Much of the family member involvement that is happening at the state and local level is due, at least in part, to the efforts by the federal government to institutionalize family involvement in policymaking. In 1985 Child and Adolescent Service System (CASSP) staff added a family goal to the program. This goal translated into a requirement that state applications for CASSP funds describe how families would participate in service planning efforts at the child and family, program, and system levels. In 1986 Congress passed the State Mental Health Services Comprehensive Plan (Public Law 99-660), which mandated family member participation in …

Morphogenesis Of Douglas Fir Buds Is Altered At Elevated Temperature But Not At Elevated Co2, Martha E. Apple, Melissa S. Lucash, David M. Olszyk, David T. Tingey
Environmental Science and Management Faculty Publications and Presentations
Global climatic change as expressed by increased CO2 and temperature has the potential for dramatic effects on trees. To determine what its effects may be on Pacific Northwest forests, Douglas-fir (Pseudotsuga menziesii ) seedlings were grown in sun-lit controlled environment chambers at ambient or elevated (+4°C above ambient) temperature, and at ambient or elevated (+200 ppm above ambient) CO2. In 1995–1996 and 1996–1997, elevated CO2 had no effect on vegetative bud morphology, while the following unusual morphological characteristics were found with greater frequency at elevated temperature than at ambient: rosetted buds with reflexed and loosened outer …

The Evolving Role Of Semiconductor Consortia In The United States And Japan, Rose Marie Ham, Greg Linden, Melissa M. Appleyard
Business Faculty Publications and Presentations
This article examines the interactions between public and private actors as cooperation in the semiconductor industry becomes increasingly international. The latest manifestations of multilateral collaboration are two consortia: I300I based in the United States and Selete based in Japan. Through an analysis of their structures and their origins, this article provides a deeper understanding of the complexities facing industry-wide consortia, the role of the government in promoting or inhibiting cooperation, and the lingering rivalries that impede truly global cooperation in a dynamic, high-technology industry.

Application Of Mathematical Modeling And Computer Simulation For Solving Water Quality Problems, Jacek Makinia, Scott A. Wells, David Crawford, Marian Kulbik
Application Of Mathematical Modeling And Computer Simulation For Solving Water Quality Problems, Jacek Makinia, Scott A. Wells, David Crawford, Marian Kulbik
Civil and Environmental Engineering Faculty Publications and Presentations
Deteriorated water resources in Central and Eastern Europe call for actions that should be undertaken to improve current conditions and to protect human and environmental health. Mathematical modeling and computer simulation is often an integral part of the decision-making process. Models and simulations allow rapid and varied evaluation of causes and effects and the principal advantage is that they enable an analysis of even long-term actions with limited investment costs. This paper provides an overview of popular models used for simulation of major elements of a water quality system: surface water quality (QUAL2E), wastewater treatment (Activated Sludge Model No.1), sewer …

PSU’s alumni magazine, published 2-3 times a year. In this issue: What makes seemingly good kids don ski masks and rob and terrorize a city?; a grand entrance into Portland State and south downtown is now under construction; for three alumni, finding the right job was not a daydream or a nightmare, but a real choice; in the last issue of PSU Magazine the School of Engineering was hot news. It just keeps getting better; hidden in the Columbia River Basin are stories historians are now discovering; and more.
The Oregon Dot Slow-Speed Weigh-In--Motion (Swim) Project: Final Report, James G. Strathman
The Oregon Dot Slow-Speed Weigh-In--Motion (Swim) Project: Final Report, James G. Strathman
Center for Urban Studies Publications and Reports
Weigh-in-motion (WIM) systems have provided an effective means of data collection for pavement research and facility design, traffic monitoring, and weight enforcement for over 40 years. In weight enforcement, WIM systems have been increasingly used to screen potentially overweight vehicles. Vehicles that exceed weight limits as measured on a WIM scale are then weighed on a static scale, which is subject to accuracy standards specified by the National Institute of Standards and Technology (1998). The use of WIM for screening purposes reduces queuing at weigh stations, resulting in considerable savings for both truckers and enforcement agencies. To date, however, WIM …

