This research is focused on understanding the ways in which the community orientation of the Kazak ethnic community in Istanbul, Turkey have contributed to their economic success which in turn encourages strong community, and the nature of their community-based support networks for providing material and cultural support. It examines the role of social capital and cohesion in maintaining the community with its positive implications for the continued building of wealth or sourcing of funding on a community level. The theoretical concepts relevant to this project are based on the ideas that the shared values of a community are a positive …
Substantive Representation By The Unelected: The Role Of Staff Gender On Mayoral Priorities In U.S. Cities, Sara M. Hottman
Substantive Representation By The Unelected: The Role Of Staff Gender On Mayoral Priorities In U.S. Cities, Sara M. Hottman
Dissertations and Theses
The literature on descriptive and substantive representation focuses on elected representatives, but overlooks the gender of those who play an integral role in policy process (agenda-setting) and outcomes (implementation): The elected’s chief of staff, senior policy advisors, and, in council-manager systems, the city manager. This thesis examines the role policy staff and city manager gender plays in substantive representation. After analyzing staff composition and agenda priorities — gleaned from State of the City addresses — for mayors of the 50 most-populous cities in the United States, I found substantial evidence to support my hypotheses that the chief of staff’s gender, …
Is Scholarship Advancing?: An Analysis Of Fifteen Years Of Framing Research, Joseph Zachary Provencher
Is Scholarship Advancing?: An Analysis Of Fifteen Years Of Framing Research, Joseph Zachary Provencher
Dissertations and Theses
In 2011, Porismita Borah published "Conceptual Issues in Framing Theory: A Systematic Examination of a Decade’s Literature" to shed light on the status of framing research, and attempt to answer several scholars' criticisms of framing research practices (Carragee and Roefs 2004, D'Angelo, 2002, Entman, 1993). Borah argues that framing research has several areas of necessary improvement, and her prescription is for future research to be able to examine specific framing issues or effects, but also be able to connect with broader understandings of framing.
The following content analysis of framing research, conducted between the year 2000 and 2013, seeks to …

Sustainable drainage systems or ‘Suds’ are increasingly accepted as an effective means of ‘making space for water’, adapting to possible climate change and helping communities become more flood and drought resilient. This study explores potential shifts in perception and attitude through Suds installation, development and habituation. Attitudes and awareness in communities in the USA and UK, where Suds have been in place for some time, were compared and contrasted, examining any evolution of beliefs and practices and wider community resilience. The principal finding was that there existed a lack of understanding about the existence and function of Suds. The paper …
Acid-Base Equilibria In Organic-Solvent/Water Mixtures And Their Relevance To Gas/Particle Partitioning In The Atmosphere And In Tobacco Smoke, Julia Lynn Degagne
Acid-Base Equilibria In Organic-Solvent/Water Mixtures And Their Relevance To Gas/Particle Partitioning In The Atmosphere And In Tobacco Smoke, Julia Lynn Degagne
Dissertations and Theses
Acid-base equilibria in organic particulate matter (PM) are poorly understood, but have important implications for air quality and public health. First, acid-base reactions in organic particulate matter affect the gas/particle partitioning of organic compounds in the atmosphere, and these processes are not currently represented in atmospheric and climate change models. Second, the acid-base balance of tobacco smoke affects the amount of nicotine absorbed by the smoker, and a greater understanding of this balance would help to relate cigarette smoke composition to the addictive properties of cigarettes. This work presents data related to both air quality and tobacco smoke modeling.

