Challenges Confronting Metropolitan Portland's Transportation Decision-Making Regime, Sheldon Edner, Sy Adler, Peter B. Morris Sep 1989

Challenges Confronting Metropolitan Portland's Transportation Decision-Making Regime, Sheldon Edner, Sy Adler, Peter B. Morris

Center for Urban Studies Publications and Reports

In this paper we discuss the structure and dynamics of this consensus process through an exploration of a series of challenges to the regime. These challenges include: (1) cultivating new sources of project finance, as the federal government reduces its contribution; and (2) integrating transport projects with regional and local land use plans designed to manage urban growth; in the context of (3) intensifying competition between -business centers within the region, as rapidly growing suburban areas seek transport projects that will facilitate locally-oriented economic growth. We first discuss the institutional and normative elements of the regional consensus process in historical …

Spontaneous Mode Locking In Long-Cavity Xenon Lasers, Manuela Fe Tarroja, Mohammad Sharafi, Lee W. Casperson Aug 1989

Spontaneous Mode Locking In Long-Cavity Xenon Lasers, Manuela Fe Tarroja, Mohammad Sharafi, Lee W. Casperson

Electrical and Computer Engineering Faculty Publications and Presentations

Spontaneous mode locking in Fabry—Perot xenon lasers has been experimentally investigated for cavity lengths up to 66 m. Our results show dependence of the number of pulses per round-trip time on the cavity length and the excitation current. Other dynamical effects such as the ringing and modulation of the mode-locked pulses have been observed. A semiclassical model for the self-locking of an inhomogeneously broadened laser is also presented. Numerical results based on this model describe many dynamical features observed in our experiments.

Augmented Analysis Of Oregon's Special Need Transportation Providers, Janice Dean, Sheldon Edner, Kenneth Dueker, Transportation Northwest (Transnow)

Center for Urban Studies Publications and Reports

This analysis extends the work originally provided in the 1988 Oregon Public Transportation Study by the same authors. The intent is to focus attention on a particularly diverse segment of the public transportation community, special need providers (SNT), in an effort to further specify and define their nature and role in the public transportation system. The results of this analysis are intended to assist the Oregon Department of Transportation, Public Transit Division, with its efforts to implement Oregon's public transportation programs and to provide a basis for further specifying additional research needs in this area.

Constructing The 1990 Public Transportation Study Process: Reflections Of The 1988 Research Team, Janice Dean, Sheldon Edner

Center for Urban Studies Publications and Reports

The 1988 Oregon Public Transportation Study provided a solid foundation of information about Oregon’s transportation providers. In particular, it furnishes information on which revenue sources members of the industry are utilizing, expenditure patterns, capital and operating revenue needs, the protected increased demands for public transportation, and the ability of provides to makes use of available resources in their strategic planning. The study also substantiated that many members of the industry do not identify themselves as transportation providers, particularly the Special Need Transportation providers. The research process also revealed several additional factors about the process of collecting information that should be …

Temporal Patterns Of Nectar And Pollen Production In Aralia Hispida: Implications For Reproductive Success, James D. Thomas, Mary A. Mckenna, Mitchell B. Cruzan Aug 1989

Temporal Patterns Of Nectar And Pollen Production In Aralia Hispida: Implications For Reproductive Success, James D. Thomas, Mary A. Mckenna, Mitchell B. Cruzan

Biology Faculty Publications and Presentations

Large plants of Aralia hispida present their pollen and nectar in hundreds of small flowers than open sequentially over 2—3 wk in a pattern of synchronized protandry that alternates male and female phases. The primary pollinators, bumble bees, are able to discover individual plants with elevated levels of either nectar or pollen, and to return to them more often than to less rewarding plants. Both pollen and nectar are presented gradually over time in such a way as to favor traplining behavior by the bees, with many, frequent visits. In controlled environments, lifetime sugar production per flower varies among plants, …

