Resource Allocation Patterns At U.S. Community Colleges: An Evaluation Of Priorities, Efficiency And The Historical Mission 1981-82 Through 1986-87, Douglas B. Morrison

Dissertations and Theses

Over a six-year period, this study compares the demonstrated priorities and efficiency of 328 U.S. community colleges to the historical mission of community colleges which includes the goals of unrestricted student access, service to many students, and the delivery of comprehensive, high-quality, low-cost educational programs. Sample data was provided by NACUBO for 328 institutions (out of a U.S. population of 770) reporting in both 1981-82 and 1986-87. The study compares the 1986-87 resource allocation patterns for each institution to the 1981-82 patterns for that same institution. Measurements include the level, mix, and rate of change in F.T.E. student enrollments, square …

An Analysis Of The Effect Of State Regulation Of Commercial Income Tax Preparers On The Quality Of Income Tax Returns, Jeanie Grace Sumner Jan 1989

An Analysis Of The Effect Of State Regulation Of Commercial Income Tax Preparers On The Quality Of Income Tax Returns, Jeanie Grace Sumner

Dissertations and Theses

Occupational regulation of many professions has grown in magnitude and complexity in the past fifty years. Statutes relating to occupational regulation are often implemented by state legislatures without sufficient quantitative analysis.

Prior studies have analyzed the need for regulation to protect consumers. Some research has been published which addresses the differences in the quality of services offered by regulated and unregulated professions. Due to lack of data, the effect of state regulation on commercial income tax preparers has not been quantified.

Recently data from the 1979 cycle of the Taxpayer Compliance Measurement Program (TCMP) has been made available by the …

Strategic Implications Of R&D Investment On Dynamic Business Systems, George F. Farrimond Jr. Jan 1989

Strategic Implications Of R&D Investment On Dynamic Business Systems, George F. Farrimond Jr.

Dissertations and Theses

The United States' ability to compete in many international markets has been based on competitive advantage in high-technology products. Until recently, these industries had a favorable trade balance but in 1987, it slipped to deficit of $0.6 billion. Management of research and development programs is one of the most important elements in remaining competitive. Therefore, this research study of 291 high-technology firms was undertaken to determine if: (1) a positive relationship exists between the amount of investment in research and development (R&D) and a firms success in sales, net income, or market share, (2) excessive investment in R&D would decrease …

A Preliminary Analysis Of Beneficiary Discharge Status And Post-Hospital Placement Before And After The Implementation Of Medicare's Prospective Payment System, Anne Marguerite Wilkinson Jan 1989

A Preliminary Analysis Of Beneficiary Discharge Status And Post-Hospital Placement Before And After The Implementation Of Medicare's Prospective Payment System, Anne Marguerite Wilkinson

Dissertations and Theses

In recognition of the inherently inflationary nature of retrospective reimbursement, the Reagan Administration enacted legislation that substantially changed Medicare's hospital reimbursement system. The Prospective Payment System (PPS) mandated paying hospitals a fixed payment, set in advance, based on the patient's diagnosis rather than retrospectively paying for all services delivered to a patient. Critics contend that PPS introduces incentives for hospitals to conserve resources during the hospital stay and to shift care to less costly settings, both potentially affecting quality of care to the elderly. The question addressed by this dissertation is whether there were changes in the discharge health status …

The Market For Convention Facilities, Philipp Degens, M. Hossein Haeri, James G. Strathman Dec 1988

The Market For Convention Facilities, Philipp Degens, M. Hossein Haeri, James G. Strathman

Center for Urban Studies Publications and Reports

Conventions, trade shows and meetings represent an industry of considerable size in the United States. In a 1984 survey, the International Association of Convention and Visitors Bureaus estimated a total of 20.5 billion dollars of annual expenditure generated by 54.3 million delegates nationwide. Despite its economic importance, the industry has received little analytical attention in the literature on tourism. In this paper we develop and estimate a model of demand for metropolitan convention facilities. Our results suggest that metropolitan convention activity is sensitive to both cost and attraction-related factors.

Governing And Managing Multi-Modal Transit Agencies In A Multicentric Era, Sy Adler, Sheldon Edner Dec 1988

Governing And Managing Multi-Modal Transit Agencies In A Multicentric Era, Sy Adler, Sheldon Edner

Center for Urban Studies Publications and Reports

We explore the dynamics of governing and managing multi-modal regional transit agencies through a case study of the Tri-County Metropolitan Transit District (Tri-Met), which provides bus and rail transit services to the Portland, Oregon, metropolitan area (see map). Along with other similarly constituted firms in the United States transit industry, Tri-Met confronts the challenge of providing service in a geopolitical context that is quite different than when the agency was created. The critical new element in Tri-Met's operating environment is the emergence of several suburban business centers that effectively compete with the Portland central business district (CBD), and are seeking …

Employment Decline I Timber Dependent Regions, Anthony M. Rufolo, James G. Strathman, Lois M. Bronfman

Center for Urban Studies Publications and Reports

Employment in the wood products industry in Oregon has declined over the past decade despite the resurgence in demand for the products of the industry in the last few years. Because of the dependency of rural regions on this industry, the Ford Foundation funded the authors to undertake a study of the causes and consequences of employment decline within the industry. Such information can contribute to the development of strategies for improving the economic viability of these regions.

Tunber dependent regions in Oregon fit the classic export-base model of economic development These areas produce wood products for export to other …

Roughness-Induced Resonance For Molecular Fluorescence Near A Corrugated Metallic Surface, P.T. Leung, Young Sik Kim, Thomas F. George

Physics Faculty Publications and Presentations

Based on a dynamical energy-transfer theory for the molecular decay rate near a rough metallic surface, a new resonance structure is predicted which is mediated by the roughness and which is absent in the static image theory. The implication of this new resonance structure to other phenomena, such as electron-energy-loss spectrum and cross coupling in thin films, is pointed out.

Cultural competence is a set of congruent behaviors, attitudes and policies that come together in a system, agency or professional to work effectively in cross-cultural situations. The word culture is used because it implies having the capacity to function effectively. A culturally competent system of care acknowledges and incorporates - at all levels - the importance of culture, the assessment of cross-cultural relations, vigilance towards the dynamics that result from cultural differences, the expansion of cultural knowledge and the adaptation of services to meet culturally unique needs.

William A. Rockie: Seventy Years A Geographer In The West, John D. Rockie

Occasional Papers in Geography

Occasional Paper in Geography Publication No. 5

At the time of William A. Rockie's death in 1981 he was in the process of preparing a monograph for the 'Occasional Papers in Geography' series at Portland State University. The monograph was to recount his long career as a professional geographer. He had started in the late 1970's writing his recollections in a random fashion. After Rockie's death several people from the Geography Department at Portland State University discussed the unfinished work with Rockie's son, John, who agreed to assume responsibility for organizing what Rockie had written and expand on it as …

From Myth To History: Yap Ah Loy And The Heroic Past Of Chinese Malaysians, Sharon Carstens Sep 1988

From Myth To History: Yap Ah Loy And The Heroic Past Of Chinese Malaysians, Sharon Carstens

Anthropology Faculty Publications and Presentations

The exploration of differing historical interpretations has become an area of growing interest to anthropologists and historians alike, who have come to recognize that diverse interpretations of the same events can create as powerful a force for future actions as the events themselves. Following this approach, history becomes not so much a narrative progression of events, as shifts in meaning structures over time. The impact of such a perspective on scholars of Southeast Asian societies has led to both an increasingly critical use of colonial sources as well as to renewed interest in native or indigenous documents. We have also …
