More surrogacy contracts are fulfilled in the United States than in any other country (Bromfield, 2016, p. 193). In 2014, there were approximately 2,000 surrogacy arrangements in the U.S., yet the market is totally unregulated (Shellnutt and Grizzle, 2018, p. 31). Given that 1 in 6 American couples face infertility, there will continue to be a demand for alternative and assisted reproductive options (Shellnutt and Grizzle, 2018, p. 34). This paper seeks to explore several areas of surrogacy, including contract enforcement, potential problems parties in surrogacy agreements face, current legislation, the role of religion in surrogacy, and specific case studies. …

The merits of advancing the United Nations Sustainable Development Goals are widely agreed upon by the global community, but designing and applying strategies to do so at the local level can be challenging. This article aims to support community foundations in moving the 2030 Agenda for Sustainable Development forward in practical ways by exploring the use of a point-of-entry wheel to create a shared language that can help community foundations align their local efforts with the global goals.

This analysis will seek to provide data on the modern topic of immigration federalism and will examine the question; what amount of agency do state and local governments have in immigration related policy areas? To start, a discussion on the evolution of the contemporary U.S. immigration system will set the context of the analysis and will lead into scholarly considerations on the dynamics of federalism and the emerging notion of immigration federalism. A Study On The Beliefs Of Juvenile Justice Practitioners On Youth Behavior And Treatment, Chase S. Christenson

The following study was conducted to determine the beliefs juvenile justice practitioners (police officers, juvenile probation officers, and youth specialists) have about youth behavior through the lens of Wolfe’s (1998) Entitlement Theory. The four beliefs explored between juvenile justice practitioners are: (1) beliefs about why youth act out, (2) what changes youth behavior, (3) an expectation of youth obedience to authority, and (4) attachment relationships influencing youth behavior. The researcher used a 43-item survey measured with a 5-point Likert scale and open-ended questions that were administered to West Michigan’s juvenile justice practitioners through Qualtrics. Between 2013 and 2019, a Maine Health Access Foundation community-based initiative provided place-based funding to communities to address system gaps and inefficiencies that impede the ability of Maine’s most vulnerable individuals to obtain essential services and supports. To rebalance power between the funder and grantees, the foundation introduced grantmaking practices such as long-term, flexible funding and new ways of relating to and supporting grantees. The theory of change guiding the initiative was that systems change is more effective and sustainable when communities develop cross-sector partnerships and engage community members in planning. Public debate has resumed on the topic of exceptional access (EA), which refers to alternative means of decryption intended for law enforcement use. The resumption of this debate is not a renege on a resolute promise made at the end of the 1990s “crypto war”; rather, it represents a valid reassessment of optimal policy in light of changing circumstances. The overall purpose of this research was to find ways that resources are allocated throughout the healthcare system. Resources are not always what we think of when it comes to healthcare. While it does include personal protective equipment, ventilators, and beds, it also includes the personnel that are required to deliver the care essential to survival. It is well known that many ethical issues revolve around the allocation of such resources in healthcare, but it is unknown what the best solution to sharing these resources is during pandemics such as COVID-19.

This paper discusses the Michigan Sex Offender Registry Act (SORA) and the ways that it affects offenders, the public, and society. It also discusses the conveniences and the challenges in relation to the SORA including discussions about public safety, and offender rights. The impacts on offenders, victims, and the general public are also discussed. The research was done through the Grand Valley State University Library, the American Civil Liberties Union (ACLU) and Michigan Legislation. Sources were examined and combined to form an integrative research paper about the sex offender registry in Michigan.

Recidivism, Gender, And Race: An Analysis Of The Los Angeles County Probation Department’S Risk And Needs Assessment Instruments, Robert V. Howard

This study assesses the predictive validity of an adult risk need assessment, the Los Angeles Probation Department’s Risk and Needs Assessment Instruments, on 793 clients using several logistic regression models. Models were generated to look for a relationship between risk score and recidivism. This relationship is further explored across gender and race. There are two separate risk assessment instruments used in this study and the sample is separated into two separate groups. The first risk assessment instrument was based on static risk factors such as history of drug or alcohol use, age of first conviction, and conviction history. This assessment …

Music tourism has boomed in recent decades and has been part of the rise in cultural tourism. In recent years, several communities have implemented a concert series to help promote tourism during the shoulder season, or slower months during the off-season. In this study, a longitudinal examination of several concerts of various sizes and genres spanning about three years looks at the economic impacts for the tourist destination of Panama City Beach, FL.