Research and Training Center - Focal Point

We are concerned about parents who have children with emotional disabilities in need of a range of services -- particularly out-of-home placement -- who have, in countless instances, been required to transfer custody of their children to the state for the sole purpose of obtaining necessary services at public expense. This requirement appears to stem, primarily, from the following: (1) a mistaken belief on the part of the state and local officials that federal reimbursement under Title IV-E of the Social Security Act is available only where legal custody of a child has transferred to the state; and or (2) …

Integrating Psychological And Economic Perspectives On Energy Consumption: The Determinants Of Thermostat Setting Behavior, Jane Stromme Peters Jun 1989

Integrating Psychological And Economic Perspectives On Energy Consumption: The Determinants Of Thermostat Setting Behavior, Jane Stromme Peters

Dissertations and Theses

Data obtained from two surveys of 283 residents of recently built homes in the Pacific Northwest were used to examine winter thermostat setting behavior. Attitude scales along with demographic, economic and dwelling structure data were used to estimate models of daytime, nighttime and average temperature setting choices. Two series of models were estimated: a partial model using demographic, dwelling structure characteristics and economic data; and an integrated model including the attitude scales.

The results of these analyses demonstrated that the inclusion of data on respondent attitudes toward comfort, conservation, health and cost control significantly improved the explanatory power of the …

Dynamics Of The Suburban Activity Center, Rodney Jennings Jun 1989

Dynamics Of The Suburban Activity Center, Rodney Jennings

Center for Urban Studies Publications and Reports

Suburban congestion is a much-discussed phenomenon, although its nature and dimensions are poorly understood. During the Winter term of 1989, several students in the Transportation and Land Use class in the Department of Urban Studies and Planning, Portland State University, examined in term papers transportation issues related to suburban activity centers, particularly the Washington Square center area of suburban Portland.

This report is a synthesis of work derived from the student's term papers. Four of the students continued their research in a collaborative way and presented their joint finding at a workshop at the University of Washington sponsored by TransNOW, …

Taylor Instability In Ryholite Lava Flows, B. A. Baum, W. B. Krantz, Jonathan H. Fink, R. E. Dickinson May 1989

Taylor Instability In Ryholite Lava Flows, B. A. Baum, W. B. Krantz, Jonathan H. Fink, R. E. Dickinson

Geology Faculty Publications and Presentations

A refined Taylor instability model is developed to describe the surface morphology of rhyolite lava flows. The effect of the downslope flow of the lava on the structures resulting from the Taylor instability mechanism is considered. Squire's (1933) transformation is developed for this flow in order to extend the results to three-dimensional modes. This permits assessing why ridges thought to arise from the Taylor instability mechanism are preferentially oriented transverse to the direction of lava flow. Measured diapir and ridge spacings for the Little and Big Glass Mountain rhyolite flows in northern California are used in conjunction with the model …

Literaturproduktion In Der Ddr: "Vom Entstehen Und Sterben" Erich Loests Es Geht Seinen Gang Und Vom Entstehen Und Gedeihen Christa Wolfs Nachdenken ÜBer Christa T., Gudrun Hommel-Ingram

Dissertations and Theses

Christa Wolf is perhaps the best known East German author outside the Gennan Democratic Republic. Her works have been translated into many languages, and on her recent sixtieth birthday she was able to look back on an illustrious literary career. Erich Loest's life as an East German writer has been more troublesome, from his years as a young adult on the eastern side of the wall to his life in the Federal Republic since 1981. Both writers have worked under a political system which imposes strict guidelines on its artists, as regards conception and production of their works. Both authors …

Caregiving For Parents And Caregiving For Children: The Differential Effects On Job Stress And Absenteeism, Linda Boise

Dissertations and Theses

An important area of contemporary research is the impact of family responsibilities on the workplace. Historically, caregiving responsibilities have been predominantly for minor children. Increasingly, caregiving involves caring for parents or other elderly or disabled adults.