Analysis Of Assessment Uniformity In Relation To Favorable Mortgage Terms, James G. Strathman
Analysis Of Assessment Uniformity In Relation To Favorable Mortgage Terms, James G. Strathman
Center for Urban Studies Publications and Reports
This paper examines the capitalization effect of mortgages with favorable terms on the coefficient of intra-area dispersion (COD), the statistic commonly used to measure assessment uniformity. Regression analysis using data from the 1982 Census of Governments indicates that as much as one third of the value of the 1981 state-level CODs can be attributed to the capitalization effects of financing rather than assessment performance. Post-1982 improvements in uniformity can be expected in light of the sharp decline in non-standard sources of mortgage credit.
Photographic Studies Of Laser-Induced Bubble Formation In Absorbing Liquids And On Submerged Targets: Implications For Drug Delivery With Microsecond Laser Pulses, Hanqun Shangguan, Lee W. Casperson, Dennis L. Paisley, Scott A. Prahl
Photographic Studies Of Laser-Induced Bubble Formation In Absorbing Liquids And On Submerged Targets: Implications For Drug Delivery With Microsecond Laser Pulses, Hanqun Shangguan, Lee W. Casperson, Dennis L. Paisley, Scott A. Prahl
Electrical and Computer Engineering Faculty Publications and Presentations
Pulsed laser ablation of blood clots in a fluid-filled blood vessel is accompanied by an explosive evaporation process. The resulting vapor bubble rapidly expands and collapses to disrupt the thrombus (blood clot). The hydrodynamic pressures following the bubble expansion and collapse can also be used as a driving force to deliver clot-dissolving agents into thrombus for enhancement of laser thrombolysis. Thus, the laser-induced bubble formation plays an important role in the thrombus removal process. We investigate the effects of boundary configurations and materials on bubble formation with time-resolved flash photography and high-speed photography. Potential applications in drug delivery using microsecond …
Usability Of Visual Basic For Parallel Programming On Windows Nt, James Scott Barker
Usability Of Visual Basic For Parallel Programming On Windows Nt, James Scott Barker
Dissertations and Theses
Visual Basic is a very popular language. Many hardware engineers have learned Visual Basic because of its simplicity, but have never learned C or C++. Furthermore, people are choosing not to use C or C++ for business software development, but instead are embracing languages such as Visual Basic. Since one of the goals of the parallel programming community has been to encourage more widespread use of parallelism in software, this body of programming talent needs to be addressed.
This thesis intends to prove that Visual Basic can be used for parallel programming, that using it is at least as easy …

Tocqueville's Civic Republicanism: The Balance Between Equality And Liberty In American Democracy, Clifford Brantley Smith
Tocqueville's Civic Republicanism: The Balance Between Equality And Liberty In American Democracy, Clifford Brantley Smith
Dissertations and Theses
At the heart of America's experience with liberal democratic institutions remains the continuous struggle between liberty and equality. The two are opposed, but form the dual foundation upon which American democracy rests. One foundation emphasized the importance of equal political rights and equality of opportunity. This theme considers the prospects of a person are not predetermined at birth, as in an aristocratic country, but instead are left to be filled by the decisions made through life. Yet for people to have the greatest options available as they steer their way through life, there must also exist the second foundation of …
Household Travel/Activity Decisions: Who Wants To Travel?, Catherine T. Lawson
Household Travel/Activity Decisions: Who Wants To Travel?, Catherine T. Lawson
Center for Urban Studies Publications and Reports
Researchers are using activity-based survey data to better understand the nature of the derived demand for travel. However, a strong theoretical construct for derived demand has yet to be developed. In order to understand the ramifications of considering travel as a derived demand, it is necessary to review some of the basic tenets of economics.
Some activities require travel (i.e. shopping or picking up children from daycare), while others are conducted entirely within the confines of the home. There is a set of activities that can be conducted either in or out of the home. A need to travel arises …
The Role Of Soil Test Information In Reducing Groundwater Pollution, Ronald A. Fleming, Richard M. Adams, David E. Ervin
The Role Of Soil Test Information In Reducing Groundwater Pollution, Ronald A. Fleming, Richard M. Adams, David E. Ervin
Economics Faculty Publications and Presentations
Testing soils for nutrients is expected to improve groundwater quality. However, it is unknown whether soil testing will improve groundwater quality sufficiently to decrease the demand for direct regulation of agricultural practices. Focusing on an irrigated agricultural region in eastern Oregon, the economic and environmental aspects of soil testing are assessed using a spatially distributed, dynamic simulation model which links economic behavior with the physical processes that determine groundwater quality. Results indicate that soil testing of all fields increases farm profits and reduces groundwater nitrate concentration. However, the benefits are small in terms of potential improvements in groundwater quality.
A Gis Methodology For Assessing The Growth Impacts Of Highway Improvements, Thomas W. Sanchez, Kenneth Dueker
A Gis Methodology For Assessing The Growth Impacts Of Highway Improvements, Thomas W. Sanchez, Kenneth Dueker
Center for Urban Studies Publications and Reports
This paper presents a methodology to assess the induced land use effects of state highway improvements on urban development patterns. The methodology is applied to the case study City of Hillsboro, Oregon and illustrates a framework for data management and analysis. A set of temporal land use characteristics and spatial measures are used as predictors of urban development activities resulting from highway accessibility improvements. A multiple regression analysis tests the significance of these variables in predicting rates and locations of urban development. The primary objective of this research is to identify the relationship between capacity increasing highway improvements and changes …
Effects Of Light Rail Transit In Portland: Implications For Transit-Oriented Development Design Concepts, Kenneth Dueker, Martha J. Bianco
Effects Of Light Rail Transit In Portland: Implications For Transit-Oriented Development Design Concepts, Kenneth Dueker, Martha J. Bianco
Center for Urban Studies Publications and Reports
In the Portland, Oregon, region many local planners have embraced the neotraditional planning concept in the form of transit-oriented development (TOD). One of the primary components of transit-oriented development, light rail transit (LRT), has been in place in Portland long enough to provide data for analysis. Because neotraditional planners often emphasize LRT as a crucial element in decreasing auto use and in encouraging high-density development, this paper examines the effects of LRT in the Portland region including mode share, density, and property values. The empirical analysis provides evidence that light rail alone has not been sufficient to have an appreciable …

