During the George Floyd protests, police used tactics infrequently seen until now, including the use of tear gas and sonic weapons in contested spaces. Police tactics are presumably sanctioned by policing directives, but little is known about how these tactics may vary across space at a granular spatial level, or how they might be normalized over time. To address this knowledge gap, I used the concept of repertoires of protest control to characterize and quantify the tactics of the Portland Police Bureau (PPB) deployed on racial justice protesters during the 2020 racial justice protests and describe the role of these …

This report provides the initial findings of Year 2 of a multi year project to understand the effects of successive drug policy efforts in Oregon, with special focus given to Ballot Measure 110 (M110). This report uses criminal justice metrics (e.g., arrests and drug court participation) and treatment resource information (e.g., number of individuals served through M110 monies) to better understand how individuals are connecting with services in Oregon, and the role that the criminal justice system can play as one component of a larger network.

This project describes a proof of concept for developing a digital asset management system dashboard for water backflow assemblies at Portland State University (PSU) using a modified ESRI ArcGIS Online backflow solution. Asset management is crucial for optimizing the lifecycle of tangible assets, which ensures cost-effective operational efficiency and regulatory compliance. PSU manages over 250 backflow assemblies spread across the 50-acre campus and has traditionally relied on manual processes, which can lead to inefficiencies and potential transcription errors.
The system links spatial data with asset attributes for backflow devices, enabling field staff to update inspection results directly from mobile devices. …

Examining The Multifaceted Impacts Of Drug Decriminalization On Public Safety, Law Enforcement, And Prosecutorial Discretion, Kelsey S. Henderson, Christopher M. Campbell, Brian C. Renauer

This final report provides the findings of a multi-year project to understand the effects of successive drug policy efforts in Oregon. Since 2013, Oregon has implemented three changes that reclassified and lowered the seriousness of low-level drug possession offenses, with multiple years between each policy change: Justice Reinvestment in 2013, defelonization in 2017, and decriminalization in 2021. This project parses out the individual impacts of these unique events on law enforcement, prosecution, courts and sentencing, and public safety & health.

Increasingly large and frequent wildfires affect air quality even indoors by emitting and dispersing fine/ultrafine particulate matter known to pose health risks to residents. With this health threat, we are working to help the building science community develop simplified tools that may be used to estimate impacts to large numbers of homes based on high-level housing characteristics. In addition to reviewing literature sources, we performed an experiment to evaluate interventions to mitigate degraded indoor air quality. We instrumented one residence for one week during an extreme wildfire event in the Pacific Northwest. Outdoor ambient concentrations of PM2.5 reached historic …

Key Points In Preparation For Oregon Legislative Session (2024): Examining The Multifaceted Impacts Of Drug Decriminalization On Public Safety, Law Enforcement, And Prosecutorial Discretion, Kelsey S. Henderson, Christopher Campbell, Brian Renauer

These findings are part of a 3-year study to examine the impacts of possession of PCS law changes on: (1) law enforcement discretion, (2) prosecutorial decision-making, (3) courts/sentencing, and (4) public safety. The key findings, unless noted, represent statewide trends and impacts. Prior to M110, other statewide changes in policy, law, and historical events such as the COVID-19 lockdown/court backlog and public defense crisis also had important impacts on enforcement, prosecution/sentencing, and public safety outcomes. As such, data collected during the early implementation of M110 is not likely a reliable predictor of its ultimate impact. The data reported on below …

Perspectives On E-Scooters Use: A Multi-Year Cross-Sectional Approach To Understanding E-Scooter Travel Behavior In Portland, Oregon, Minju Kim, Nicholas M. Puczkowskyj, John Macarthur, Jennifer Dill

Unique travel behavior patterns are observed as shared electric scooters (e-scooters) provided by private operators expand into U.S. cities. Three separate years of e-scooter ridership survey data from the Portland Bureau of Transportation’s E-scooter Pilot Programs were analyzed to ascertain the multi-year cross-sectional and demographic characteristics of e-scooter riders. A binary logistic regression model, descriptive statistics, and multiple regression model are used to analyze e-scooter mode substitution, trip purposes, and travel distance from 2018 to 2020 in Portland, Oregon. Since the introduction of e-scooter in 2018, respondents have been less likely to use their previous transportation, and especially vehicle …