The study reported in this dissertation compares the effects of caregiving on job stress and absenteeism for two groups of employees, one caring for parents and the other caring for children. It utilizes data from the "Work and Elder Care Project" conducted by the Regional Research Institute for Human Services and the Institute on Aging at Portland State University. Of the 9,573 employees who …

The Contribution Of Manager And Organizational Characteristics To Transit Agency Performance: A National Study Of United States Transit Providers, Charles White, Sheldon Edner

Center for Urban Studies Publications and Reports

The primary objective of the report is to relate attitudinal and demographic characteristics of transit management personnel and agency institutional characteristics to agency performance. The purpose of this analysis is to determine the relative contributions of manager and institutional characteristics as explanatory factors in transit agency performance. The study is based upon the responses of 1033 managers from 134 agencies representing the full range of agency size, institutional, and locational characteristics.

Across six basic performance measures (coat efficiency, labor efficiency, service effectiveness, maintenance efficiency (measured in two different ways) and vehicle efficiency) used here, manager characteristics and attitudes do not …

Fourier Transform Of The Multicenter Product Of 1s Hydrogenic Orbitals And Coulomb Or Yukawa Potentials And The Analytically Reduced Form For Subsequent Integrals That Include Plane Waves, Jack C. Straton May 1989

Fourier Transform Of The Multicenter Product Of 1s Hydrogenic Orbitals And Coulomb Or Yukawa Potentials And The Analytically Reduced Form For Subsequent Integrals That Include Plane Waves, Jack C. Straton

Physics Faculty Publications and Presentations

The Fourier transform of the multicenter product of N 1s hydrogenic orbitals and M Coulomb or Yukawa potentials is given as an (M+N-1)-dimensional Feynman integral with external momenta and shifted coordinates. This is accomplished through the introduction of an integral transformation, in addition to the standard Feynman transformation for the denominators of the momentum representation of the terms in the product, which moves the resulting denominator into an exponential. This allows the angular dependence of the denominator to be combined with the angular dependence in the plane waves.

Analysis Of Mitochondrial Dna Restriction Fragment Patterns In Killer Whales, Orcinus Orca, Tracy Alison Stevens Apr 1989

Analysis Of Mitochondrial Dna Restriction Fragment Patterns In Killer Whales, Orcinus Orca, Tracy Alison Stevens

Dissertations and Theses

The mitochondrial DNA restriction fragment patterns of killer whales (Orcinus orca) were investigated in order to determine the level of genetic differentiation that exists between killer whales from various geographic locations. Twenty one killer whales were examined, seventeen of which were captive killer whales that originated from the North Atlantic and Northeast Pacific Oceans. Two were captive-born animals and two were killer whales that stranded along the Northeast Pacific coast.

DNA was extracted from blood and/or tissue samples, cleaved with a variety of restriction endonucleases and the DNA fragments were separated by horizontal agarose gel electrophoresis. The DNA …

1988 Oregon Public Transportation Study, Sheldon Edner, Kenneth Dueker, Janice Dean Apr 1989

1988 Oregon Public Transportation Study, Sheldon Edner, Kenneth Dueker, Janice Dean

Center for Urban Studies Publications and Reports

Oregon continues to face challenges in public transportation. The lack of a consistent and comprehensive framework of state policy is making local efforts to meet public transportation demands harder and fails to exploit economic and transportation opportunities for improving the vitality of the state. The absence of continuous and stable state financial assistance has weakened the state/local partnership in providing public transportation services and kept mobility for many Oregonians at a minimal level. Finally, as the federal role in funding transportation declines the need for aggressive state leadership increases. The following recommendations for Legislative and Executive action are offered as …

Perspectives On Urban Economic Planning: The Case Of Washington, D.C., Since 1880, Carl Abbott

Urban Studies and Planning Faculty Publications and Presentations

There is little doubt that the United States has been undergoing a sweeping and multi-faceted economic transformation since the early 1970s. The industrial mix and spatial distribution of activities within the national economy are being altered by basic changes, including (1) the simultaneous growth of certain manufacturing industries and the decline of others, (2) the broad decentralization of manufacturing production to overseas locations and the rising importance of international trade, (3) the shift of employment from manufacturing and transportation into information processing activities, and (4) the emergence of historically peripheral regions in the South and West as centers of innovation …