Online Certificate In Social Innovation: Enabling Diverse Students To Go From “I Care” To “I Can”, Jacen Greene, Cynthia Cooper, Impact Entrepreneurs, School Of Business Administration, Portland State University
Business Faculty Publications and Presentations
Social entrepreneurs aim to solve persistent social and environmental problems by creating high-impact organizations. Designing entrepreneurial solutions to complex problems requires the application of systems thinking, leadership, design thinking, and business acumen. However, these skills are not quickly or easily gained in the normal course of entrepreneurship. Social innovators worldwide typically work in isolation and with little preparation, often not realizing there are disciplined approaches to creating and deploying effective social enterprises and that there are thousands of others like them. Recognizing these realities, the Portland State University (PSU) School of Business Administration’s Business of Social Innovation Certificate reaches diverse, …
On The Poverty, Rise, And Demise Of International Criminal Law, Tiphaine Dickson
On The Poverty, Rise, And Demise Of International Criminal Law, Tiphaine Dickson
Dissertations and Theses
This dissertation in four essays critically examines the emergence of international criminal courts: their international political underpinnings, context, and the impact of their political production in relation to liberal legalism, liberal political theory, and history. The essays conceive of international criminal legal bodies both as political projects at their inception and as institutions that deny their own political provenance. The work is primarily one of political theory at the intersection of history, international relations, international criminal law, and the politics of memory. The first essay questions Nuremberg's legacy on the United States' exceptionalist view of international law and its deviant …
Dynamic Stall Of An Experimental Wind Turbine Blade, Matthew Scott Melius, Raúl Bayoán Cal, Karen Mulleners
Dynamic Stall Of An Experimental Wind Turbine Blade, Matthew Scott Melius, Raúl Bayoán Cal, Karen Mulleners
Mechanical and Materials Engineering Faculty Publications and Presentations
To understand the complex flow phenomena over wind turbine blades during stall development, a scaled three-dimensional non-rotating blade model is designed to be dynamically similar to a rotating full-scale NREL 5 MW wind turbine blade. A time-resolved particle imagevelocimetry(PIV) investigation of flowbehavior during the stall cycle examines the processes of stall development and flow reattachment. Proper orthogonal decomposition (POD) and vortex detection techniques are applied to the PIV fields to quantify relevant flow characteristics such as vortex size, separation angle, and separation point throughout a dynamic pitching cycle. The behavior of the POD coefficients provides time scales for the transitional …

Seeking Solutions To Long-Term Public Engagement In Rapidly Diversifying Communities: A Case Study In Washington County, Oregon, Meg Merrick, Andrée Tremoulet
Institute of Metropolitan Studies Publications
This paper explores the challenges in engaging a rapidly diversifying public in county government decision-making. The State of Oregon recognized the importance of meaningful public engagement by naming it as the first goal of its landmark statewide land use planning system adopted in 1973. Washington County, which is part of Portland’s tri-county metropolitan region, is geographically large, historically white but, in recent years, rapidly diversifying. It is also largely suburban and includes the region’s largest unincorporated communities. In addition, Washington County includes significant agricultural activities and small rural communities.

Ecosystem Services In Managing Residential Landscapes: Priorities, Value Dimensions, And Cross-Regional Patterns, Kelli L. Larson, Jennifer L. Morse, Peter M. Groffman, Neil D. Bettez, Tara Trammell
Environmental Science and Management Faculty Publications and Presentations
Although ecosystem services have been intensively examined in certain domains (e.g., forests and wetlands), little research has assessed ecosystem services for the most dominant landscape type in urban ecosystems—namely, residential yards. In this paper, we report findings of a cross-site survey of homeowners in six U.S. cities to 1) examine how residents subjectively value various ecosystem services, 2) explore distinctive dimensions of those values, and 3) test the urban homogenization hypothesis. This hypothesis posits that urbanization leads to similarities in the social-ecological dynamics across cities in diverse biomes. By extension, the thesis suggests that residents’ ecosystem service priorities for residential …

Public Administration Faculty Publications and Presentations
Campuses are developing new ways to respond to complex social, cultural, economic and environmental problems by adapting their educational approaches and their scholarship to address a changing world order. At the same time, government agencies, nonprofit organizations and businesses are embracing collaborative approaches to community problem-solving. These collaborative approaches, on and off campus, are creating new forms of university-community engagement that will require us to rethink the nature of the societal roles we play and how we generate knowledge, create an inspiring educational environment, and assist our students in acquiring the knowledge and skills they will need to work effectively …

There is an obvious incentive for using bow-free (temperature change insensitive) assemblies in various areas of engineering, including electron device and electronic packaging fields. The induced stresses in a bow-free assembly could be, however, rather high, considerably higher than in an assembly, whose bow is not restricted. The simplest and trivial case of a bow-free assembly is a tri-component body, in which the inner component is sandwiched between two identical outer components (“mirror” structure), is addressed in our analysis, and a simple and physically meaningful analytical stress model is suggested. It is concluded that if acceptable stresses (below yield stress …

