincing implementations, but that is often with hundreds of developers and writers. Over the years, various solutions have been proposed to create frameworks and languages that aim to tackle this problem, with varying degrees of success. Some frameworks attempt this by placing the focus on …