Automated Bus Dispatching, Operations, Control, And Service Reliability: Baseline Analysis, James G. Strathman, Kenneth Dueker, Thomas J. Kimpel, Rick Gerhart, Ken Turner, Pete Taylor, Steve Callas, David Griffin, Janet Hopper
Center for Urban Studies Publications and Reports
The authors of this report are engaged in a long term project to assess the impacts of Tri-Met's BDS on service reliability and transit use. The framework designed for this assessment focuses on documenting service reliability and passenger activity at three major junctures:
• The pre-operational (baseline) period;
• The initial (passive) period following implementation of the new system, when both drivers and dispatchers have access to schedule adherence information in real time, but before the development and use of operations control practices that exploit the information generated by the system;
• Full implementation, when operations control practices are defined …

Šawaš Ili?I-Šawaš Wawa -- 'Indian Country--Indian Language' : A Participant Observation Case Study Of Language Planning By The Confederated Tribes Of The Grand Ronde Community Of Oregon, Gregry Michael Davis
Dissertations and Theses
The Kwelth Tahlkie Culture and Heritage Board (KTC&HB) of the Confederated Tribes of the Grand Ronde Community of Oregon (CTGR) have made it a priority to revitalize one of the languages which historically has been associated with being a Grand Ronde Indian-Chinook Jargon, referred to as činuk wawa 'Chinook talk' or simply činuk.
The purpose of the present study was to observe the language planning process as executed by the KTC&HB. Initial guiding questions were: (i) What stages is the KTC&HB going through in the process of planning for činuk revitalization? (ii) How do these efforts compare with theory and …

God, Union And Liberty: The Military As The Key Player In Costa Rica, 1820-1824, Aaron Arguedas
God, Union And Liberty: The Military As The Key Player In Costa Rica, 1820-1824, Aaron Arguedas
Dissertations and Theses
In Costa Rica at the time of independence a central government did not exist, and even after its organization, it remained very weak. Due to this fact military officers stepped forward to control and govern each town. After controlling each town military officers fought for political control of the country. During these years to become a military officer was the best professional career to follow. Military officers were looked upon with respect, fear and power. As a result military culture became the social realm which controlled towns and guided state formation in the 1820s.
Before and after independence in Costa …
The Effects Of Cohabitation On Subsequent Marital Satisfaction, Brenda Fague
The Effects Of Cohabitation On Subsequent Marital Satisfaction, Brenda Fague
Dissertations and Theses
Most research on cohabitation has focused on the subsequent marital instability of cohabitors. However, these findings are inconsistent and. considering the great number of stable unhappy marriages, marital stability is not an accurate measure of relationship success.
The purpose of this research is to compare the relationship satisfaction reported by married couples who cohabited prior to their marriage with the satisfaction of married couples who did not cohabit premaritally. This research uses respondents' self-reported relationship satisfaction as a measure of relationship success.
General Social Survey data collected in 1988 and 1994 were analyzed to determine the relationship between premarital cohabitation …

Location Independent Names For Nomadic Computers, David Steere, Mark Morrissey, Peter Geib, Calton Pu, Jonathan Walpole
Computer Science Faculty Publications and Presentations
Recent advances in the Domain Name System (DNS) and the Dynamic Host Configuration Protocol (DHCP) have enabled a new approach to supporting mobile users: location independent naming. In this approach, machines use the same hostname from any internet location, but use an IP address that corresponds to their current location. We describe a protocol that implements location independent naming for nomadic computers, i.e., machines that do not need transparent mobility. Our protocol allows hosts to move across security domains, uses existing protocols, and preserves existing trust relationships. Therefore, it preserves the performance and security of normal IP for nomadic computers …