Oregon made history in 2020 when voters joined together to approve ballot measure 110, the Drug Addiction Treatment and Recovery Act, which decriminalized personal amounts of all illicit substances. This was done in a bid to begin treating the ongoing drug crisis as a public health issue as opposed to a criminal justice issue. While Oregon may be the first in the nation to make such a move, they are not the first government to experiment with decriminalizing 'hard drugs.' On any given day in Oregon, hundreds of people charged with a crime do not have an attorney to represent them. Many of these people are in custody, and some face charges as serious as murder. How did our public defense system reach the point of crisis? What can be done about it? This paper provides a general overview of the right to counsel nationally before narrowing the focus to the state of Oregon. Earthquake surface-fault rupture location uncertainty is a key factor in fault displacement hazard analysis and informs hazard and risk mitigation strategies. Geologists often predict future rupture locations from fault mapping based on the geomorphology interpreted from remote-sensing data sets. However, surface processes can obscure fault location, fault traces may be mapped in error, and a future rupture may not break every fault trace. This study explores the differences across community supervision approaches in Oregon and how the implementation of state policies has influenced this field. Therefore, this study seeks to answer the following research questions: 1) How do POs and supervisors define their approach to community supervision? 2) How have POs and supervisors experienced shifts in state policy? Fourteen line staff and supervisors from seven Oregon probation and parole agencies were interviewed to answer these research questions. The findings suggest that most agencies are using evidence-based practices and implementing state policies. As the effects of climate change continue to impact the world, many institutions have developed climate action goals to reduce their effects on the environment. Portland State University (PSU) has committed to an 80% reduction of greenhouse gas emissions by 2030 and carbon neutrality by 2040. A part of this commitment must include looking at the contributions of transportation on campus to reduce carbon emissions. According to a greenhouse gas emissions report done by the Campus Planning and Sustainability Office in 2016, transportation contributed to 12% of total greenhouse gas emissions on campus.

Although we often take their existence for granted, public parks are imperative for the vitality of a functioning democratic society. Parks are more than just sites for recreation–an important arena for community building in its own right; occupying public space is an inherently political act that takes on new dimensions in resistance movements. This project explores the role that public space played in the history of Black community organizing and resistance in Portland. The Revive Collaborative team is creating a plan to revitalize the South Downtown neighborhood and promote economic opportunity for local business owners. PSU’s vacant retail spaces present the opportunity to restructure and reimagine how these spaces might be used to uplift the neighborhood, capitalize on its existing strengths, and increase the district’s livability. Public engagement with business owners, stakeholders, students, and residents combined with current best practices have informed Revive Collaborative’s suite of recommendations for how PSU can help revitalize South Downtown from both a broad policy and granular program perspective.

This study described the roles of the Armed Forces of the Philippines (AFP) in Disaster Risk Reduction Management (DRRM) in Metro Manila and how climate-induced hazards impact the role of the military. It used a qualitative approach, which involved semi- structured interviews among AFP officers and barangay leaders with expertise and experience in DRRM and an analysis of selected policy documents and military doctrine. The Fremont Bridgehead Reclamation Project aims to promote the redesign of Kerby Avenue I-405 Freeway ramps and the return of ODOT land to community-oriented uses with the hopes of providing economic restitution to displaced community members. It intends to offer an action roadmap to advance the case for ramp redesign and potential alternatives for reclaimed land uses. Corrosion can reduce structural capacity and increase the risk of bridge damage/failure under extreme events. The impact of corrosion on seismic fragility of bridges has been well studied. However, the methodology used in most existing studies requires detailed information on the structural design and condition of a bridge, which is a major hindrance in conducting seismic risk assessment for a large population of bridges. Furthermore, existing studies do not adequately address the time-dependency of uncertainties associated with fragility curve development.