Determination Of The Goos-Hänchen Shift In Dielectric Waveguides Via Photo Emission Electron Microscopy In The Visible Spectrum, Theodore Stedmark, Robert Campbell Word, Rolf Kӧnenkamp
Physics Faculty Publications and Presentations
Photoemission Electron Microscopy (PEEM) is a versatile tool that relies on the photoelectric effect to produce high-resolution images. Pulse lasers allow for multi-photon PEEM where multiple photons are required excite a single electron. This non-linear process can directly image the near field region of electromagnetic fields in materials. We use this ability here to analyze wave propagation in a linear dielectric waveguide with wavelengths of 410nm and 780nm. The propagation constant of the waveguide can be extracted from the interference pattern created by the coupled and incident light and shows distinct polarization dependence. The electromagnetic field interaction at the boundaries …

Both Sides Now, Lexa Walsh, Dan Walsh
Both Sides Now
Both Sides Now is a first-time creative collaboration by my brother, Dan Walsh, a minimalist abstract painter, and me, a socially engaged artist. We have come together to merge our practices around a shared interest in spectacle, perception, and encounters among objects and people. The result is a series of interactive sculptural stations—nodding to Rome’s Circus Maximus—which encourages new investigations and responses to WCMA’s collection.
In the adjacent gallery we address our differing theories of contemporary art head-on through a series of oversized stitch samplers featuring the our ongoing, and at times contentious, call-and-response dialogue.

Lindley, Theresa M. Mccormick, Theodore Lazarides, William Brennessel, David W. Mccamant, Richard Eisenberg
Chemistry Faculty Publications and Presentations
A series of Boron-dipyrromethene (Bodipy) dyes were used as photosensitizers for photochemical hydrogen production in conjunction with [CoIII(dmgH)2pyCl] (where dmgH = dimethylglyoximate, py = pyridine) as the catalyst and triethanolamine (TEOA) as the sacrificial electron donor. The Bodipy dyes are fully characterized by electrochemistry, x-‐ray crystallography, quantum chemistry calculations, femtosecond transient absorption and time-‐resolved fluorescence, as well as in long-‐term hydrogen production assays. Consistent with other recent reports, only systems containing halogenated chromophores were active for hydrogen production, as the long-‐lived triplet state is necessary for efficient bimolecular electron transfer. Here, it is shown that the photostability of …

Sex-Specific Fungal Communities Of The Dioicous Moss Ceratodon Purpureus, Mehmet Ali Balkan
Sex-Specific Fungal Communities Of The Dioicous Moss Ceratodon Purpureus, Mehmet Ali Balkan
Dissertations and Theses
Mosses display a number of hallmark life history traits that influence their ecology at the population and community level. The long lived separation of sexes observed in the haploid gametophyte (dioicy) is one such feature of particular importance, as it is observed in the majority of bryophytes and creates intraspecific specialization of male and female individuals.
The prevalence of sexually dimorphic mosses raises the possibility of sex-specific interactions with fungi as observed in some vascular plants. Here I investigated how moss sex shapes fungal communities associated with gametophytic tissues of the ubiquitous moss, Ceratodon purpureus. Using greenhouse populations of …

Survivorship And Breeding Dispersal Patterns Of A Migratory, Socially Monogamous Passerine; The Scissor-Tailed Flycatcher (Tyrannus Forficatus), Adam John Becker
Dissertations and Theses
Survivorship (the likelihood of survival from one year to the next) and breeding dispersal (movement between breeding seasons) exhibit considerable variability at both the inter- and intraspecific levels. Using eight years of data (2008-2015), from my study site in southwest Oklahoma, I characterized survivorship and breeding dispersal of the Scissor-tailed Flycatcher (Tyrannus forficatus) in a mixed-grass prairie ecoregion. My results suggest that estimated survivorship of Scissor-tailed Flycatchers is low, especially to the congeneric Eastern Kingbird (T. tyrannus), and was likely underestimated due to the tendency of Scissor-tailed Flycatchers to disperse long distances.

A Detailed Rubric For Assessing The Quality Of Teacher Resource Apps, Todd Cherner, Cheng-Yuan Lee, Alex Fegely, Lauren Santaniello
Curriculum and Instruction Faculty Publications and Presentations
Since the advent of the iPhone and rise of mobile technologies, educational apps represent one of the fastest growing markets, and both the mobile technology and educational app markets are predicted to continue experiencing growth into the foreseeable future. The irony, however, is that even with a booming market for educational apps, very little research regarding the quality of them has been conducted. Though some instruments have been developed to evaluate apps geared towards student learning, no such instrument has been created for teacher resource apps, which are designed to assist teachers in completing common tasks (e.g., taking attendance, communicating …
