Arsene Paulin Pujo (1861-1939), prominent lake Charles, Louisiana attorney, devoted much of his lifetime to serving local, state, and national governments. An advocate of the direct primary, he always put his candidacy for public office before the people of his state. His individualism was apparent throughout his public service. From 1903 to 1913, he served the Seventh Congressional District of Louisiana in the United States House of Representatives. Labor, industrial, and agricultural interests benefited from the legislation he supported and the appropriations he secured. An examination of the public records reveals that Pujo voted for and supported many of the …

In the latter half of the nineteenth century the Louisiana shrimp industry began in Barataria Bay when canning and drying operations raised shrimping from a local business venture to a small-scale localized industry. The purpose of this study is to trace the economic development of the industry from 1867 through its various stages of growth to the present. Publications of federal and state conservation agencies and personal interviews provided the principal sources of information for this study.

Eighty-six years after its founding the shrimp industry became the most import United States fishery. This was due largely to technological improvements in …

This study reviews selected aspects of the Louisiana State Penitentiary since its origin. The interpretations are based on data from historical sources, statistical reports, personal documents and participant observation. The interpretations of these data are placed in an historical perspective, allowing corrections of certain deficiencies in the literature and permitting consideration of issues which require an historical perspective. The penitentiary reflects the interests of the greater society, in terms of the composition of its inmate population and the manner in which this population is used.

The occupation of New Orleans on April 28, 1862 by Federal forces began the period of military occupation which was to last in Louisiana until the spring of 1877. This fifteen-year span can be divided into two distinct periods. The first was the era of Presidential Reconstruction under Lincoln and Johnson (1862-1867)? the second was Congressional Reconstruction under the Radicals (1867-1877). Reconstruction left a heavy mark upon the economy, politics, and people of Louisiana. The Social Security Act has always required as one of the conditions for federal participation in the state public assistance programs that the state plans provide an opportunity for a fair hearing to any person who is dissatisfied with the action taken by the local agency on his claim for assistance. When the Act was passed in August, 1935, the right to a fair hearing was a new concept in public assistance administration.
